It will not be reviewed by the appointed auditor, since the smaller authority has certified itself as exempt from the appointed auditor’s review. Any person interested has the right to inspect and make copies of the AGAR, theaccounting records for the financial year to which it relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those recordsmust be made available for inspection by any person interested.For the year ended 31 March 2025, these documents will be available on reasonable notice by application to:

LOCAL AUTHORITY ACCOUNTS: A SUMMARY OF YOUR RIGHTS

Please note that this summary applies to all relevant smaller authorities, including local councils, internal drainage boards and ‘other’ smaller authorities.

The basic position

The Local Audit and Accountability Act 2014 (the Act) governs the work of auditors appointed to smaller authorities. This summary explains the provisions contained in Sections 26 and 27 of the Act. The Act and the Accounts and Audit Regulations 2015 also cover the duties, responsibilities and rights of smaller authorities, other organisations and the public concerning the accounts being audited.

As a local elector, or an interested person, you have certain legal rights in respect of the accounting records of smaller authorities. As an interested person you can inspect accounting records and related documents. If you are a local government elector for the area to which the accounts relate you can also ask questions about the accounts and object to them. You do not have to pay directly for exercising your rights. However, any resulting costs incurred by the smaller authority form part of its running costs. Therefore, indirectly, local residents pay for the cost of you exercising your rights through their council tax.

The right to inspect the accounting records

Any interested person can inspect the accounting records, which includes but is not limited to local electors. You can inspect the accounting records for the financial year to which the audit relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records. You can copy all, or part, of these records or documents. Your inspection must be about the accounts, or relate to an item in the accounts. You cannot, for example, inspect or copy documents unrelated to the accounts, or that include personal information (Section 26 (6) – (10) of the Act explains what is meant by personal information). You cannot inspect information which is protected by commercial confidentiality. This is information which would prejudice commercial confidentiality if it was released to the public and there is not, set against this, a very strong reason in the public interest why it should nevertheless be disclosed.

When smaller authorities have finished preparing accounts for the financial year and approved them, they must publish them (including on a website). There must be a 30 working day period, called the ‘period for the exercise of public rights’, during which you can exercise your statutory right to inspect the accounting records. Smaller authorities must tell the public, including advertising this on their website, that the accounting records and related documents are available to inspect. By arrangement you will then have 30 working days to inspect and make copies of the accounting records. You may have to pay a copying charge. The 30 working day period must include a common period of inspection during which all smaller authorities’ accounting records are available to inspect. This will be 1-14 July 2025for 2024/25 accounts. The advertisement must set out the dates of the period for the exercise of public rights, how you can communicate to the smaller authority that you wish to inspect the accounting records and related documents, the name and address of the auditor, and the relevant legislation that governs the inspection of accounts and objections.

The right to ask the auditor questions about the accounting records

You should first ask your smaller authority about the accounting records, since they hold all the details. If you are a local elector, your right to ask questions of the external auditor is enshrined in law. However, while the auditor will answer your questions where possible, they are not always obliged to do so. For example, the question might be better answered by another organisation, require investigation beyond the auditor’s remit, or involve disproportionate cost (which is borne by the local taxpayer). Give your smaller authority the opportunity first to explain anything in the accounting records that you are unsure about. If you are not satisfied with their explanation, you can question the external auditor about the accounting records.

The law limits the time available for you formally to ask questions. This must be done in the period for the exercise of public rights, so let the external auditor know your concern as soon as possible. The advertisement or notice that tells you the accounting records are available to inspect will also give the period for the exercise of public rights during which you may ask the auditor questions, which here means formally asking questions under the Act. You can ask someone to represent you when asking the external auditor questions.

Before you ask the external auditor any questions, inspect the accounting records fully, so you know what they contain. Please remember that you cannot formally ask questions, under the Act, after the end of the period for the exercise of public rights. You may ask your smaller authority other questions about their accounts for any year, at any time. But these are not questions under the Act.

You can ask the external auditor questions about an item in the accounting records for the financial year being audited. However, your right to ask the external auditor questions is limited. The external auditor can only answer ‘what’ questions, not ‘why’ questions. The external auditor cannot answer questions about policies, finances, procedures or anything else unless it is directly relevant to an item in the accounting records. Remember that your questions must always be about facts, not opinions. To avoid misunderstanding, we recommend that you always put your questions in writing.

