Notice of closure of Audit had been received and posted on the notice board

702.11 Data Protection renewal
it was agreed to pay the annual renewal of £35

703.11 Review of Water Rates.
It was agreed that the Parish Council continue to pay the water rates for the recreation ground – to be reviewed annually.

704.11 Review grass cutting contract
It was agreed to get 3 quotes for the cutting of the recreation ground and village green for a 3 year period

705.11 Parish Plan review/refresh
It was agreed to formulate a simple questionnaire to be incorporated in the Clarion

707.11 Review of polling districts and polling place
No changes to Great & Little Gidding. It was noted that the Parish Council elections would be due in 2012

708.11 Set date for annual meeting of Gt.Gidding Charity Trustees and Village Hall & Recreation Ground Charity Trustees.
It was agreed to hold a meeting of the Trustees following the next Parish Council meeting on 20th September

709.11 Diamond Jubilee Celebrations
It was agreed that the Parish Council would consider financial support to those organising an event for the whole community, but requests would need to submitted by the November meeting.

• Allotments – Cllr Howden – Manure is to be deposited on the vacant allotment for all holders to make use of
• Rights of Way - Electronic map of public rights of way and countryside access opportunities in the parish had been received. Bridlepath No 2 sign had been reinstated
• Highways & Police Cllr Hayden – no report
• School – Cllr Alexander will be making contact with the school after the summer break
• Village Hall & Recreation Ground – Cllr Howden reported that all the major work to the hall was now complete and a list of minor jobs had been made which would be worked through. Cllr Hill asked for the management committee to look at improvements to the car park rented from Milton Estates (old tennis court)
• Finance & Charities – Cllr Hodson reported that the charity commission were now accepting annual returns. He also reported that the online facility to view the accounts improved the risk management of the Parish Council finances
• Tree Warden – Cllr Trolove – no report, awaiting help/advice from the County Council tree officer on condition of trees in the parish

Results of the FitVille event – Gidding are the winners and will be presented with a cheque for £200 to put toward a community project.
District Wide magazine will now be in electronic format only and the Parish council agreed to have a link to the Giddings website.
A copy of a letter had been received from a resident to County Cllr Viv McGuire asking for support to get better broadband for the Giddings. The Parish Council agreed to write requesting support from the County Council to improve the provision of a better broadband service.

680.11 Apologies for absence

Amended to reflect the omission of cheque payment to the clerk and Bradgate and agreement to purchase a hard drive for PC back-up then signed

684.11 Clerk appraisal and job review.
The clerk left the meeting during the discussion. The clerk and Cllr Hodson signed the appraisal.

685.11 Audit
An amended letter had been received from the internal auditor and accepted (cheque payment to be forwarded). The external auditor had sought clarification on variation of receipts from previous year. This was due to the claim for VAT on the Lottery Fund money.

686.11 Grass cutting invoice - VAT payment
The first payment had been forwarded without the addition of VAT - paperwork reflects this and payment agreed

687.11 Trees - review of trees on Parish Land
It was agreed to contact the County Council Tree Officer to ask for a site meeting to assess the trees within the village in respect of dead or diseased trees.

688.11 Parish Plan - letter from ACRE
It was agreed to ask ACRE if they had any samples of short questionnaires that could be used to review the 2004 Plan

689.11 Planning

• Planning Application 1101001REP Replacement of planning permission 0801956FUL for erection of two dwellings, 23 Gains Lane. It was agreed to recommend refusal as in previous application - damage to Gains Lane, drainage, overlooking properties and in a conservation area.
• Luminus properties - Air Source Heat Pumps. It was agreed to write to the planning department (copied to Luminus) concerning the erection of these obtrusive additions to the outside of properties in a conservation area.

690.11 Charity Commission returns
Cllr Hodson would complete these as soon as the website was accepting returns.

691.11 The Giddings Website
invoice Annual hosting £94.66 and updating £180.00. It as agreed to pay this account.

692.11 Invitation to Parish Path volunteers to a network meeting 21st July
Although members would have liked to attend the date and time did not suit.

