Minutes of the Parish Council meeting held on Tuesday 21st November.

Present:  Councillors Hodson, Bolton, D’Altelia, Maciag, Hargrave, Moody, County Councillor Gardener and the Clerk. 

115.23 Cllr Hodson, as Chairman, welcomed those present to the meeting.

116.23 Apologies were received from District Councillor Alban, who is attending another meeting

119.23 Minutes of the meeting held on 17th October 2023 were confirmed as a correct record by Cllr Hargrave.                      

120.23 There were no matters arising from those Minutes that will not be discussed as an agenda item.  Note – Cllr Bolton has attended his Councillor training

121.23 Reports from Councillors and Clerk:

            County Cllr Gardener had offered to liaise with Cambs County Council and North Northants Council in respect of the proposed Anaerobic Digester Unit.  His contact at CambsCC had advised they were only the consultee in respect of the proposed pipelines between unit and main gas pipeline that falls with Cambridgeshire (not the whole proposed area).  Various departments of CambsCC have submitted responses, but Highways Department have still to respond (these responses do not raise objections).  Hemington Luddington and Thurning (HLT) parish council had broadly supported the application but had suggested that improvements were required to Hemington Lodge Road.  There was discussion about the transport issues associated with the proposal, Cllr Maciag  highlighted that CambsCC would foot the bill for ensuing highways problems.

            Clerk suggested a 20MPH limit for Hemington Lodge Road – Cllr Gardener will discuss with Highways Department  to see what measures could be introduced.

            Clerk will send a copy of our Parish Council response to North Northants Councillor Shacklock and ask for his support, and will continue to liaise with HLT Clerk.

            Cambs Fire and Rescue are redistributing their stations, which includes Kimbolton, and may replace with a “roaming” fire engine (12 minutes is the recommended response time).

Karen Southwell is the new Highways Officer.  She will meet with Cllr Gardener every 6 weeks.

Dan Wicks is the Public Rights of Way officer.

The weeds policy is to be reviewed.

Street lighting is to be replaced in coming years with low carbon LED lighting.

LHI bids should be submitted by 5PM on Friday 12th January.  Clerk will check if the bid for a 20MPH limit for Little Gidding should be resubmitted or will be considered again (and await advice regarding Hemington Lodge Road).

The County Council’s portion of the Council Tax is likely to be increased.

Cllr Hargrave (and Cllr Hodson – see 127.23) had attended the recent Climate Conference at St Ives, hosted by CambsCC and suggested that  parishioners may wish to take up the offer of advice on heating, energy use, etc – this will be mentioned on the next Gidding News.

  • Clerk’s working hours for October were approved as a total of 44.

2023/24 Pay agreement has been approved by NALC, SLCC and ALCC – 3.88% increase, backdated to 1st April 2023.

  • PRS/PPL licence – Clerk has submitted queries about how to calculate the income but without response.  Through 2022/23 there were just 4 events where music may have been played, therefore the minimum payment of £64.50 will be paid – this was agreed by Councillors.

123.23 PLANNING applications and other planning matters:

  1. Revised planning application APPLICATION REF. 23/01474/FUL

Conversion of farm outbuildings to form two residential dwellings, demolition of cattle shed and erection of one residential dwelling and erection of double garage to serve No.41 Main Street  – Comments by 1st December 2023

Councillors advised it was not apparent what the amendments were in the recent application.  Clerk will consult with HuntsDC