The right to make objections at audit

You have inspected the accounting records and asked your questions of the smaller authority. Now you may wish to object to the accounts on the basis that an item in them is in your view unlawful or there are matters of wider concern arising from the smaller authority’s finances. A local government elector can ask the external auditor to apply to the High Court for a declaration that an item of account is unlawful, or to issue a report on matters which are in the public interest. You must tell the external auditor which specific item in the accounts you object to and why you think the item is unlawful, or why you think that a public interest report should be made about it. You must provide the external auditor with the evidence you have to support your objection. Disagreeing with income or spending does not make it unlawful. To object to the accounts you must write to the external auditor stating you want to make an objection, including the information and evidence below and you must send a copy to the smaller authority. The notice must include:

  • confirmation that you are an elector in the smaller authority’s area;
  • why you are objecting to the accounts and the facts on which you rely;
  • details of any item in the accounts that you think is unlawful; and
  • details of any matter about whichyou think the external auditor should make a public interest report.

Other than it must be in writing, there is no set format for objecting. You can only ask the external auditor to act within the powers available under the Local Audit and Accountability Act 2014.

A final word

You may not use this ‘right to object’ to make a personal complaint or claim against your smaller authority.  You should take such complaints to your local Citizens’ Advice Bureau, local Law Centre or to your solicitor. Smaller authorities, and so local taxpayers, meet the costs of dealing with questions and objections.  In deciding whether to take your objection forward, one of a series of factors the auditor must take into account is the cost that will be involved, they will only continue with the objection if it is in the public interest to do so. They may also decide not to consider an objection if they think that it is frivolous or vexatious, or if it repeats an objection already considered. If you appeal to the courts against an auditor’s decision not to apply to the courts for a declaration that an item of account is unlawful, you will have to pay for the action yourself.

Minutes of the Parish Council meeting held on Tuesday 18th March 2025

Present:  Councillors Maciag, Moody, Hargrave, Bolton and Hodson, District Councillor Alban and the Clerk.

0177.24 Cllr Maciag, as Chairman, welcomed those present to the meeting.

0180.24 One member of the Public was in attendance to enquire if there had been any     response to the broadband correspondence – Clerk advised that nothing has been heard to date.

                District Councillor Alban:

              He advised that an extraordinary meeting is to be held to discuss re-organisation of Councils.  No decisions have yet been made, lots of ideas are being discussed.  This will not affect the County Council elections in May.

              He has spoken to Councillor Shacklock of North Northants Council and no decision has been made regarding the A D unit application.

              The Saturday freighter service for green waste is not viable and, as the take up by householders of the paid collection has been much higher than anticipated, another option is being considered.

              Parking on double yellow lines will become a civil parking enforcement at the beginning of April.

              He encouraged us to watch/attend the Town and Council Forum events to keep updated of current activities and discussions.

              The District wide Parish Council meeting will take place after election date.

              Cllr Hargrave:

              The jitty between Main Street and Gaines Lane has become overgrown, lots of debris, fallen branches – Clerk will report this on the Highways reporting webpage.

              Deadline for the village newsletter is 26th March – Clerk asked to add that there are still Parish Councillor vacancies.

              Village Hall – the Net Zero Villages grant was not successful, other grant opportunities will be followed up as and when available.

              The small hall will be decorated over Easter weekend.

              Pickleball sessions will start in the next couple of months.

              A new charging policy takes effect from 1st April 2025.

              Cllr Moody:

              Requested that purchase of a noticeboard be added to the next agenda.

  • Clerk’s working hours for February approved as a total of 24. 
  • Microsoft will no longer support Windows 10 after October 2025.  Cllr Bolton advised that it would still be possible to use Windows 10 after this date and there is unlikely to be any issues with laptop or using the Microsoft package. The current annual Microsoft package will automatically renew on 15th April via Clerk’s personal Paypal account.
  • The Defibrillator has been repaired as, due to a lack of power to the unit, it required repair and replacement parts.  The coordinator  is aware that funds will need to be raised to pay for future repairs/supplies.

0184.24  PLANNING applications and  matters:

              There were no planning applications as at 14th March

              School site – a notice has appeared on the school fence.  In effect the County Council are advising a change of use, to enable the site be sold as a residential development site as there is no known use for educational purposes.  Cllr Maciag suggested a response is written to the Secretary of State for Education asking that an access strip be retained to allow vehicular access to the former school house – at present there is no such access and, if this building cannot be sold/used as a dwelling, there is a danger that it will become derelict and we wish to preserve this visible heritage asset in the centre of the village conservation area. 

