County Councillor Gardener, District Councillor Alban and Cllr Nankivel joined the meeting later.

  Cllr Bolton had enquired of HuntsDC if all households would receive a food waste bin in       April and this was confirmed.

He had reported flooding due to blocked drain at bottom of Gains Lane to Highways Dept.

Cllr Hargrave – the recent Christmas Fair made a profit of £207 and the Sawtry Chorale concert had been very well attended.

A training session for the use of the defibrillator and CPR had recently been held.

Cllr Downer has reported the pothole outside 38 Main Street to Highways Dept.

District Cllr Alban joined – he advised that HuntsDC had chosen Option E for the Local Govt Reorganisation, this being based on potential for population growth in the county over the next few years and the strategic site at RAF Wyton.  
District Council elections will still take place in May 2026

Local Plan – whilst there were no proposed sites in Great Gidding, there were several sites in Sawtry proposed.  Final date for responses is 17th December.

Cllr Alban left the meeting.

County Cllr Gardener joined and will obtain a definitive answer from Highways Dept regarding the steps that are to be taken with regard to the change in road layout for the AD Unit.  He did advise that CambsCC Planning will next meet on Weds. 11 February (but the agenda is not yet available, therefore this application may not be included).

CambsCC Business Plan is open for consultation and Parish Councils are able to submit comments.

He gave an update on the replacement Highways online reporting service and Cllr Downer requested him to enquire of the Footpath Officer when action may be taken regarding Footpath No 6, particularly the gate to Chapel End.

LHI bids close on 16 January and 20MPH scheme for Little Gidding is still on the list for consideration.

CambsCC are encouraging residents to sign up for Pension Credit

Cllr Maciag  informed Cllr Gardener that Milton Estates have taken action, resulting in CambsCC removing the portion of the school building that encroached on Milton Estates land.  The debris was removed to the rear playground and remains there with asbestos present in that debris.  Cllr Maciag requested Cllr Gardener to contact those departments at CambsCC and request removal of the debris (Head of Education, Head of Environmental Health, Mark Freer of Education Dept).

Cllr Gardener left the meeting.

Cllr Nankivel joined the meeting.

0103.25 Research findings regarding change to a GOV.UK website had been shared by Cllr Nankivel prior to the meeting.  Parish Councils must comply before the 2026 AGAR is due.  This will be a dedicated Parish Council only website and discussion followed regarding the current village website support that the Parish Council provides.

              DECISION to adopt a GOV.UK website with dedicated email addresses for Clerk and Councillors.   Proposed by Cllr Hodson and seconded by Cllr Maciag

              Clerk will obtain comparative quotes from providers.

              An IT policy must be devised for the Parish Council

              The cost involved in setting up the required website and ongoing support necessitates an increase to the Precept for 2026/27

              Cllr Downer proposed the purchase of a laptop to accommodate the upgrade to Windows 11

              DECISION to purchase a laptop.  Proposed by Cllr Downer and seconded by Cllr Bolton

              Telephone and Broadband provision to the Parish Office – due to issues with the Vodaphone contract, the Clerk will set up a 36 month contract with BT Business Broadband w.e.f. 9th January 2026.  Replacement router to enable connection.

Well the sun shone………lots – and the rainfall was sparse.

The weather and its impact on the newly planted wood is without doubt the key topic. Analysis of Met Office sunshine hours for our region suggests “a lot ” and “way above average” as two simple measures! With sunshine you get good photosynthesis and that leads to stronger growth but you need moisture in the soil and that’s where things began to look awkward. The year started well with about average rainfall for January and February even a bit of flooding down by the Alconbury brook but nowhere near as bad as the previous year. And then March began sunshine, sunshine, sunshine. Incredible, relentless sunny days, not particularly warm as March can be prone to a stiff easterly. The rainfall outcome totalled just 2mm (average 32mm) This set the trend for the rest of the year with nearly every month apart from June, November and December recording half or less than for the long term average.

That could have been disastrous for young trees with very little root growth but I think planting a year before got the trees up and running and quite honestly looking down the tree rows in late October just before the onset of leaf fall things looked excellent. Green leaf all the way.