  • School playground area  –Clerk submitted form and map to register site as an Asset of Community Value on 6th October  (8 weeks before decision received) – they enquired about buildings on part of site and response is awaited.
  • School House and site – discussion of collaboration with Milton Estates and future uses for  the site. This will be discussed at the December meeting.
  • Anaerobic Digester – Councillor Gardener’s email and offer to liaise with Hunts DC and North Northants Council – See 121.23 above.
  • Gigaclear – request for meeting to discuss internet, suggest works to start during 2024 (Clerk has emailed surrounding parishes enquiring if they are involved).  Clerk will invite the representatives to attend the December meeting, together with representatives from Winwick and Old Weston.
  • Clerk attended online session (30th October) by Development Management Team – and found it useful.  There will be further sessions in the future.  Parish Council can contact the North Huntingdonshire team leader, Amanda McSherry (covers the Giddings, Winwick and Hamerton) for advice on any planning matters.  There is a statutory requirement for householder and minor applications to be determined in 8 weeks, of which the Parish Council are given 21 days to consider – we can ask for additional time, suggest conditions, share local knowledge ie. traffic conditions, preferably stating approval or refusal.  Consider what is important to the Parish, the Neighbourhood Plan (they take the wording literally, so care should be taken) and then the Local Plan.
  • Neighbourhood Plan – feedback from recent open sessions at Great Gidding and Winwick were mixed.  Hamerton takes place this coming Saturday.

124.23 Local Highways Improvement Bid – submissions are sought for 2024-25

            Suggested scheme – see 123.23 above.

125.23  Risk Management Policy – Clerk is still working on it.

126.23 Parish Council owned property – a list of works required was shared prior to the meeting .  Clerk will now seek contractors and quotes.

127.23 Feedback from Councillor Bolton’s training session – see 120.23 above.

128.23 Recreation Field: Bradgate have had to make 2 x further cuts due to excessive/continued growth

            Cllr Hodson had attended the recent Climate Conversation event, hosted by CambsCC, and suggested a section of the Recreation Field be converted to a habitat for wildlife.  There is a grant available from HuntsDC for biodiversity projects – Clerk will complete application.

            Councillor Maciag gave a report on the District Wide meeting, led by District Councillor Tim Alban at which Clara Kerr of Huntingdonshire District Council Planning Department was present.  Information was shared regarding future development in Huntingdonshire, the Local Plan and Call for Sites, Planning Department workload and plans for Parish Council training (see 112.23 below).  As a result of what was heard Cllr Maciag recommended a design statement for the future of the village.

  • Precept request received from Huntingdonshire District Council – Clerk has updated the Budget spreadsheet for year to 1st October 2023, to enable discussion of the Precept and shared prior to the meeting. 

Proposal – to increase the Parish Precept for Great & Little Gidding by 5% for 2024-2025.  This will result in a rise in the precept from £11052 to £11605.

  1. PLANNING applications and other planning matters:

Hemington/Luddington/THurning Parish Clerk emailed this Parish Clerk (15/9/2023) to advise of a Waste and Mineral Application, through North Northamptonshire Council, in respect of an anaerobic digester to be sited at Rectory Farm, on the junction of Gypsy Lane and Hemington Lodge Road, using the B660 as its vehicular access.  We were invited to join them in considering this application, to make a joint or individual response to the application, and to use Gidding Village Hall for a Public Meeting.  This meeting was “advertised” to Lutton Parish Council, Glatton Parish Council, Winwick Parish Meeting, all District Councillors and County Councillors involved in this area, Highways Department of Cambridgeshire County Council and Planning Department (DMAdmin) of Huntingdonshire District Council. 

Clerk has requested a paper copy of the application and accompanying documents from the applicant/consultants – this will be made available for public viewing at the Village Hall on 21st,28th October, 4th  November.

Cllr Maciag gave a resume of his notes from the public meeting.

Cllr Hargrave doubted the green credentials of the project and cited planning condition LP10 – detrimental to rural aspect

Members of the public were greatly concerned about transport related matters and the impact on local roads.

Comments and observations on this application will be compiled and sent to North Northants Council.