              An item will be included in the village newsletter to encourage those who were concerned about the school closure, and the site, to write a response.

              A copy of the notice will be forwarded to Milton Estates (Peterborough) and, once our response has been written, that too will be sent to Milton Estates.

0185.24  Recreation Ground –  grass cutting contract for 2025

Bradgate have provided a quote for the 2025/26 contract. At the last meeting I was given discretion of a 12% addition on top of last year’s price of £90 per cut, but the increase is 17.14% at £105.43.

Clerk advised that Bradgate had cut the grass today (18th March 2025), although no contract has been agreed.  She will advise Bradgate that they have the contract for this year.

            Clerk has been approached by Alconbury Flood Group who are carrying out works on Alconbury Brook, who have offered a speaker – Cllrs did not feel this affected our Parish.

            Clerk suggested asking Connecting Cambridgeshire to attend, and this met with approval – Clerk will invite their representative to attend.

h) Abigail Benson, agent for Milton Estates regarding Little Gidding public footpath signs  – and a request from a walker about those footpaths too – this has now been resolved.

i) Defibrilator, water ingress and mouldy due to lack of power supply – spare parts ordered and will be fitted/have been fitted – see payment above.

0167.24 One member of the public was present (CB) to enquire about an update on the broadband provision for the village, which he presented to the January meeting. Cllr Moody had carried out very comprehensive research and presented copies of her findings to those present and explained the content.  It was confirmed that we have superfast broadband in the village, if the “service” is to be improved, the following options will be followed:

              a) Parish Council to contact Gigaclear for an up to date position regarding supply to our village, and clarify if any surrounding villages are being considered, and request a statement for our village newsletter.  Also to write to the head of Connecting Cambridgeshire, also requesting a statement for the newsletter.

              b) via the village newsletter, provide contact details and request villagers to register with Project Gigabit/Gigaclear/City Fibre (all have an involvement with this project), to show there is a need.

              c) Parish Council and villagers to write to Sam Carling, MP for our area, asking for support with this request.

              Parishioner thanked the Parish Council and left the meeting.

Cllr Hodson requested that a note of thanks be sent to Milton Estates, following clearance of debris from the ditch alongside Chapel End, it would appear to have alleviated the problem.

Cllr Hargrave regarding Village Hall:

Fees are to be increased and simplified (re. electricity)

Vibrant Communities grant of £772.60 has been received, this in respect of recent coffee mornings and photographic competition and forthcoming wine tasting event.

Net Zero Villages grant has been applied for and are now obtaining quotes for insulation of the roof etc (deadline 28th February).

Future events are Wine Tasting (Village Hall committee to organise) and Treasures in the Attic and Open Studios (organised by others).

Cllr Maciag advised that he is working on maps to accompany the Neighbourhood Plan and it is hoped that this can be resubmitted to HuntsDC at the end of March.

Clerk: 

  1. the village website has been amended, Parish Council is now a standalone drop

     down list

  • Clerk attended the online Hunts DC meeting regarding changes to planning policy.  A link to the meeting and slides has been sent to Parish Councillors.
  • As requested by Cllr Maciag, an email has been sent to County Cllr Gardener regarding the school site.  Clerk was requested to remind him for a response.

a)           Clerk will seek quotes for grass cutting contract for 2025.

              Perimeter hedge behind swings has been cut back by hand –by Cllr Hodson, the Clerk and M Trolove.

a) dog fouling around village, both on footpath and grass verges was highlighted on village newsletter (February 2025) and it is hoped has been noted by dog owners.

b) list of outstanding jobs (Clerk) – no change

c) LED street lamp replacement – Gidding Main Street is scheduled for May 2025           

d) 3 quotes for tree work at Pound, Recreation Field and Village Pond shared with Parish Councillors prior to meeting.  After discussion, it was agreed that the 3 dead elms should be removed from the Pound, together with any branches that are encroaching on overhead cables (but not those originating from surrounding land) but, if the use of traffic lights was still required, then contractor must confirm price.  All other proposed works will be postponed.

DECISION – to appoint ……………… as contractor for this project. NO DECISION as work required revised and requires further discussion with contractors.

e) Road surface gritting treatment – Main Street is top of the list for 2025.

j) CARESCO – letter requesting funding/donation.  After some discussion, it was agreed to bring this to the next meeting.  Clerk will note in Minutes when a donation has been made to Charity – to date in 2024/25 donations have been made to Village Hall for the purchase of pickleball equipment and Gidding Charity towards the grass cutter.

