County Councillor Gardener advised that the Combined Cambridgeshire and Peterborough Mayor will take on extra responsibilities, possibly from March 2026.

Community Right to Buy, in respect of Community Assets, will be implemented at the time of the Council re-organisation – further details to follow.

County Council voted for an 11% increase in Councillor allowances at a recent meeting.

Cllr Downer thanked County Cllr Gardener and his colleague Dan Wiggs for attending and advising on footpath issues in the Parish.

County Cllr Gardener left the meeting at 20.09 and will next attend in October.

Clerk read out District Councillor Alban’s report re Anaerobic Digester planning application, Hunts DC parking enforcement, Local Government re-organisation, proposed date of 10th September for Districtwide Parish Council meeting with a Highways Officer in attendance.

Cllr Nankivell had reported (via telephone) damage to Black Bridge leading to the Gallops – it has not been repaired yet.  Clerk advised that the reporting page on the CambsCC website has recently been completely changed – she intends to check that all outstanding issues are still recorded correctly and will add a report for the bridge if this is not listed.

Cllr Bolton asked if an Adobe Acrobat subscription could be purchased as agenda and documents are not appearing in the correct order, when sent on by the Clerk – Clerk will try and find another means of sending the agenda and documents prior to a meeting.

Cllr Hargrave gave a report of recent Village Hall Committee events and actions –

a recent pop-up café was very successful. 

The front door of the Village Hall was difficult to close in very hot weather – will be checked out. 

25 people have booked for the upcoming Games Night. 

Investigating a hearing loop or similar system, and the working of the PA system

Cllr Hodson thanked the Village Hall committee for their activities.

Cllr Hodson  declared an interest as an allotment holder  – he advised that Gidding Charity, as owner of the allotment site, had been in dispute with Anglian Water/WAVE regarding invoices for water usage.  A formal complaint has been raised, but the outcome is awaited.  If it is proved that the invoices are correct due to a considerable increase in water use, it may be that rental fee of the allotments to the Parish Council will increase. 

Cllr Maciag – Neighbourhood Plan interim report was ready to share with residents, prior to its next submission to the District Council, and it was agreed that this should be shared via the village website and 3 copies printed.  A printed copy will be available to view in Great Gidding, Winwick and Hamerton and arrangements made to view it.

0036.25  PLANNING applications and  matters:

              There are no new applications (as at 11/7/2025)

0037.25  Section 137 funding request in respect of softball team.

Member of the public confirmed that insurance was in place for the group, a            constitution was being devised and a bank account applied for. 25 regular attendees, most of those from the village.

   Cllr Hodson requested the constitution include a clause to state that all equipment and assets will be transferred to the Village Hall should the venture discontinue.  Also some of the items listed in the budget are day to day expenses and will not be included as part of the Section 137 grant. 

              Cllr Hargrave proposed that the group be supported in principle and seconded Cllr Hodson’s proposal to donate £800 to enable the group to set up.

   DECISION to grant £800 to softball team – proposed by Cllr Hodson and seconded by Cllr Hargrave

0038.25 Village Maintenance –  Clerk and Councillor Downer met with Dan Wiggs, Footpath Officer for CambsCC and Cllr Ian Gardener – discussion of Footpath No 6 (Mill Road to Chapel End) and The Jitty.  The surface of the Jitty has since been swept since that meeting.  Mr Weekes is to supply a definitive border of what is Highways responsibility and neighbouring landowner responsibility in respect of the Jitty.  Clerk will write to landowners regarding specific issues and copy in Mr Weekes and Cllr Gardener.

              Cllr Downer submitted the following amendment to this agenda item, to be approved at the meeting held on 19th August 2025:

            I believe that in respect of minute 0038.25 the following should be recorded:

  • The CCC Fotpath Oficer has undertaken to contact the Landowner regarding the fallen tree blocking the pedestrian gate on Footpath 6.
  • The CC Footpath Officer has undertaken to contact the Landowner regarding replacing the gate, at the Chapel End of Footpath 6,  with a more accessible one.
  • Councilor Gardener has recommended that GGPC write to the Landowner of the small gate, at the Mill Road End of Footpath 6, and ask the they replace the rope used to secure the gate with a removable chain.
  • Councilor Gardener has recommended that GGPC write to the Landowners of land on Footpath 6 seeking their permission for the overgrown vegetation impeding access, to be cut back.

