Presentation by Catherine Shilton, Rural Housing Enabler, ACRE This scheme is supported by a partnership of Local Authorities and Registered Social Landlords to help develop affordable rural homes under the rural Exception Sites Policy. A Local Homes for Local People housing need survey will be carried out during May.

613.11 Parking of Mobile Library/Post Office van in Chapel End.
These vehicles are causing damage to the verges on this stretch of the road. It was agreed to support the resident who would approach Luminus to ask for the ditch to be piped and filled in to ease the problem.
614.11 The Great Gidding Newt Trail update and viewing platform quotes.
Two quotes had been received and it was agreed to accept the quote from Lattenburys £1,187 +vat. Cllr Hodson had carried out a risk assessment of the Chapel End and Main Street Pond. The budget had been adjusted as the Lottery Fund had agreed to amendments under the various headings. Cllr Hodson and Michael Trolove are to be licensed newt inspectors and it was agreed to purchase the equipment needed for this work. An amendment to the Website requirements had been made and two quotes obtained, the quote from Catalyst of £600 was accepted.
615.11 Chapel End Pond - replacement fence.
As part of the risk assessment it was agreed to complete the fencing around the perimeter of the pond. Henry Hill agreed to provide and erect a post and rail fence to match existing for £100
616.11 Proposed changes to bus services.
Notification had been received of the change in the bus service, which would see the weekly bus to Huntingdon stop in April. There will still be the Thursday bus to Oundle and Wednesday bus to Peterborough as well as the Nene & Ouse community transport.
617.11 Un-named section of Road - access road to Ferrar House from Church Lane.
The District Council had requested guidance on the naming of the road. The Parish Council have recommended Little Gidding Lane
618.11 Water connection to the Allotments - change of contractor.
Quote received from Henry Hill and accepted. Anglian water to be contacted for connection once work completed.
619.11 Anglia in Bloom - proposed village entry.
It was agreed to enter the village in this competition to encourage parishioners to get involved in the community. Cost of entry £12
620.11 Royal Wedding - village event request for donation.
Ruth Trolove attended the meeting and provided detailed information on the event planned. It was agreed to support this event up to the sum of £500 subject to invoices being provided
621.11 Jubilee wood naming and payment for trees £153.88.
It was agreed that the clarification of the naming of the wood is the Jubilee Wood (not Millennium) and a replacement sign would be provided. Agreement to payment for trees from the Charity Account was made.
622.11 Fields for the Future - Queen Elizabeth II Fields Challenge.
It was agreed to submit an application form for this campaign to protect outdoor recreational spaces
623.11 HMRC Parish Council Clerks PAYE Implementation.
The Parish Council must register as an employer with HMRC and operate on the income the clerk earns.
623.12 Village maintenance - road sweeping, pavements, path clearing.
The Jitty path had been cleared and rail replaced, a new drain had been installed in Gains Lane and repairs had been carried out on Luddington Road

Cllr Hayden agreed to be the contact with Cambs CC under this scheme

625.11 Annual Report and Annual Meeting.
It was agreed to produce an issue of the Clarion to include the Annual Report and invitation to the Annual Parish Meeting. The meeting to include a presentation from the Wildlife Trust on the Great Gidding Newt Trail.
626.11 Representatives reports
• Rights of Way - Cllr Foster reported that Byway 17 repairs had been completed
• Allotments - Cllr Howden had attended an Allotment Training day organised by CPALC
• Highways & Police - Cllr Hayden reported that 4 people had been stopped for speeding in the village also heating oil had been stolen and items taken from garden sheds in the local vicinity.
• School - Cllr Giddens reported the Stay and Play sessions at the school had a successful year - Bishop David would be Blessing the Bell on June 17th - compensation for poor building works had been received and two new windows installed
• Village Hall & Recreation Field - Cllr Howden
• Finance & Charities - Cllr Hodson reported budget on track but a new laptop may need to be purchased as the clerk was having problems with the existing one.
• Tree Warden - Michael Trolove and Cllr Hodson are looking at the possibility of a new pond at the Jubilee Wood
