968.12 Rural Broadband – Get Cambridgeshire connected update – 53 had signed up from Great Gidding and 1 from Little Gidding – residents are still being urged to join in the campaign

969.12 Fields in Trust – QE2 dedication of Great Gidding Recreation Ground – paperwork was proceeding and it was hoped to receive the commemorative plaque soon

970.12 BT account review – the clerk had amended the BT contract to make a saving on the broadband payments from £19.30 down to £12 per month.   It was also agreed to pay the line rental in advance to make another saving over the year.

971.12 Recording Wildlife near you project – this will be advertised on the noticeboards for any volunteers to take up

972.12 Mobile Post Office – reliability of visits not discussed – agenda item for next month

973.12 History Group – hire of hall for meetings.   It was agreed to use the S137 already allocated to the History Group for the hire of the hall up to the sum of £100

Rights of Way – Cllr Giddens – nothing to report

Tree warden & Jubilee wood – Cllr Trolove had applied to participate in the Parish Planting Scheme 2012 run by the District Council

Highways & Police – It was
noted that the road surface was being damaged by the development at the Sewage Works – clerk to inform the County Council.   Cllr James agreed to contact the County Council to hasten the clearance of leaves and branches along the Jittty

Finance & Charities (Precept planning November) Cllr Hodson suggested that some of the S137 not allocated this year could be used to top up the gravel at the hall car park. Village Hall committee to obtain price for discussion at next meeting

Village Hall & Recreation Ground – Cllr Howden reported that the hall was receiving bookings and the next stage of improvements would be the replacement of some external doors.   Recreation Ground had received a safety check and all was in order for the winter – tap needed lagging.

Allotments – Cllr Howden reported that allotment holders were tidying up for the winter.   It was agreed to leave the one spare plot to receive more manure and allow bonfires. Cllr Alexander had turned off the water in preparation to repair the leak.

School Liaison – Julie Byard updated the Council on the increase in numbers at the school from 43 last year to 61 this year enabling the return to three classes..   They had received another excellent Ofsted and there had been some change in staff.   Parents were being encouraged to lift share and 2 staff had now made arrangements to park in residents drives to help alleviate the parking outside the school.   Cllr James suggested the school contact the Safer Schools scheme for possible improvement in signage.   The school asked for the Parish Councils support by writing to Sir Phillip Naylor Leyland who has agreed to repair the Bell Tower if the community are behind the work.   It was agreed that the clerk write a letter in support of this.   Cllr Giddens offered to help steward the parking when the school hosted an event and to help in the classroom/assembly.

951.12 New Standards Regime and Code of Conduct – adoption of the code.   Under the Localism Act 2011 it was agreed to adopt the Huntingdonshire District Council new Standards Regime  and Code of Conduct ( taking out reference to ward and cabinet members and amending para 4.2.4 in accordance with Section 33)

952.12 Register of Members’ Interests (Disclosable Pecuniary Interests).   A copy of a letter received by Shailesh Vara MP from Bob Neill MP Parliamentary Under Secretary of State explained the requirement to complete this register.   The Parish Council agreed to accept this and members to complete forms and return to the clerk for forwarding to the District Council

953.12 Public Telephone Box – removal of Phone Box due to accident and inactivity – public notice displayed and any comments to be forwarded to HDC by 1st October

956.12 Road safety figures – Lutton road crossroads.   Cllr James had obtained more details on RTCs in this location but it still only produced a possible four incidents.   It was agreed that this would not be enough to warrant requesting the Highways department improving the signage.

958.12 Society of Local Council Clerks (SLCC) – membership renewal.   It was agreed to pay the membership fee for the clerk.   Local Training sessions are attended and prove very useful which is of benefit to the smooth running of the council

Rights of Way – Cllr Giddens reported that a second cut of the footpath had now taken place

Tree warden & Jubilee wood – Cllr Tolove reported that he had cut the paths in the wood and requested permission to cut back the boundary hedge – this was agreed.  It was noted that Mrs Jarvis would be carrying out a survey of the wood under the OPAL scheme

Highways & Police – the road sweeper had been through the village on 17th September.   The Jitty and pavements are still in need of clearing.

Finance & Charities – no report

Village Hall & Recreation Ground – the grass cutter had difficulty in gaining access to the field (key did not fit padlock) Julie Trolove asked to investigate

Allotments – Cllr Trolove offered some new pipe to help fix the leak – Cllr Alexander agreed to fit replacement lock and chain to the gate.

School Liaison – Cllr Alexander reported that the new term had started but there had not been any news received.

The big clean out

Townsend Pond or the Horse Pond as it is known in the village had reached crisis point. Almost completely silted up and giving off a foul smell when the water was low, it was becoming a bit of an environmental hazard. Long gone are the days when you could just get a gang organised and clear it out. Forms have to be filled in,notifications given and other ponderous red tape hurdles jumped.