693.11 Gidding in Bloom feedback
The judges had been very impressed with the look of the village - litter free, planters, community involvement etc. Parish Council thanked Paul Hodson for producing the portfolio, Rachel Giddens for her work in getting the project off the ground and Robin and Gill Hayden for hosting the judges on the day. Michael Trolove agreed to produce more photographic evidence as requested and forward to the judges. Results will be announced at a presentation to be held on 13th September and it was agreed to fund two parishioners to attend (£25 per head). Cllr Hill expressed an interest in attending.

695.11 Representatives reports

• Allotments – another new allotment had been allocated, making 9 out of 10
• Highways & Police – Cllr Hayden reported Cambs sign on Luddington Road had been knocked over. The ongoing problem of water in Luddington Road is still causing problems; Anglian Water and the Highways department are dealing with this. The Highways Department have agreed to increase the bus parking space outside the school to allow the driver easier and safer access and to prevent further damage to the pavement. It was agreed to recommend an increase of 3 metres to the parking space
• Rights of Way – Cllr Giddens reported that Bridlepath No 2 sign had been knocked over.
• School – Cllr Alexander reported that the school had been active in the village - taking part in Anglia in Bloom, using the Village Hall for end of term performances and the Recreation Field for sports events.
• Village Hall & Recreation Field – Cllr Hodson reported that Safety checks had been completed in the Recreation field and that they were looking at funding for some new (all age) equipment
• Finance & Charities – Cllr Hodson asked the council to consider use of S137 funds possibly for Jubilee celebrations
• Tree Warden – Cllr Trolove – see agenda item 687.11

Minutes of the Meeting of the Parish Council held in the Parish Room, Village Hall, Great Gidding at 7.30pm

Present: Cllrs Alexander (Chairman), Hayden (Vice Chairman), Hodson, Howden, Giddens, Trolove (co-opted), District Cllr Tuplin and Tysoe, 2 members of the public and clerk

Two parishioners expressed their concern for the damage being caused by vehicles to Chapel End. The grass bank is being eroded on either side of the road and is made worse when the mobile post office and library van visit. It was recommended that the residents write to Luminus and the County Council for their advice and assistance

668.11 Internal Audit Report
The Internal Audit was successfully completed on 19th May and required document signed. The covering letter on the audit checks completed for 2010/11make reference to 2009/10 observation. It was agreed to write and ask for the letter to be clarified.

669.11 Village Hall & Recreation Ground accounts
a copy of these were presented to the Parish Council and accepted. It was agreed that a quarterly report be provided

670.11 Rent review
It was agreed to review all rents annually in February

671.11 Insurance
review of assets. These should be insured at replacement value and it was agreed to review in April before renewal due in June.

672.11 History Society – storage of records.
It was agreed to offer the small meeting room for sorting information ready for the Open Day in October after which records can be archived

673.11 Gidding In Bloom
Judging 15th July 3pm Cllr Hodson agreed to help Amanda Williams produce the portfolio required. Various groups and individuals are producing information including the school, church, Village Hall & Recreation Ground Committee, allotments, Parish Council, Village Show, Tree Warden, Rights of Way etc. Cllr Hayden has agreed to host the judges.

674.11 Planning application
1100717FUL construction of a horse exercise area 50 Main Street. It was agreed to recommend approval and note that no mention of lighting had been included.

675.11 Office equipment – laptop replacement
Quotes had been received from PC OK, John Lewis Website and PC World Website. It was agreed to accept the quote from PC OK £410 inc VAT that included transfer of data.

It was agreed to apply for restricted access internet banking.

• Allotments – 8 of the 10 new allotments had been allocated
• Highways & Police – Luddington road water leak is still not fixed and the visibility at the crossroads is obscured by trees and hedging from nearby property. Clerk to seek advice from the CC Road Safety Team
• Rights of Way – Cllr Trolove has put in the posts for Rose Foster to attach waymark signs
• School – have agreed to take part in the Gidding In Bloom and the judges will be viewing their new garden planned by the children in memory of Revd Jackie Duck
• Village Hall & Recreation Ground – The new grass-cutting contractor was doing a good job. The sign that has appeared saying dogs must be kept on a lead is to be removed as no dogs are allowed on the recreation field.
• Finance & Charities – Budget update produced and approved
• Tree Warden – tree guards are being removed from the bigger trees at the Jubilee Wood

634.11 Water connection to allotments.
All work had been carried out and connection by Anglia Water booked

635.11 Gidding entry Anglia in Bloom.
It had been announced at the Annual Parish Meeting that Great Gidding had been entered in this competition. Cllr Giddens agreed to look at the entry requirements and the clerk to advertise for volunteers to get involved.