0153.24 1 member of the public was in attendance regarding his communications with Gigaclear (see 161.24(i)).  He is unhappy with the internet signal to his home and requested the Parish Council to insist that CambsCC implement their programme for the village, as defined in Connecting Cambridgeshire.  Cllr Moody will research the subject and report back at the February meeting.  Resident left the meeting.

            It is likely that the current structure of local government will be replaced.  Cambridgeshire will include Peterborough area, but there is the possibility of 2 unitary authorities.  Further details to follow, with a decision to be taken in Autumn 2025.

            Highways Dept are revising their online reporting page and follow up systems.

            Applications for 20MPH LHI bids are being accepted between 27th January and 25th March.

            TING community bus is now known as TIGER, operating Monday to Friday between 6.30AM and 7.00PM – bookings can be made on 01480 595440.

            Consultation is ongoing regarding remote access to meetings.

            Cambs County Council portion of Council Tax will increase by 4.99%

            Fire authority will increase their Council Tax apportionment by £4.95.

            Kimbolton Fire station – the whole service is still being considered but more people have volunteered for the role of fire fighter.

            He will be asking questions of CambsCC regarding the new school at Sawtry as, it was assured that when Great Gidding School closed in July 2023, the displaced children could transfer to this new school – building has not yet commenced.

            Cllr Gardener left the meeting to attend another Parish Council meeting.

            Cllr Hodson:

            A working day, and ongoing works, in Jubilee Wood has resulted in groundcover being cut back extensively.

            Parishioners will be asked, via village social media, for donations of money to make up the shortfall in funding for the replacement grass cutter and for donations of time and work to keep areas of the Wood tidy.

Cllr Hargrave:

Village Hall are holding a coffee morning (25th January) to complete the Photographic Competition (70+ entries).

Small Hall will be decorated on weekend of 1st-2nd February (postponed).

Application for grant to improve insulation in the Main Hall is to be submitted to Cambs Net Zero project.

Also considering submission of a Vibrant Village Hall grant.

A newsletter requires content, for publication in early February.

Dog fouling is increasing around the Parish – how can this be improved/resolved.

Cllr Maciag:

Compilation of the Neighbourhood Plan design guide is progressing.

Mr Nott of Milton Estates (Peterborough) has advised that no progress is being made in respect of the school house site, due to lack of engagement from CambsCC (the previous contact no longer employed) and only a consultant who has no authority to discuss/decide matters.  He has requested Parish Council to try to move this forward.  After discussion, it was agreed to request Cllr Gardener to intervene, obtain contact details and an update.  If this fails, a formal complaint will be raised with CambsCC as this site is perceived as deteriorating and vulnerable.

0137.24 Cllr Maciag, as Chairman, welcomed those present to the meeting.

            District Councillor Alban:

The district-wide Parish Council meeting was attended by the Operations Team – it would appear that few Councils have taken up the offer of 10 “communal” green bins and the use of the Saturday freighters is to be assessed

He had advised full Council of the District Council that the Local Plan portal was difficult to use and therefore many may not have submitted comments.  The Call for Sites exercise continues until mid 2025.

Following the recent Government announcement proposing changes to the set up of Councils, there are likely to be changes ahead which may affect local elections in 2025.

Cllr Moody had carried out considerable research of the Autospeed watch device and recommended that this was not installed in our village at this time (see https://bringtonmolesworth-pc.gov.uk for further details)

Cllr Moody also requested an amendment to the village website, to make Parish Council pages easier to find.  Clerk will discuss with website designers.

Cllr Hargrave gave an update of Village Hall matters:

The Quiz night was successful, a spreadsheet of income and expenditure was provided.

Photo competition is planned for January 2025.  Picture rails or similar are to be installed for this event, and for future use.

All Cllrs supported the application for “greening” the village hall, the possibility of replacing the roof, thereby enabling further insulation to be installed was discussed – Cllrs Hargrave and Maciag to complete the expression of interest form – deadline 26th January.

Clerk – closure of Main Street on 2nd December did not happen, no future date has been received for works to be carried out.

We have received the go-ahead to co-opt persons to Parish Councillor roles.

  1. Planning application amendment requested to existing approval in respect of 65-67 Main Street (extension of time for response granted) – Councillors had no comments to make regarding the amendments.
  2. CIL notice and payment in respect of approval of 65-67 Main Street.  Clerk will make enquiries about the process to claim this and when is it is due to Parish Council.