Pond cleaning comes way down the list on priorities for any level of local government or agency so step in the Bedfordshire , Cambridgeshire, Northamptonshire  Wild life Trust along with some determined  Parish councillor activity and you get a result courtesy of a Lottery Environmental Grant for £10,000.  Certain criteria had to be met and managed but the result is a clean deep pond with a vibrant wildlife habitat and a viewing platform for serious pond dippers.

The work was carried out by Lattenbury Services who did a first class job.

 

A couple of thing of particular note were the benign weather conditions in January 2011 when the project started. No rain, the pond already low because of previous dry weather and the sunny days whilst the work was undertaken.

The second point was the remarkable cobble base that had been laid in previous times. When it was done, nobody’s quite sure but it was a sturdy piece of work and the lads carrying out the work this time were careful not to break this surface.

Another fact about Townsend Pond is that it used to stretch right to the road edge with a modest single rail wooden fence as the barrier. The pond was partially filled by using excavated soil when Great Gidding was put on to Mains Sewage in the late 1960’s.

Christingle service

Our annual Christingle Service takes place in St Michael’s Church on Saturday 15th December, starting at 4pm.

The Christingle story

Whilst the Christingle has its origin in the Moravian church, the idea of the three poor children who took their decorated orange to church as a Christmas gift for Jesus has been adopted by churches worldwide.

The three children, who were very poor, wanted to give a gift to Jesus, like the other families at church were doing. The only nice thing they had was an orange, so they decided to give him that. The top was going slightly green, so the eldest cut it out, and put a candle in the hole. They thought it still looked dull, so the youngest girl took her best red ribbon from her hair and attached it round the middle with toothpicks. The middle child had the idea to put a few pieces of dried fruit on the ends of the sticks. They took it to their church on Christmas Day, and whereas the other children sneered at their meagre gift, the priest took their gift and showed it as an example of the true understanding of the meaning of Christmas.

Ash trees are under serious threat from a fungal disease that has spread to the UK from Continental Europe.

Chalara  Fraxinea or Ash Die-back Disease has been noted in East Anglia and Scotland. If the disease takes hold  as expert’s predict it will then it will be particularly devastating  for our area as every third tree is an Ash.

It is important however to identify the disease accurately as many Ash trees are suffering the effect of last years drought and signs of dead branches can sometimes be attributed to natural die back or age.

Advent Carol Service – Sunday 9th December

We are delighted to welcome the return of the choir “Tapestry” for our Advent carol service, which provides a prelude to the coming festival of Christmas. Besides carols sung by the choir, there will be an opportunity to sing the great Advent hymns.

At the start of the service, another candle will be lit on the Advent Wreath. The Advent wreath is a Christian tradition that symbolizes the passage of the four weeks of the season of Advent. The wreath is a horizontal evergreen wreath with four candles (three purple and one pink) and a fifth, white candle in the centre. Beginning with the First Sunday of Advent, a candle is lit. An additional candle is lit during each subsequent week until, by the last Sunday before Christmas, all four candles are lit. The fifth white candle in the centre will be lit at the Midnight Communion on Christmas Eve in St Michael’s Church.

Our Advent Carol Service takes place on Sunday 9th December starting at 6pm.

Steeple Gidding Church was closed in the early 1970s, but remains a consecrated building, in the care of the Churches Conservation Trust.

In recent years, two services annually have been held in the church. The service of Holy Communion on Sunday 2nd December is being held to celebrate the Feast of St Andrew, the apostle to whom the church is dedicated. The service starts at 11am.

There will be no service at St Michael’s Church, Great Gidding that Sunday.

Rainfall problems around the village

 

The weather in 2012 will probably be recorded  as a record rainfall year and low sunshine levels. In reality since the last week of March its been nothing short of  “bloody miserable”  Everyone has felt the impact, events have been cancelled, harvest’s  ruined, autumn seeding at a standstill and still the weather will not relent. November rainfall has been heavy, that in its self is not unusual, the problem has been rain on already saturated ground and this past seven days has been a good example

Two weather events in the 4th week of November caused local difficulties within the Parish but probably much greater problems further afield

The ground is at field capacity in terms of water, the ditches are flowing, the field drains are running hard. The local brooks are running well. On Wednesday the 21st,  25mm of rain fell quickly the resulting flash  floods in and around the Parish of Great Gidding are seen below.

On Saturday 24th  in the afternnon more rain set in and lasted well into Sunday morning and although steadier just added to the flooding problems around the Parish.

 

Most of the houses escaped any flooding issues, most damage was caused to farmland and growing crops althought the impact of this wont be seen until the spring.