636.11 Royal Wedding village event request for donation.
Plans are in place and invoices will be presented at the next meeting (S137)

637.11 Fields for the Future.
Queen Elizabeth 11 Fields Challenge - application had been acknowledged

638.11 Village maintenance.
Road sweeping and pavements. Thank you to Cllr Foster for organising this successful sweep and to the villagers for their support

639.11 Annual Audit.
Appointment of Internal Auditor. Notification of the Annual Audit had been received and notices displayed. It was agreed to appoint Canalbs Ltd to carry out the internal audit

640.11 Recycling Banks - kerbside glass collection.
HDC would be removing the recycling banks from the Fox & Hounds car park as they now collect from household bins. The Parish Council expressed their appreciation to the pub for hosting this community facility

641.11 ACRE subscription £35.
It was agreed to pay this annual subscription

642.11 CPALC subscription £101.24.
After some discussion it was agreed not to renew this membership. To be reviewed next year.

643.11 Rural Housing needs survey - letter of support.
A draft letter of support was read out and all agreed to the wording.

These vehicles are causing damage to the verges on this stretch of the road. It was agreed to support the resident who would approach Luminus to ask for the ditch to be piped and filled in to ease the problem.

614.11 The Great Gidding Newt Trail update and viewing platform quotes.
Two quotes had been received and it was agreed to accept the quote from Lattenburys £1,187 +vat. Cllr Hodson had carried out a risk assessment of the Chapel End and Main Street Pond. The budget had been adjusted as the Lottery Fund had agreed to amendments under the various headings. Cllr Hodson and Michael Trolove are to be licensed newt inspectors and it was agreed to purchase the equipment needed for this work. An amendment to the Website requirements had been made and two quotes obtained, the quote from Catalyst of £600 was accepted.

615.11 Chapel End Pond - replacement fence.
As part of the risk assessment it was agreed to complete the fencing around the perimeter of the pond. Henry Hill agreed to provide and erect a post and rail fence to match existing for £100

616.11 Proposed changes to bus services.
Notification had been received of the change in the bus service, which would see the weekly bus to Huntingdon stop in April. There will still be the Thursday bus to Oundle and Wednesday bus to Peterborough as well as the Nene & Ouse community transport.

617.11 Un-named section of Road - access road to Ferrar House from Church Lane.
The District Council had requested guidance on the naming of the road. The Parish Council have recommended Little Gidding Lane

618.11 Water connection to the Allotments - change of contractor.
Quote received from Henry Hill and accepted. Anglian water to be contacted for connection once work completed.

619.11 Anglia in Bloom - proposed village entry.
It was agreed to enter the village in this competition to encourage parishioners to get involved in the community. Cost of entry £12

620.11 Royal Wedding - village event request for donation.
Ruth Trolove attended the meeting and provided detailed information on the event planned. It was agreed to support this event up to the sum of £500 subject to invoices being provided

621.11 Jubilee wood naming and payment for trees £153.88.
It was agreed that the clarification of the naming of the wood is the Jubilee Wood (not Millennium) and a replacement sign would be provided. Agreement to payment for trees from the Charity Account was made.

622.11 Fields for the Future - Queen Elizabeth II Fields Challenge.
It was agreed to submit an application form for this campaign to protect outdoor recreational spaces

600.11 Jubilee Wood – request for funding to buy more trees.
The Tree Wardens report had been provided at the previous meeting and it was agreed to allow a budget of £200 to provide more fruit trees for the wood. This would be funded from the Charity Account

The appearance of the village was discussed and it was agreed to look at entering the Annual Anglia in Bloom competition to encourage parishioners to get involved in looking after their surroundings. Agenda item for 15th March.