Noticeboard – quotes are being sought for the board + installation.  Hunts DC have paid       the grant monies and have supplied a logo for inclusion on the board.

0039.25 A recent email from CAPALC outlined the requirement for changes to Parish Council IT provision – dedicated email addresses (.gov.uk) for Clerk, councillors, use of gov.uk website etc.  The email had been shared with Councillors prior to the meeting and, it was agreed that, until more is known about the reorganisation of Councils, it would be preferable to wait to see what requirements came from that exercise that may impact on parish councils, their IT requirements and not to incur additional expense etc.

0040.25  Hunts DC survey on reorganisation proposals – Cllr Hodson had completed the survey and felt that the questions were tailored for responses from individuals.  The Clerk has completed the form.

  • Clerk’s working hours for May, approved by Cllrs Hodson and Maciag as a total of  36. 
  • Budget for 2025/26 – Cllr Hodson had shared a document prior to the meeting and explained the budget headings, proposed budget spending and allocated reserves.  All present agreed to the budget.
  • Our Internal Auditor has been taken ill and LGS Services have been appointed to undertake this year’s internal audit.
  • The AGAR was published on the village website and noticeboard at the Village Hall on  30th May, in accordance with the requirement for Public Rights,  which extends to 14th July
  • The Internal Auditor’s report and recommendations had been received.  There was an error on the AGAR paperwork due to oversight on a spreadsheet formula, this has been corrected and a revised Form 2 (page 3 of 6) had been completed and authorised at the meeting.  Other changes to procedure were recommended and will be implemented.

0022.25  PLANNING applications and  matters:

              Purpose built agricultural building installed at Gidding Grove Farm – Planning Dept have not consulted for comment.

CIL funding – Huntingdonshire District Council are inviting applications for funding.       Clerk has requested advice from “Implementation Team” at Hunts DC regarding CIL funds that might be due to our Parish in respect of recent developments.  The response from Hunts DC was shared at the meeting and at present there is no CIL due to the Parish.

0024.25 Village Maintenance –  Clerk to meet with Dan Wiggs, Footpath Officer for CambsCC and Cllr Ian Gardener and discuss and view the issues regarding footpaths in the parish.

              Cllr Downer asked to be present as he has concerns about Footpath No 6.  Cllr Hargrave mentioned The Jitty (Footpath No 5) surface – both have been reported.

 0025.25 Donations to Charities –  Clerk had researched the possibilities within Section 137.  Cllr Hargrave proposed that any grant should be restricted to any group or activity within the Parish of Great and Little Gidding, this was seconded by Cllr Hodson

              DECISION  – future applications for a Grant or Loan will be restricted to any group or activity based within the parish of Great and Little Gidding, and will be subject to completion of an application form to be presented to the Parish Council.

0026.25  Review of information sharing options, particularly social media.

              Currently information is shared by the Parish Council via the noticeboard at the Village Hall, thegiddings.org website and occasional newsletters (also available via website and noticeboard and on request from the Parish Office).  There are independently organised WhatsApp and Facebook platforms for the village.  The administrator of the WhatsApp page will be asked to post events and notices for the Parish Council and Village Hall and/or to direct people to the website and noticeboard.  Facebook will not be used.

Have your say on plans for the future of local councils

In December last year the Government announced plans to move towards a new system of local government, removing the two-tier system of district, city and county councils (town and parish councils are unaffected).

Since then, all seven existing county, district and city councils in Cambridgeshire have been working collaboratively to identify viable options for new single-tier councils across the region. 

We now want to hear the views of residents, prior to proposals being developed further and submitted to Government in November.  

The survey asks people what is important in terms of services, what they would like to see delivered by their new unitary authority, and where in Cambridgeshire and Peterborough they visit to socialise, work or access health services. A series of focus groups are also being arranged. 

We want to reach as many people as possible with the survey, enabling them to share their opinions and help inform the future of local government in the area. As well as alerting you to the survey for your own completion, we are therefore also asking if you could share information with your residents and any other interested groups, such as businesses and community organisations.

There is both a public survey and one that is tailored for stakeholders, and these are available here on HDC’s website. Hard copies are also available at the reception desk in Pathfinder House, Huntingdon. The survey will close at midnight on 20 July 2025

LOCAL AUTHORITY ACCOUNTS: A SUMMARY OF YOUR RIGHTS

Please note that this summary applies to all relevant smaller authorities, including local councils, internal drainage boards and ‘other’ smaller authorities.