The KW is slowly becoming more than just a field of trees, it’s the whole environmental package that is developing as the trees grow. We have a diligent group of bird watchers who are monitoring the bird life not just in the KW but all around. We have observers noting insect and mammal populations. We’re also getting involved with the Alconbury Brook Flood Group, they kindly through their funding partners paid for the KW pond to be excavated bringing wildlife and environmental benefit along with a small measure of flood mitigation. There is also a much bigger resource to be gained from working with ABFG – soil science and the role of growing trees in flood catchments. Early days but it is of great interest.

The Coffee Ark paid their annual visit in May and another fine day ensued. Coffee Ark has already booked for 2026 and they will be bringing “Daisy the Defender” to the KW on Saturday 16th May from 9.30 am.

The pond was dug in late May and it was an arduous wait to see if it held water. Helped somewhat by the 76mm from the 14th November rain event helped top it up. Early days and a year or two before we know where the average water level will be.

Something that hadn’t crossed my mind in the planning stages of getting the wood up and running was scything, Grass and weed control was going to be machinery led with an element of powered strimming but somehow I acquired a scythe and the next thing I’ve ditched the strimmer and become a great advocate of scything, so much so Cambridgeshire Scything group ended up with two visits to the KW and we are looking to repeat this in 2026 so if you’re remotely interested, pay attention to some future dates. (the flail and rotary mower still have a useful part to play in the ground maintenance of the KW)

Other worthy mentions, it was a fabulous year for grasshoppers. I have never seen so many along with crickets and other round insects It was also a good recovery year for butterflies, swarms of meadow browns and several species that we should expect to see in our location, were observed. One curiosity was the Wasp spider, a fearsome looking beast to observe but harmless. This species is spreading north and west from the south coast. The wild flower strip, this was sown as a bit of a side project that actually excelled itself this year mostly because the perennial and bi-biennial flowers in the mix came good which then brought in copious insects and butterflies. Win win as they say!

Only one negative really and that was the theft of the gates, 2 x 8′ gates and a 4′ side gate. Sadly I had expected this and my only surprise was that they survived as long as they did. However we move on, I made another side gate and plundered my wood store for some heavy timbers to make a robust fence.

Looking forward to 2026 we will continue the once a month “Walkabouts” last Sunday of the month from 2pm. The Coffee Ark as mentioned earlier will visit in May. There will be one or maybe two scythe events (date TBC). The continued link with ABFG should be of interest and the goodies that brings.

The focus of KW improvements, will be around the pond and the spoil heap. Rather than let it naturalise with more weedy plants that we already have. I will try and plant some lesser seen wild flowers but still appropriate to the soil type and area. Maybe some woad, cloth dyers take note!

We shall keep planting trees as there’s plenty of room. Look out for the plant labels and guess the theme

NOTICE is given that Cambridgeshire County Council intends to make an Order
pursuant to the Road Traffic Regulation Act 1984, as amended by the Road Traffic
(Temporary Restrictions) Act 1991, the effect of which is to stop any vehicle from
proceeding along Winwick Road, Great Gidding as lies between Back Lane and
Gidding Grove.

Access will be maintained to properties affected by this order.
The alternative route for vehicles is via B660; B1043; A1M; A605; B662; B660 and
vice versa.
The proposed Order is necessary to facilitate carriageway repairs, sign repairs and
associated works which are being carried out on or near this highway and it will
come into operation on 1 January 2026 and continue until these works have finished
or on the 30 June 2027 whichever is the earlier.
It is anticipated that these works will be carried out between 1 January 2026
and 2 February 2026.

The Order shall not apply to any persons lawfully engaged in connection with any
works for which it is made, any member of the Police Force, Fire and Rescue
Service, Ambulance Service, a vehicle being used by Special Forces during the
execution of their duties or to any person acting with the permission or upon the
direction of a Police Officer in uniform.

Cllr Downer – advised that the Clerk had failed to upload the Agenda and Minutes to the village website in accordance with CAPALC recommendation to publish minutes within 14 days of a meeting and agendas 7 days prior to a meeting  – Clerk acknowledged her failure.