A proposal for a village event had been received from Ruth Trolove – the Parish Council agreed to encourage this venture and subject to more detailed costing will consider making a donation at the next meeting.

A quote had been received for £500 + VAT which would be funded from the Charity Account

604.11 Water connection to Allotments.
The agreed contractor for this work had still not carried out the task. It was therefore agreed to give the work to Henry Hill for a sum not exceeding £300 to excavate the trench, lay the pipe and back-fill the trench leaving inspection holes for Anglian Water. Water pipe and taps to be sourced by Cllr Alexander on behalf of the Parish Council

605.11 Highway report from site meeting with County Council.
Tony King CC Highways had visited the village and agreed to replace the wooden fence rail across the bridge along the Jitty – install a new drain at the top of Gains Lane – repair potholes on Luddington Road. Henry Hill reported that he would be carrying out work to the drainage at his field accessed from the Luddington Road, which will help stop water holding on the highway.

584.11 The Great Gidding Newt Trail and Pond update.
The work had started to dredge the pond and cut down the willow trees. A survey of ponds within the village would be taking place over the next few weeks by the Wildlife Trust. A brochure will be produced showing a walk around the village taking in some of the ponds, the churchyard and the Jubilee Wood.

585.11 Transfer of funds in support of pond project.
It was agreed to transfer money from the Parish Council current account to the No 2 account set up for the pond project. A total of £1000 would be allocated towards this project.

586.11 Grass cutting contract for 2011.
The current contract will cease at the end of March. The clerk to obtain 3 new quotes for cutting the Recreation Field and Village Green

587.11 Cambridgeshire ACRE – membership renewal and Playing Fields Assoc.
It was agreed to renew membership of ACRE and the Playing Fields Assoc. Payment of £35 to made in April.

588.11 Annual Parish Meeting.
It was agreed to hold the Annual meeting on Tuesday 12th April when the Wildlife Trust would give a presentation on their work in the village. This will be followed by a visit to one of the ponds to view newts, returning to the hall for refreshments. The Parish Council meeting will be held on 19th April.

• Rights of Way – Cllr Foster – awaiting delivery of waymark posts. A letter had been received re Parish Path Partnership with the County Council

• School – Cllr Giddens no news to report

• Village Hall & Recreation Field – Cllr Howden – Village Hall refurbishments continue to plan. Recreation Field was being used by Sawtry Colts and Wickstead had carried out an inspection of the Play Equipment.

It was agreed that the improvement work carried out by the District Council had been successful. The clerk to write on behalf of the Parish Council to express their appreciation of the project.

573.10 The Great Gidding newt trail and pond update.
Three quotes had been sought for work to dredge the pond at the top of Main Street and pollard the trees. It was agreed to accept the quote of £4,850 from Lattenburys (the company used for the successful work on the pond in Chapel End). This to be funded from grant application with a contribution from the PC.

574.10 Village History Society request for donation.
A digital recorder had been purchased and upon receipt of the invoice payment would be reimbursed from the money already allocated

575.10 Royal Wedding village celebration
It was agreed that an event to mark this occasion should be encouraged. The Parish Council would not undertake to organise this but support initiatives within the community.

• Allotments – Cllr Howden reported that the pipework to connect water was still outstanding

• Highways & Police – Cllr Hayden reported water leak outside 21 Chapel End – Anglian Water is dealing with this. Anglian Water has stated that the water holding on Luddington Road is not a water leak – clerk in discussion with CC Highways and Environment Agency. Road sweeper has been requested for Main Street as there is loose grit from the top dressing recently put down. Damaged village sign on entrance to village from Little Gidding has been reported to CC. Parish Council has supported planning Application to drop kerb at No 8 Main Street.

• Rights of Way – Cllr Foster – no report but it was noted that the support from the County Council might be curtailed in the budget cuts.

• School – Cllr Giddens reported that the recent building work at the school was now complete. The successful Art Project organised by Sam Read was now displayed in the Church. The school had used the village hall for there recent festive productions.

• Village Hall & Recreation Field – Cllr Howden reported that the water leak in the pavilion had been stopped – thanks to a call from a parishioner. The work continues to upgrade the hall and two more volunteers had come forward to help with the decorating.