  • Enforcement/Conservation Officer response received  re. 65 Main Street – further correspondence sent regarding the stone wall – still outstanding
  • School – School photos, taken 1/9/2023, are on a USB stick, can be borrowed
    • Councillor Maciag and Mr Ian Nott, representing Milton Estates, met with Mark Freer of Cambridgeshire County Council – they viewed the site, photographs but not measurements were taken.  Cllr Maciag felt that there were possibilities for using the School House as a community building but a considerable amount of work would be required.  Portacabins are to be removed from the site.  There was discussion around essential work, what could be achieved, would this encourage community use and activities – parishioners would have to show their support.  Further consideration will be given over the coming months.
    • Clerk submitted form and map to register site as an Asset of Community Value on 6th October  (8 weeks before decision received) – response received from Environmental Health Dept of HuntsDC advising that a decision would be made in the next couple of weeks

106.23  Policy Documents

 Risk Management Policy – this is a work in progress,  Clerk will share at a future meeting.

107.23 Parish Council owned property – Clerk has coloured a map of the Parish to enable assessment of what works/contractors are required and has drawn up a list of tasks that require completion.  She will share with Councillors and then seek contractors for the various works identified.

108.23 Allotment renewal notices – sent out 11th September via email, some hand delivered.  All have been paid in full (banked 17/10/2023), therefore no vacant allotments.

109.23 Act of Remembrance – MA will install poppies on tree guards opposite the shop.  Poppy wreath is available to be presented in Church, service starts 10.45AM on 12th November.

082.23 There were no declarations of Disclosable Interests for items on the Agenda

083.23 Members of the Public were present in respect of item 088.23a of the agenda. There are concerns about the Huntingdonshire District Council (HuntsDC) Call for Sites exercise, particularly the submission regarding 110 houses for Chapel End/Back Lane.  8 residents of Chapel End had prepared a statement, which was read out at the meeting (copy attached).  The Chairman advised that, as indicated by responses to the Neighbourhood Plan, where all residents had been consulted, the majority have voted against large scale development.  Should this site be presented to the Parish Council as a Planning Application in the future, the Neighbourhood Plan outcomes will be taken into account and, therefore, an objection to any large scale development will be made.

            Councillor Maciag informed  that the draft of the Neighbourhood Plan is being compiled now, with a view to holding a public event in the next couple of months.  The Neighbourhood Plan will then be forwarded to Hunts DC and, after due process, should be finalised in Spring 2024.  This Plan will inform the District Council Planning Department when considering future planning applications.

            Councillor Maciag also advised that a large scale development, such as that submitted to the Call for Sites, is contrary to Hunts DC planning criteria for Small Settlements (Great Gidding is categorised as a Small Settlement).

            Councillor Hodson advised the Chapel End residents that they may wish to form their own group to address this potential application, but assured  that their concerns had been heard and noted by the Parish Council.

            Those members of the public present agreed to their statement appearing on the village website, with their names visible (See below)

084.23 Minutes of the meeting held on 15th August  2023 were confirmed as a correct record by  Councillors Hargrave and Maciag                      

085.23 Matters arising from those Minutes that will not be discussed as an agenda item:

            Councillor Hargrave had attended the online presentation in respect of Community Ownership Funding and had saved this for future reference. 

086.23 To receive reports from Councillors and Clerk:

  • Response from Anglian Water (email sent 23/8/2023 cc to County/District/MP/Highways) has been  received, via MP – they will not be replacing the water mains
  • Seats on Main Street – resident has requested refurbishment.  There are a number of “odd Jobs” that require attention around the Parish.  Councillors were requested to submit jobs to the Clerk, a list will be compiled and then an individual/company sought to carry out the works.
  • Building materials on road verge – Chapel End/Gains Lane – resident’s concern.  The building work is ongoing and this area will be monitored.
  • Clerk sent message to Milton Estates requesting footpath be cleared of vegetation around the School/Church path this will be done in the near future.
  • Junction of Main Street and Hemington Lodge Road was highlighted as a traffic hazard for vehicles pulling out – Clerk instructed a contractor to cut back as far as possible, Clerk has cut back trees around Townsend Pond to raise the canopy.  Further strimming is required to enable access to the Newt Trail platform (add to “Odd Job” list)
  • Reminder of Tim Alban’s Ward meeting of Parish Clerks and Councillors at Norman Cross Motel on Wednesday 27th September at 7PM.  Clara Kerr, Head of Hunts DC Planning Department will be the speaker.  Clerk and Councillors Maciag and Hargrave will attend.
  • Clerk has submitted an “interest” in applying for future LHI funding to CambsCC