The basic position

The Local Audit and Accountability Act 2014 (the Act) governs the work of auditors appointed to smaller authorities. This summary explains the provisions contained in Sections 26 and 27 of the Act. The Act and the Accounts and Audit Regulations 2015 also cover the duties, responsibilities and rights of smaller authorities, other organisations and the public concerning the accounts being audited.

As a local elector, or an interested person, you have certain legal rights in respect of the accounting records of smaller authorities. As an interested person you can inspect accounting records and related documents. If you are a local government elector for the area to which the accounts relate you can also ask questions about the accounts and object to them. You do not have to pay directly for exercising your rights. However, any resulting costs incurred by the smaller authority form part of its running costs. Therefore, indirectly, local residents pay for the cost of you exercising your rights through their council tax.

The right to inspect the accounting records

Any interested person can inspect the accounting records, which includes but is not limited to local electors. You can inspect the accounting records for the financial year to which the audit relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records. You can copy all, or part, of these records or documents. Your inspection must be about the accounts, or relate to an item in the accounts. You cannot, for example, inspect or copy documents unrelated to the accounts, or that include personal information (Section 26 (6) – (10) of the Act explains what is meant by personal information). You cannot inspect information which is protected by commercial confidentiality. This is information which would prejudice commercial confidentiality if it was released to the public and there is not, set against this, a very strong reason in the public interest why it should nevertheless be disclosed.

When smaller authorities have finished preparing accounts for the financial year and approved them, they must publish them (including on a website). There must be a 30 working day period, called the ‘period for the exercise of public rights’, during which you can exercise your statutory right to inspect the accounting records. Smaller authorities must tell the public, including advertising this on their website, that the accounting records and related documents are available to inspect. By arrangement you will then have 30 working days to inspect and make copies of the accounting records. You may have to pay a copying charge. The 30 working day period must include a common period of inspection during which all smaller authorities’ accounting records are available to inspect. This will be 1-14 July 2025for 2024/25 accounts. The advertisement must set out the dates of the period for the exercise of public rights, how you can communicate to the smaller authority that you wish to inspect the accounting records and related documents, the name and address of the auditor, and the relevant legislation that governs the inspection of accounts and objections.

The right to ask the auditor questions about the accounting records

You should first ask your smaller authority about the accounting records, since they hold all the details. If you are a local elector, your right to ask questions of the external auditor is enshrined in law. However, while the auditor will answer your questions where possible, they are not always obliged to do so. For example, the question might be better answered by another organisation, require investigation beyond the auditor’s remit, or involve disproportionate cost (which is borne by the local taxpayer). Give your smaller authority the opportunity first to explain anything in the accounting records that you are unsure about. If you are not satisfied with their explanation, you can question the external auditor about the accounting records.

The law limits the time available for you formally to ask questions. This must be done in the period for the exercise of public rights, so let the external auditor know your concern as soon as possible. The advertisement or notice that tells you the accounting records are available to inspect will also give the period for the exercise of public rights during which you may ask the auditor questions, which here means formally asking questions under the Act. You can ask someone to represent you when asking the external auditor questions.

Before you ask the external auditor any questions, inspect the accounting records fully, so you know what they contain. Please remember that you cannot formally ask questions, under the Act, after the end of the period for the exercise of public rights. You may ask your smaller authority other questions about their accounts for any year, at any time. But these are not questions under the Act.

You can ask the external auditor questions about an item in the accounting records for the financial year being audited. However, your right to ask the external auditor questions is limited. The external auditor can only answer ‘what’ questions, not ‘why’ questions. The external auditor cannot answer questions about policies, finances, procedures or anything else unless it is directly relevant to an item in the accounting records. Remember that your questions must always be about facts, not opinions. To avoid misunderstanding, we recommend that you always put your questions in writing.

The right to make objections at audit

You have inspected the accounting records and asked your questions of the smaller authority. Now you may wish to object to the accounts on the basis that an item in them is in your view unlawful or there are matters of wider concern arising from the smaller authority’s finances. A local government elector can ask the external auditor to apply to the High Court for a declaration that an item of account is unlawful, or to issue a report on matters which are in the public interest. You must tell the external auditor which specific item in the accounts you object to and why you think the item is unlawful, or why you think that a public interest report should be made about it. You must provide the external auditor with the evidence you have to support your objection. Disagreeing with income or spending does not make it unlawful. To object to the accounts you must write to the external auditor stating you want to make an objection, including the information and evidence below and you must send a copy to the smaller authority. The notice must include:

  • confirmation that you are an elector in the smaller authority’s area;
  • why you are objecting to the accounts and the facts on which you rely;
  • details of any item in the accounts that you think is unlawful; and
  • details of any matter about whichyou think the external auditor should make a public interest report.