• Finance and Charities – Cllr Hodson reported that the budget was on track and that paperwork for the Land Registration had been submitted.

• Tree Warden – Michael Trolove – tree planting was on hold due to the current weather conditions, but as soon as possible the 50 trees from HDC would be planted. (Offered to Parishioners in December Parish News). More donations of bulbs had been received and will be planted around the village as soon as weather allows

Notification had been received that the application to the Big Lottery Fund had been unsuccessful due to the high demand. The Funding Application has now been forwarded to the Awards for All and the outcome will be known in 6 weeks

561.10 Budget planning and precept for 2011/12
Cllr Hodson had produced a budget plan, which was discussed. It was agreed to set the precept at the same figure as last year £10,533. Cllr Hodson was thanked for all his work throughout the year producing and monitoring the budget.

Clarification of details for registering the Recreation Field and Village Hall were agreed and payment approved - fee(£40) if both can go on one form, if not it was agreed to give authority for another £40 if required

563.10 Village History Society update and request for donation.
Cllr Hayden reported that the group meet on a regular basis and are generating a lot of interest. A digital voice recorder has been purchased to capture stories of those who remember the village of yesterday. It was agreed to support this community group up to £100 from S137 payments

• Village Hall & Recreation Field - Cllr Howden reported that work on the hall continues as planned and they would be asking for volunteers to help with the decorating once renovation work had been completed. A risk assessment of the recreation ground had been carried out – nothing to report. The cost of putting suitable matting to allow cars to park on the ground had been obtained – estimated at £2000 for the matting for 20 cars + the cost of ground work that would need to be carried out. It was agreed that funds were not available to spend on this project.

• Highways & Police - Cllr Hayden reported that several burglaries had happened in the local area and Ecops had informed us of others. The water on Luddington Road was still a problem and the clerk was asked to hasten this with Anglian Water.

• Finance & Charities - Cllr Hodson had covered the finance in the Budget report 561.10 and Charities would be covered in the Trustees meeting to follow

• Rights of Way – Cllr Foster – Cllr Hayden agreed to take the letter of invitation to a meeting on 2nd Dec at Over to Cllr Foster

• School – Cllr Giddens reported that the Community Art Project was well underway. Clerk to forward Cllr Giddens details to the school as the Parish Council link

• Allotments – Cllr Howden expressed an interest in attending the CPALC training day on Allotments. It was hoped that the water connection would be completed in the next month

Revised plans had been drawn up for steps from the road opposite the Church Farm access and adjacent to the hall entrance This would reduce the amount of hard landscaping previously proposed and fall within the allocated budget for the work. 3 quotes had been requested and one received to date. The outcome of the grant application would be by the end of November. Cllr Hayden agreed to hasten the work authorised to repair the fence.

Cllr Giddens informed the meeting that Sam Read had started the project to produce a piece of Artwork to go in the Parish Church with the help of the After School Club. It was agreed to give a donation of £20 towards materials to the club.

It was agreed that funds were currently being used for community projects within the village and it was agreed not to make a donation to this organisation.

It was agreed to approve recommendation subject to a condition that the access be for agricultural use only. The PC also requested that confirmation be given that the Conservation Department had given approval for the wall to be demolished.

• Village Hall & Recreation Field – Cllr Howden reported that the new kitchen was currently being fitted, new ceiling tiles had been found for the main hall when insulation would also be installed and improvements to the lighting system were being looked at. Sawtry Colts were using the Recreation Field and a replacement cistern would have to be bought as the leak could not be fixed

• Highways & Police – Cllr Hayden reported that there was still a water leak on the Luddington Road despite the work carried out be Anglian Water, which was adding to the problem of potholes on this part of the road. Concern was expressed over the new safety rail that had been positioned on the path leading to the church that restricted the width available.

• Finance & Charities – Cllr Hodson agreed to attend the briefing meeting to be held on 1st Nov on the HDC budget position and implications for Parish Councils. An application for land registration of the village hall was being completed in consultation with the neighbouring property owner.