088.23 PLANNING applications and other planning matters:

a) Huntingdonshire District Council’s Local Plan call for sites – areas proposed for Great Gidding – member of the public to address the meeting – draft statement received prior to the meeting with a request that it be read out. See 083.23

b) 23/01474/FUL – Conversion of farm outbuildings to form two residential dwellings, demolition of cattle shed and erection of one residential dwelling and erection of double garage to serve No.41 Main Street – deadline for comments 15th September – Clerk requested extension to 26th September.

APPROVAL  – Councillors have no objection to the revised application, as submitted.

c)Enforcement/Conservation Officer response received  re. the stone wall at 65 Main Street.  Councillors still have concerns that our views are not being heard regarding the damage to this wall, in the Conservation Area, and requested the Clerk to ask District Councillor Alban, copying in Head of Planning Department, for his support

 d) Registering properties in the Parish for Listing or as Assets of Community Value (and areas of land for this latter option) – Clerk had been unable to access the application and asked for assistance from Councillors

e) School –  Clerk gained access at invitation of Jonathan Lewis (CambsCC Education Dept) on 1st September and took many photographs or play area and school house interior.  Jonathan Lewis requested confirmation of what playground “features” we wish to keep – Councillors would like to retain all but the tractor tyre planter.  Councillors are still keen to gain access to view the site.

Mr Nott, Land Agent for Milton Estates, had emailed offering a collaboration in respect of the School/Playground/Village Hall potential.  This was acceptable to all Councillors, with Councillor Maciag to act as contact with Milton Estates.

f) Anaerobic Digester Plant – Hemington Lodge Road, using B660 as the access route.  This is a Waste and Mineral Planning Application made to North Northamptonshire Council

*Clerk received information late on 15/9/23 via Hemington/Luddington/Thurning (HLT) Clerk and, after a telephone conversation with him, had gained further detail.  *Lutton have also been consulted, Clerk advised that Glatton and Winwick should be included as they will be affected by B660 traffic increase.  

*Clerk suggested a series of vehicle counts on Hemington Lodge Road – will enquire if Highways Dept of Cambs CC will assist. (see 086.23 above)

*HLT have a meeting on 9th October, Clerk and Councillor Maciag will attend, and in the mean time HLT Parish Council will request that the Applicant organise a Public Meeting to view the documents.

 Freedom of Information Publication Policy – (updated content was emailed to Councillors on 23/8/2023 with a request for feedback). This was approved by Councillors Hargrave and Moody.

            Risk Management Policy – many further amendments to wording are required,  Clerk will share revised content at a future meeting.

Statement for Great Gidding Parish Council meeting 19 September, 2023

Subject: Possible Building Development on land adjoining Chapel End, Great Gidding.

This statement has been prepared on behalf of residents of Chapel End, Great Gidding (both those who are currently aware of the possible development and those who will, if necessary, be made aware of it subsequent to the PC meeting.)

We are aware that other sites within the village have been identified and are of concern but, for the purposes of this document, we refer only to Chapel End.

Our concern is the HDC ‘call for sites’, referred to in the minutes of the June, ’23 Parish Council Meeting, specifically the outline proposal for 110 dwellings adjacent to Chapel End.

While we recognize that, at the time of writing, no substantial further information is available, we feel the need to gain as much knowledge and detail as possible, in order that we have a coherent and well-informed case, in the event that the matter proceeds further.

For us to present such a case, it is important that we have the support of the Parish Council.