Other than it must be in writing, there is no set format for objecting. You can only ask the external auditor to act within the powers available under the Local Audit and Accountability Act 2014.

A final word

You may not use this ‘right to object’ to make a personal complaint or claim against your smaller authority.  You should take such complaints to your local Citizens’ Advice Bureau, local Law Centre or to your solicitor. Smaller authorities, and so local taxpayers, meet the costs of dealing with questions and objections.  In deciding whether to take your objection forward, one of a series of factors the auditor must take into account is the cost that will be involved, they will only continue with the objection if it is in the public interest to do so. They may also decide not to consider an objection if they think that it is frivolous or vexatious, or if it repeats an objection already considered. If you appeal to the courts against an auditor’s decision not to apply to the courts for a declaration that an item of account is unlawful, you will have to pay for the action yourself.

Present:  Councillors Maciag, Moody, Hargrave, Bolton and Hodson, District Councillor Alban and the Clerk.

                District Councillor Alban:

              He advised that an extraordinary meeting is to be held to discuss re-organisation of Councils.  No decisions have yet been made, lots of ideas are being discussed.  This will not affect the County Council elections in May.

              He has spoken to Councillor Shacklock of North Northants Council and no decision has been made regarding the A D unit application.

              The Saturday freighter service for green waste is not viable and, as the take up by householders of the paid collection has been much higher than anticipated, another option is being considered.

              Parking on double yellow lines will become a civil parking enforcement at the beginning of April.

              He encouraged us to watch/attend the Town and Council Forum events to keep updated of current activities and discussions.

              The District wide Parish Council meeting will take place after election date.

              Cllr Hargrave:

              The jitty between Main Street and Gaines Lane has become overgrown, lots of debris, fallen branches – Clerk will report this on the Highways reporting webpage.

              Deadline for the village newsletter is 26th March – Clerk asked to add that there are still Parish Councillor vacancies.

              Village Hall – the Net Zero Villages grant was not successful, other grant opportunities will be followed up as and when available.

              The small hall will be decorated over Easter weekend.

              Pickleball sessions will start in the next couple of months.

              A new charging policy takes effect from 1st April 2025.

              Cllr Moody:

              Requested that purchase of a noticeboard be added to the next agenda.

  • Microsoft will no longer support Windows 10 after October 2025.  Cllr Bolton advised that it would still be possible to use Windows 10 after this date and there is unlikely to be any issues with laptop or using the Microsoft package. The current annual Microsoft package will automatically renew on 15th April via Clerk’s personal Paypal account.
  • The Defibrillator has been repaired as, due to a lack of power to the unit, it required repair and replacement parts.  The coordinator  is aware that funds will need to be raised to pay for future repairs/supplies.

0184.24  PLANNING applications and  matters:

              There were no planning applications as at 14th March

              School site – a notice has appeared on the school fence.  In effect the County Council are advising a change of use, to enable the site be sold as a residential development site as there is no known use for educational purposes.  Cllr Maciag suggested a response is written to the Secretary of State for Education asking that an access strip be retained to allow vehicular access to the former school house – at present there is no such access and, if this building cannot be sold/used as a dwelling, there is a danger that it will become derelict and we wish to preserve this visible heritage asset in the centre of the village conservation area. 

              An item will be included in the village newsletter to encourage those who were concerned about the school closure, and the site, to write a response.

              A copy of the notice will be forwarded to Milton Estates (Peterborough) and, once our response has been written, that too will be sent to Milton Estates.

0185.24  Recreation Ground –  grass cutting contract for 2025

Bradgate have provided a quote for the 2025/26 contract. At the last meeting I was given discretion of a 12% addition on top of last year’s price of £90 per cut, but the increase is 17.14% at £105.43.

Clerk advised that Bradgate had cut the grass today (18th March 2025), although no contract has been agreed.  She will advise Bradgate that they have the contract for this year.