0145.24 Recreation Field – note that the Planning permission for MUGA will expire in 26 May 2025.        Due to the costs involved, it was agreed that this project should lapse

              Hedge behind swing frames and alongside cycle track will need cutting by hand – a working party will be arranged for early in 2025 but this will be weather dependent.

0146.24 Village Maintenance – the Clerk had compiled list of outstanding jobs.  It is hoped to find a company to carry out most of these tasks, one or two may require specialist trades.

              Chapel End dyke – Milton Estates had visited and cleared a small section.  Water was still being held back by debris and it was felt that clearance using a digger and back to the junction with the culvert from Gaines Lane is required to be successful.

              Quote for tree work at Pound and Village Pond forwarded to Councillors prior to the meeting.  Due to the cost of the quote, further contractors will be asked to submit their figures.  Also,  concerns were expressed that the quote was not reflective of work that needs doing, may include Milton Estates owned trees, should include the scrubby area opposite the Parish Pond (CambsCC Highways owned verge).  Cllr Maciag will liaise with Clerk to move this forward.

092.24  PLANNING applications and  matters:

            No new applications, as at 13th September 2024 – Clerk advised there was an application for tree works (7 trees) at Manor Barn, but Parish Council have not been asked to comment.

            School site (at the request of Cllr Maciag) – Cllr Maciag had met with Mr Nott, agent for Milton Estates, CambsCC would appear to have done nothing on site and the portacabins are still in place (partially on Milton property).  It was agreed that development of the site is preferable to a derelict site.

            Baptist Chapel graveyard and provision of a memorial garden – a last minute notification had been received from Church Growth Trust Ltd regarding setting up a memorial garden into which the majority of the headstones will be moved, with terms for access to this area.  Work has already started.  Residents have contacted Church Growth Trust with their concerns.  One resident contacted the Parish Council regarding large ash trees on the boundary and Clerk recommended resident to contact Hunts DC Tree Officer due to the short time frame.

093.24 Recreation Field (and other sites in the Parish ) tree surgeon had met with Cllr Maciag, his quote is awaited. 

Clerk has reminded the contractor that the hedge needs cutting back.

094.24 Village Maintenance – responses to location of additional village noticeboards:

Cllr Bolton advised via email that the shop owners are willing to have a noticeboard sited in their front garden, or make use of the shop window. 

Gidding Den, tenants of the adjacent field, would consider a noticeboard being added to the fence.  No decision made.

095.24 Allotments – rent renewals had been sent out, some already paid. 

HuntsDC had been in contact that morning regarding a delivery of soil improver, Clerk has made arrangements and informed both residents and allotment holders via various methods.

096.24 Request for Section 137 funding in respect of grass cutter – Cllr Hodson had sent in a written request for funding a replacement machine to cut grass around Jubilee Wood. Discussion followed, further information to be gathered and a decision postponed until the October meeting.

097.24 Resident emailed a request for the Parish Council to install ANPR camera(s), as he had seen in Brington.  He and Cllr Moody wish to ensure that drivers travel through the village at 30MPH.  There followed discussion. Clerk had requested information from Brington and Molesworth’s Clerk, but nothing to date, also provided an update on speed camera readings, also figures from Brington ANPR camera use and further related information.  Clerk also advised that as we had been asked to notify an interest in applying for 2025/26 Local Highways Improvement bid, this would be the opportunity to get CambsCC Highways Dept involved and seek advice, guidance and funding of ANPR camera(s).   Cllr Moody offered to compile the bid for the LHI scheme.

098.24 Review of Financial Regulations – Clerk has completed the changes and will present at the October meeting for adoption.

078.24 Village Maintenance

a) Cllr D’Altillia proposed noticeboards to be installed at either end of the village – various locations were discussed, some discounted, and others will be investigated (JB and Clerk).

 Clerk requested:

  • a larger noticeboard for Parish/District/County Council information to be sited at Village Hall so that the newsletter could be included(and existing board to be relocated to Jubilee Wood for community use)
  • OR a second noticeboard, one for Council notifications, the other for village
  • Clerk – the noticeboard, sited on the approach to School and Church,  she has been advised it was not Church property.  If it was School property, it is no longer needed, therefore it was agreed not to replace this in the future.

b) Bench refurbishment takes place at end of August.  *Bench in Churchyard, purchased with Bertha Green’s bequest, is a Parish Council asset.  Clerk will now check to see if it is in good order.        

c)  model biodiversity policy from NALC, in association with DEFRA – Clerk had read through and, in the main, our Parish is compliant with requirements and suggestions.

d) Soil improver available from HuntsDC – it was agreed this offer should be taken up, tipped at the allotment site (vacant half plot).  This will be offered to the village through the monthly newsletter and then, after one month, the remainder will be available to allotment holders.