We therefore request that the Parish Council make clear its position with regard to the site identified on Chapel End. That is, to confirm whether the PC is minded to support or to oppose such a development, should HDC submit a formal proposal in respect of this land.

Although the following is by no means exhaustive, we believe there is a strong case to be made against any development of a 110-dwelling estate on the site identified. These are the concerns we have, so far, identified:

Infrastructure:

– inadequate – and already frequently failing – water supply

– no gas to village

– almost non-existent public transport

– no school

– absence of medical facilities – Wellside Surgery is already overstretched by Sawtry’s own massive building programme.

– road system inadequate for the proposed site

Environment:

– Deleterious effect on the character of this ‘small settlement’ caused by an almost doubling of the current number of homes.

– Complete change in village’s character as result of such a large development

– Loss of habitat for rare species

– Possible compromise of site of archaeological interest (the S2.2 1641 map refers)

– Likely loss of Back Lane as quiet rural byway

– Fundamental change to Chapel End roadway

– Disruption to daily life arising from a large building programme over a lengthy period.

– Noise pollution generated by

o a) prolonged building programme as above;

o b) ongoing presence of large number of dwellings

o c) increased traffic

– Air pollution occasioned by increase in traffic. Assuming one car per household, minimum, this represents a huge percentage increase on current traffic

Financial:

From professional advice taken in the past week, we understand the presence of such a large development will almost certainly, in the short and medium-term, impact the value of existing housing stock on Chapel End, to the tune of a reduction of between 15% and 20% on their current value.

Correspondence with the Parish Clerk appears to indicate that this matter is not seen by the Parish Council as urgent and that interested parties will be made aware of any consultation period as and when necessary. While we fervently hope that no such consultation will prove necessary and that the

development will not go forward, we think it unwise to fail to prepare a case against it given our lack of confidence in the ‘consultation’ process following the loss of the Village Post Office and Primary School.

While we are only too aware that our views are likely to be seen as NIMBYism, we make no apology for this. We would add that a 110-dwelling development would affect not only residents of Chapel End but also encompass the entire village (and beyond) in the extent of its impact; hence this statement and our request that the Parish Council advise us as to their likely stance should this proposal go further.

We also request, where future such matters are concerned, that interested parties, (those most likely to be affected by possible development) are advised directly at an early date, rather than our learning – only by chance – which sites have been identified. We believe that, in this case particularly, ‘interested parties’ includes everyone in Great Gidding who should, therefore, have been the recipients of a prompt communication by the Parish Council.

072.23  PLANNING applications and other planning matters:

There are no new planning applications as at 9th  August 2023

Enforcement/Conservation Officer has responded re. 65 Main Street  – Councillors Moody and Hodson advised that the Officer had focused on the position of the gate and it was the lack of re-instatement of the wall in accordance with the Planning Permission that was the concern, given that this property lies within the Conservation Area of the village  – Clerk will contact the Officer.

            Registering properties in the Parish for Listing or as Assets of Community Value (and areas of land for this latter option) – details had been shared prior to the meeting and, after discussion, the Clerk will complete an application for an Asset of Community Value in respect of the school playground, this will be shared with Councillors prior to the next meeting.

School – assessment of site for future community use, CambsCC advise site is not currently available to view/assess.  Councillor Moody felt the response inferred that the site would be completely cleared, including play equipment, and this was not the preferred action for the Parish Council as the hope was to retain the play equipment, and the playground surface for community use.  Clerk will contact CambsCC for clarification and to make them aware of this proposal. Cllr Maciag asked that a request again be made to view the site as, it is not understood why it was safe for children and staff to access the site, but not for Parish Councillors.  A request will also be made to access the school house to assess if that has value as a community building (the building is owned by Milton Estates Peterborough and leased to CambsCC until May 2024).  Councillor Sanders pointed out that, if they intend to erect further “safety” fencing, as the site is in the village Conservation Area, this will require planning approval.