0167.24 One member of the public was present (CB) to enquire about an update on the broadband provision for the village, which he presented to the January meeting. Cllr Moody had carried out very comprehensive research and presented copies of her findings to those present and explained the content.  It was confirmed that we have superfast broadband in the village, if the “service” is to be improved, the following options will be followed:

              a) Parish Council to contact Gigaclear for an up to date position regarding supply to our village, and clarify if any surrounding villages are being considered, and request a statement for our village newsletter.  Also to write to the head of Connecting Cambridgeshire, also requesting a statement for the newsletter.

              b) via the village newsletter, provide contact details and request villagers to register with Project Gigabit/Gigaclear/City Fibre (all have an involvement with this project), to show there is a need.

              c) Parish Council and villagers to write to Sam Carling, MP for our area, asking for support with this request.

              Parishioner thanked the Parish Council and left the meeting.

Cllr Hargrave regarding Village Hall:

Vibrant Communities grant of £772.60 has been received, this in respect of recent coffee mornings and photographic competition and forthcoming wine tasting event.

Net Zero Villages grant has been applied for and are now obtaining quotes for insulation of the roof etc (deadline 28th February).

Future events are Wine Tasting (Village Hall committee to organise) and Treasures in the Attic and Open Studios (organised by others).

Cllr Maciag advised that he is working on maps to accompany the Neighbourhood Plan and it is hoped that this can be resubmitted to HuntsDC at the end of March.

Clerk: 

  1. the village website has been amended, Parish Council is now a standalone drop

  • Clerk attended the online Hunts DC meeting regarding changes to planning policy.  A link to the meeting and slides has been sent to Parish Councillors.

d) 3 quotes for tree work at Pound, Recreation Field and Village Pond shared with Parish Councillors prior to meeting.  After discussion, it was agreed that the 3 dead elms should be removed from the Pound, together with any branches that are encroaching on overhead cables (but not those originating from surrounding land) but, if the use of traffic lights was still required, then contractor must confirm price.  All other proposed works will be postponed.

DECISION – to appoint ……………… as contractor for this project. NO DECISION as work required revised and requires further discussion with contractors.

            It is likely that the current structure of local government will be replaced.  Cambridgeshire will include Peterborough area, but there is the possibility of 2 unitary authorities.  Further details to follow, with a decision to be taken in Autumn 2025.

            Highways Dept are revising their online reporting page and follow up systems.

            Applications for 20MPH LHI bids are being accepted between 27th January and 25th March.

            TING community bus is now known as TIGER, operating Monday to Friday between 6.30AM and 7.00PM – bookings can be made on 01480 595440.

            Consultation is ongoing regarding remote access to meetings.

            Cambs County Council portion of Council Tax will increase by 4.99%

            Fire authority will increase their Council Tax apportionment by £4.95.

            Kimbolton Fire station – the whole service is still being considered but more people have volunteered for the role of fire fighter.

            He will be asking questions of CambsCC regarding the new school at Sawtry as, it was assured that when Great Gidding School closed in July 2023, the displaced children could transfer to this new school – building has not yet commenced.

            Cllr Gardener left the meeting to attend another Parish Council meeting.

            Cllr Hodson:

            A working day, and ongoing works, in Jubilee Wood has resulted in groundcover being cut back extensively.

            Parishioners will be asked, via village social media, for donations of money to make up the shortfall in funding for the replacement grass cutter and for donations of time and work to keep areas of the Wood tidy.

Cllr Hargrave:

Village Hall are holding a coffee morning (25th January) to complete the Photographic Competition (70+ entries).

Small Hall will be decorated on weekend of 1st-2nd February (postponed).

Application for grant to improve insulation in the Main Hall is to be submitted to Cambs Net Zero project.

Also considering submission of a Vibrant Village Hall grant.

A newsletter requires content, for publication in early February.

Dog fouling is increasing around the Parish – how can this be improved/resolved.

Cllr Maciag:

Compilation of the Neighbourhood Plan design guide is progressing.

Mr Nott of Milton Estates (Peterborough) has advised that no progress is being made in respect of the school house site, due to lack of engagement from CambsCC (the previous contact no longer employed) and only a consultant who has no authority to discuss/decide matters.  He has requested Parish Council to try to move this forward.  After discussion, it was agreed to request Cllr Gardener to intervene, obtain contact details and an update.  If this fails, a formal complaint will be raised with CambsCC as this site is perceived as deteriorating and vulnerable.