  •  AWA/WAVE work currently taking place a treatment plant for phosphorus filters to be updated (soaps and cleaning products).

Minutes of the Parish Council meeting held on Tuesday 16th July 2024

Present:  Councillors Maciag,  Hargrave, Bolton, Hodson, D’Altilia, County Councillor Gardener and the Clerk.

052.24 Councillor Maciag, as Chairman, welcomed those present to the meeting

056.24 Minutes of the meeting held on 18th June 2024 were confirmed as a correct record by         Councillors Bolton and D’Altilia

  • The Clerk had emailed CambsCC representative regarding the Parish Council response, sent in April, regarding the School playground, and in turn it was acknowledged that the response had been received and the Parish Council do not wish to accept the terms of the County Council proposal for that site.  County Cllr Gardener offered to contact the County Council departments to find out what is proposed for the site

                        The Clerk contacted North Northants Council for an update regarding the Anaerobic Digester proposal and was advised that an extension of time has been given in respect of this application.

  • Cllr Hargrave gave an update on the Village Hall and the meeting of the Committee on 15th July:

            It was agreed that Village Hall matters can be included as part of the Parish Council agenda.

            It was agreed that £2000 could be spent before Trustees need to be consulted – proposed by Cllrs Hodson and seconded by Cllr Maciag.

            The committee are considering applying for an alcohol licence.

            The committee are considering applying for Huntingdonshire DC Food Hygiene rating scheme for the Village Hall kitchen.

            A request was made to increase the Village Hall rent to £800 (it has been £550 for some years, which was an amount set to cover the insurance premium).  Approval was proposed by Cllr Maciag and seconded by Cllr D’Altilia.

            The first event will be a McMillan Coffee Morning on 28th September.

  • Cllr Maciag advised that work on the Neighbourhood Plan is ongoing.
  • County Councillor Gardener advised that he is now on the Highways Committee, Environment committee, Communities committee and Fire Authority panel.

060.24 Recreation Field – Clerk had shared the risk assessment she carried out in June, there were no questions or comments.

            She was asked to share the rota for risk assessments again.

            Cllr Bolton, preferred a spreadsheet format and will devise one and share with Councillors.

061.24 Newsletter Feedback from July issue – one response of thanks via website, also an email to offer to deliver items around the village.  Items for the August newsletter should be sent to Cllr D’Altillia or the Parish Office.

062.24 Village Maintenance – Cllr Maciag will accompany the tree surgeon to assess the works required.

            The Clerk had failed to find a comparative quote for refurbishment of the benches and so the only contractor will be asked to carry out the work.

063.24 Allotments – Cllr Hodson and Clerk will devise and carry out risk assessments for this site.

064.24 Review of Standing Orders – document shared prior to meeting, no changes were felt to be necessary.

065.24 Review of Financial Regulations – deferred to next meeting.  Clerk believes there are some changes to these but requires access to the NALC website and has contacted CAPALC, who provide the passwords to access documents.

045.24 Recreation Field – Wicksteed will carry out inspection within 16 weeks.

            Green Flag accreditation for community spaces – Power Point slides available – not discussed.

            The internal auditor had highlighted the need to complete regular risk inspections (preferably monthly, but at least quarterly).  Survey forms will be sent to Councillors

046.24 Communication with parishioners.  Cllr D’Altillia suggested a monthly newsletter, shared via the community WhatsApp page (currently viewed by approx 70 persons).  This can then be added to the village website (also circa 70 regular viewers), and on the noticeboard at the Village Hall).  Cllr D’Altillia offered to compile the newsletter/WhatsApp post and this was accepted by all.

047.24 Village Maintenance – Clerk has been in correspondence with  tree surgeons  in respect of the Pound, the Parish Pond on Winwick Road and the around the entrance to the Recreation Field – they have requested an accompanied visit to these sites to assess what is required.  Cllr Maciag will meet with them.

            Cllrs Hargrave and Moody expressed concern at the vegetation growing over the Main Street footpath.  Clerk to research who is responsible, especially around the school site, and contact Cambs County Council via the online report webpage.

048.24 Allotments – DEFRA poultry register changes with effect from 1st October 2024 – Clerk will revise the content of the allotment holder’s tenancy agreement for approval at the June meeting.