• Rights of Way – Cllr Foster has planned a village bulb planting day – date and time to be confirmed

• Tree Warden – Michael Trolove, application to take part in the HDC Parish Planting Scheme had been received

• Village Hall & Recreation Field – Cllr Howden reported that a playpark inspection had taken place. Work on the hall was proceeding with a new floor covering in the kitchen and back hall ready for the replacement kitchen. Plans are also going ahead to replace the false ceiling, insulate and improve lighting.

• Highways & Police – Cllr Hayden reported that the police are still carrying out speed monitoring. Highways repairs are urgently required on the Luddington Road and to the footway to the church and new school entrance. County Cllr Mcguire offered to pursue any highways concerns we had.

Finance & Charities – Cllr Hodson gave a brief budget update. District Cllr Tysoe mentioned the Budget cuts would be taking place at District and County Council level

Cllr Hayden agreed to obtain quote for water connection from the road to the allotments – to be paid for by The Gt. Gidding Charity. Proposed increase of annual rental payment to £15 was agreed unanimously wef April 2011. A request by Mr Hodson to keep chickens on his allotment was agreed.

518.10 Pond Strategy
Update from The Wildlife Trust and information on newt surveying. Cllr Hodson agreed to look at funding options (applying for Lottery Grant) for this project and work with the Trust. It was noted that the school would like to be involved in this project and it as agreed to form a small group of people to help. This will also link to the work by Cllr Foster on the village rights of way.

519.10 Main Street
Surface dressing due to take place shortly. Road markings and parking. Mr & Mrs Shepherd addressed the meeting with their concerns caused by the long stream of parked vehicles on the opposite side of the road to their property. A lengthy discussion followed but although the Parish Council had been in consultation with the Highways Department no solution had yet been found.

520.10 Jointly Funded Minor Improvements Bid 2011/12
Following item 519.10 it was agreed to apply for Yellow Lines along Main Street (from No 20 – 36) with allowance for resident only parking to those properties who have no off street parking. Two interactive 30mph speed limit signs to be erected at the Mill Road Junction and crossroads.

521.10 Proposed new pedestrian access to village hall
To meet with the Disabled Disability Act the new access may be outside the budget available from the District and Parish Council. More information awaited.

522.10 Cyclists and Cycle Racing
A parishioner had commented on a marshall at a recent cycle race through the village. It was suggested that anyone effected by the cycle races should contact the CC Highways and Police who give permission for these events to take place.

499.10 Village pond survey 27th May
Cllrs Alexander and Hodson had attended a site visit by the Cambs Wildlife Trust. The Trust had provided a report and it was agreed to work with them to form a strategy to maintain the village ponds. It may be possible to access funding to clear the pond in Main Street, any work to be carried out between Oct and Feb.

500.10 Internal Audit report had been received and comments noted.
The increase in rate charges for next year was accepted

501.10 Clerks Annual Appraisal.
Cllrs Hodson and Alexander had met with the clerk prior to the meeting and carried out the appraisal. Cllr Hodson had drawn up a job description to be circulated to all councillors for acceptance at next meeting along with proposal for pay scale raise from point 23 to 24. The clerk requested a change in office hours from Tue and Thu to Mon and Thu. This was agreed to take effect from 12th July giving time for the change to be published.

502.10 Annual payment
£500 for hire of village hall for Parish Council office was agreed.

503.10 Allotment annual rent review.
Work to provide a water connection to the allotments was underway and it was agreed that an increase in the allotment annual rent should be made. The sum proposed was £15 wef from April 2011 – to be confirmed at the next meeting. There are now 6 people on the waiting list but more allotments would be available from April 2011 as notice to vacate had been given to holders of plots not being used as allotment gardens.

504.10 Proposed Seasonal TRO Byway 17
It was agreed to support the County Council with this proposal to prevent access by motor vehicles with more than 2 wheels between 1st Oct – 30th Apr.

505.10 Parish Council internal financial controls and risk assessment.
This had been sent to all councillors for consideration and it was agreed to accept this policy

506.10 Great Gidding Village School update.
Minor building works are planned for the summer holidays. The clerk has requested a schedule of work, once received the information will be made available to residents.

507.10 Due to pressure of work Cllr Julie Byard had written a letter of resignation.
Cllr Hayden agreed to write thanking her for all her hard work especially liaison with the school and editing the Clarion.