              Cllr Hargrave – the recent village quiz night was attended by 71, with a waiting list.  The event made a profit for the Village Hall funds.  Cllrs thanked the Village Hall committee.

              Articles for the village newsletter should be submitted by 27th November.

  • Clerk’s working hours for October, a total of 41 hours, were approved
  • Review of finance and budget to date, with a view to setting 2026/27 precept.  Cllr Hodson explained the precept (£11,837 for 2025/26) and recommended an increase to cover revisions to the website, purchase of a laptop, National Insurance contributions and other costs that are likely to rise, at least, in line with inflation.  After some discussion the sum of £12,500 was agreed – proposed by Cllrs Bolton and Maciag
  • VAT refund, to end of October, will be calculated and applied for.

0087.25  PLANNING applications and  matters:

              a) we are not aware of the date for planning meeting at which the Hemington Lodge Road application will be discussed.  Note of thanks to Parish Council from resident, also more on website.

              b) Great Gidding School site – Cllr Maciag advised that Milton Estates had requested CambsCC remove the buildings from their property – CambsCC have demolished parts of the buildings that were encroaching on Milton Estates land, but not removed the whole structures or the resulting debris from the demolition.  A letter will be sent to CambsCC, with copies to County Councillor, local MP and Conservation Officer requesting removal of the debris.

              c) Local Plan Engagement sessions (nearest is Sawtry on 3 December) – see posters on noticeboard.  Cllr Maciag attended the recent District Parish Council meeting with Clara Kerr, Head of Planning, in attendance. Throughout Cambs, 360 sites have been designated.  There is an ongoing call for additional sites.  33000 homes are required in the County in the next 25 years.

              d) Laurel Farm – crown reduction of ash tree (Parish Council not asked for a response).

***        Cllr Downer requested an update on the Baptist Chapel – Clerk confirmed no further correspondence, no planning application submitted.  Cllr Hodson requested a further letter be sent to the Conservation and Environment Officer regarding removal of the wall and gateway.

0088.25 Local Government Reorganisation – Hunts DC require response to their proposal to become a unitary authority, they are meeting Wednesday 19th November to decide, deadline Friday 21st November.  All information from Hunts DC had been distributed to Cllrs prior to the meeting – it had been hoped that Cllr Alban would attend the meeting to address any questions.

0089.25 Information Technology – at their Councillor training session, Cllrs Downer and Nankivell were encouraged to sign up this Council for a gov.uk website, with dedicated secure email addresses.  Cllr Bolton will research the options. Clerk will apply for competitive quotes for set-up, hosting and maintaining the site. 

   Cllr Nankivell also recommended an upgrade of the laptop to accommodate Windows 11.  Cllr Bolton will research options.

   Cllr Bolton recommended an external hard drive be used for future back ups.

0090.25 Village Maintenance – 

  1. Recreation Field – Cllr Nankivell confirmed that the softball team did not need the whole of the space, therefore Cllr Hodson suggested that the lower one-third of the Field is no longer cut, leaving grass to grow, and cut when essential.

Cllr Hargrave reminded that options for a car parking area inside the gate were to be explored.  Research regarding the area/requirements/costs will be carried out and reported at the December meeting.

Clerk advised that there had been 2 separate enquiries about use of the field for football.

  • Anglian Water pumping station on Winwick Road – there had been recent activity with tankers constantly visiting the site (there was an incident last year when sewage leached onto the Recreation Field).  Correspondence with Anglian Water assures no current problems with this site.

***      Cllr Downer requested an update regarding Footpath No 6 – Clerk confirmed there had been no response to a recent request for an update.  Cllr Downer asked that County Cllr Gardener, when he next attends a meeting, be asked to intervene.

2026 – Celebrating the 800th anniversary of St Michael’s Church

2026 – Celebrating the 800th anniversary of St Michael's Church

St Michael’s Church has been at the heart of our community for nearly 800 years. Next year 2026, we celebrate the 800th anniversary of the church.

2026 events

To mark the occasion, a number of events are being planned between May and September. These include two concerts of differing musical styles, and exhibitions/displays related to the community.

Special service

There will also be a Thanksgiving Service for which music is being especially commissioned.