508.10 Anglia Water connection to the allotments
The payment for this work of £695.60 would be funded from the Gt. Gidding Charity

509.10 Cllr Hodson had produced a new template for the monthly bank reconciliation

• Highways & Police - Cllr Hayden reported that the Police had booked one vehicle speeding in the village. He also reported on the proposed surface dressing on the B660 through the village. A vote of thanks was given to the VH & LA committee who had made great progress on improving the facilities. Cllr Foster had produced information on two village walks, which were now on the website and membership to the P3 partnership had been received.

Upkeep and funding. A meeting with representatives for the Wildlife Trust is to take place on Thursday 28th May, Cllrs Alexander and Hodson to attend

488.10 Request to purchase litterbag hoop.
Cllr Foster had requested this to aid litter collection. It was agreed to purchase 2 hoops at a cost of £8.50 each

Introduction
The Chairman of the Parish Council gave a welcome introduction

Parish Plan
Nancy Davies from Cambridgeshire ACRE (Action with Communities in Rural England) gave a presentation on the Parish Plan. Reviewing the current plan, which was completed in 2005 highlighting areas where actions had been completed. It was recommended that a refresh of the existing plan should be considered.

A member of the public was concerned over the cost of reviewing the Parish Plan. ACRE suggested that a short questionnaire to each household could be all that is required perhaps included in an issue of the Clarion.

It was also questioned whether the views of parishioners by outside bodies are taken in to account, the closure of the post office being used as an example.

Parking
Other topics raised by parishioners were the ongoing problems caused by parking on Main Street.

Present: Cllrs Alexander (Chairman), Hayden (vice chairman), Hill, Hodson, Foster, District Cllr Tuplin, one member of the public and the clerk. District Cllr Tuplin informed the meeting that he would be attending a meeting on the Rural Housing Exception Sites at the District Council on 13th April. It was also noted that District Cllr Garner would not be standing for re-election in May.

450.10 Matters arising from the minutes
(information only) It was noted that Cllr Hayden had reported on the success of the History Group and that they would be approaching the Parish Council for a donation towards recording the information gathered.

451.10 Vehicle parking on Main Street
a resident representing the residents of the Luminus bungalows requested consideration is given to allow parking opposite their properties. Following lengthy discussion it was agreed not to pursue the proposed marking of yellow lines until access to the village hall had been improved when visitors would be encouraged to use the car park.

452.10 Grass Cutting Contract
3 quotations had been requested, 2 received one declined. It was agreed to accept the quote from Cambs County Council, as well as being the cheaper quote they had provided an excellent service to the Recreation Ground. The Parish Council have agreed to include the Village Green in the new contract.

453.10 Grazing Land Agreement review
It was agreed to update this agreement. Cllr Hill to provide the clerk with an example document for review at the next meeting.

454.10 Litter bins
It was noted that a new bin had been provided by the District Council outside the Public House. Provision of a bin at the village green was discussed but it was agreed not to request one at this stage.

455.10 Model Standing Orders for Local Councils
had been adapted for Great & Little Gidding Parish Council and it was agreed to adopt these. Cllrs had been invited to join Sawtry PC for Code of Conduct Training, date and time to be confirmed and circulated to cllrs.

456.10 Annual Parish Meeting 20th April and Annual Report
Representatives from ACRE had been invited to the Annual Meeting to explain the Parish Plan system. Cllrs were asked to provide a short report for inclusion in the Annual Report which would be distributed to all households with an invitation to the Parish Meeting

457.10 Data Protection Registration
The clerk had been advised by CPALC that the Parish Council should be registered, cost £35. It was agreed to place this on the next agenda for payment.

458.10 Website review.
Cllr Hodson and Byard had been looking at various sites and would be talking ideas over with Paul and Krystyna before reporting back to the council.

459.10 Reports

• Planning – An application for minor building works to the school had been received. The PC supported this application and asked for the footpath leading to the new entrance (and church) be upgraded also.
• Tree Warden – Michael Trolove 9 Fruit Trees had been planted
• Allotments – Chris Howden – no report
• VH & RG – Request for second and final instalment of agreed donation £5000 was approved
• Highways & Police – Robin Hayden urged everyone to report potholes for repair to Highways and County Councillor. A vehicle had damaged the fence by the pond in Main Street. The clerk was dealing with the vehicle owners insurance company to pay for the repair
• Finance & Charities – Paul Hodson – Budget review was carried out and minor adjustments made on end of year figures.
• PR & School – Julie Byard – no report
• Rights of Way – Rose Foster – Footpath No 6 new gates had been installed and waymark signs would be placed along the path

Cllr Alexander and the clerk had met with County Councillor Viv McGuire to view first hand the problems. Cllr Mcguire also saw the problems of blocked drains on Gains Lane and potholes in Chapel End.

439.10 Kerbside Glass Recycling and changes to recycling banks
The new doorstep collection to be introduced by HDC will eventually replace the bottle banks at the Fox and Hounds. This will effect the credits received by the Parish and in view of this, payment to the Public House would stop after the March instalment

The clerk to clarify the requirement for the Parish Council to be registered

441.10 Standing Orders – new model standing orders
Draft amendments had been made by Cllr Hodson and would be forwarded to Councillors for discussion at the March meeting

425.10 Vehicle parking on Main Street
The County Council do not have a budget for the proposed yellow lines. It would have to be funded by the Parish Council or an application under the Jointly funded minor improvements scheme next year. It was agreed to ask the County Council to consult with the police to see if there would be any objection to this proposal. Clerk to action.

426.10 Parish Paths Partnership (P3) 2010/11
It was agreed to apply to join this scheme and work with the County Council to improve rights of way within the parish Cllr Foster agreed to action.

427.10 Parish Plan review
ACRE had offered to help update the action plan with information supplied by the clerk. This update would be reviewed at the February meeting

428.10 Parish Website
Krystyna and Paul were thanked for keeping the site updated and invited to consider ways in which it could be improved. Agenda item for next meeting

429.10 Draft proposals for School, Community Consultation
Prior to the meeting Cllrs had been given the opportunity to view the plans. The modifications to the buildings are to make better use of the existing site. The Plans will now be submitted through the County Council.

430.10 Grass cutting contract
It was agreed to obtain 3 quotes for the cutting of the recreation field and village green

431.10 Reports

• Planning – 21a Chapel End, notification of enforcement case closed
Application 1000018FUL Mill Meadow, 83 Chapel End single storey extensions to rear and side – recommend approval
• Tree Warden – Michael Trolove – HDC Parish Planting trees had been received and planted. Fruit trees delayed due to weather.
• Allotments – Chris Howden – It was agreed to obtain a guide price to lay pipe work from the proposed Anglian Water connection to the allotments
• VH & RG – Chris Howden – A fire appliance inspection had been carried out in the village hall. Plans to refurbish the toilets now included a disabled toilet. Plans for improved heating system had also been reviewed. The toilet work would be the next stage in the upgrade of the hall. Recreation Field toilet was now fully plumbed, Wickstead had carried out a play equipment inspection.
• Highways & Police – Robin Hayden – The blocked drain in Gains Lane was adding to the problems in Chapel End. Clerk to contact the Highways Department and County Councillor. District Cllr Tuplin invited Cllrs to attend the new Neighbourhood Forum meeting to be held in Sawtry on 20th January
• Finance & Charities – Paul Hodson – in view of the reduced amount of recycling credits received from HDC it was agreed to review the provision of this community based facility at the next meeting.
The 3 pieces of charity land had now been registered ‘title absolute’
It was agreed that original documents should remain at Leeds Day
The tenancy agreement for grazing land needs to be updated
• PR & School – Julie Byard – Cllr Byard agreed to look at the publication of an annual report from the Parish Council to be incorporated in an edition of the Clarion. Cllr Hodson was thanked for producing a resume of PC achievements. Cllr Hayden informed the meeting that 52 residents received vegetable boxes at Christmas, these were kindly provided by Richard and Sylvia Fuller
• Rights of Way – Rose Foster – A new contractor had been appointed by the County Council for work on the Footpath from Mill Road to Chapel End. The County Council had obtained an agreement to repair/replace gate on Footpath No 3.