073.23  Policy Documents

            Freedom of Information Policy – the template from Information Commissioners Office had been shared prior to the meeting, partially completed by the Clerk.  Councillor Hodson requested that a minimum charge of £5.00 be applied to this document, also that the preferred method of payment should be made by BACS as there are no Petty Cash arrangements in place, and this was agreed by all Councillors.

            Risk Management Policy – the Clerk had compiled and shared a suggested layout and wording prior to the meeting, this included the Village Hall and Recreation Field.  Councillor Moody suggested that Village Hall and Recreation Ground should be included in the title to reflect this.  Some additions are required, such as limits of indemnity, parish trees, dates when policy documents are reviewed.  Clerk will make the revisions and submit to the September meeting for final approval.

074.23 Recreation Field – Clerk met with Bradgate representative – removal of wooden play equipment will take place in the autumn.

075.23 Allotment renewal notices – Councillor Hodson declared an interest – Clerk advised there is now a waiting list of 3 residents.  Various options were discussed regarding changes to the allotments themselves and/or the terms of the tenancy agreement (copy of the tenancy agreement had been sent to Councillors prior to the meeting).   Clerk suggested that a covering letter should be sent with the invoices for the annual rent, advising of the waiting list and asking if tenants wish to share their plot or may be considering relinquishing their plot in the next 12 months – this was agreed

076.23  Anglian Water – there have been a series of burst and leaking pipes in both Main Street and Chapel End recently.  Clerk had compiled and shared a list of known dates prior to the meeting and will send this to Anglian Water with a letter  (copied to District and County Councillors and MP), asking when the pipes around the village will be replaced.

District Councillor Alban had sent a report via email, which the Clerk read – regarding the lengthy debate of the proposed introduction of a charge for emptying of green waste bins.  The District Council Cabinet will make a decision this evening (18th July).  He

Clerk and Paul Hargrave had accessed the data on the speed awareness sign, approx 18 months worth of information.  Paul Hargrave had since carried out analysis of the data, a summary of which will be shared with Parish Councillors.  On the whole, in the vicinity of the speed camera, motorists were travelling within the speed limit, although it was shown that they travelled slightly faster going uphill (towards the back of the sign, which still records in this direction) – huge spikes of through traffic were recorded on cycle race days and these have been removed as they skew the figures.

There were no further reports from Parish Councillors.

County Councillor Gardener arrived later in the meeting and gave his report:

There is a Fire & Rescue related risks survey for completion online – Parish Council’s are encouraged to complete and a link will be sent to the Clerk.

Proposed congestion charge for Cambridge – 58% of Councillors were against the proposal, particularly as it included the various hospital sites in the charging zone, and there will be a review in October.

The next round of Highways Improvement bids can be submitted between 27th October and 12th January – non-complex (under £10,000) and complex (costing between £10,000 and £25,000) categories.  Existing submissions of 20MPH zones will be reconsidered in this process,  also buffer zones around existing speed restricted areas were proving to be successful and would be given greater consideration.

Cambridgeshire Priorities Capital Fund – deadline for applications is 24 September 2023, Clerk has forwarded details to Parish Councillors.

Following changes made by the Boundary Commission, Great & Little Gidding will remain in North West Hunts division.

Huntingdonshire District Council’s proposal to implement a £57.50 charge for emptying of green waste bins had been debated at a Council meeting for over 3 hours, there being many reasons why this would be unpopular/unworkable, a decision will be made this evening (18th July).  If this proposal is approved, with effect from 1 April 2024, all food waste will have to be put into the grey bin, and go to landfill. (Currently, the District Council is unable to charge for emptying blue or grey bins).

In response to Councillor Gardener’s report:

Councillor Bolton asked when the outcome of 20MPH LHI submissions will be known – IG will find out.

Clerk asked for an update on when work to the footpaths would be carried out, as has been proposed by Sharon Middleton (Highways Officer) when she visited the village last year – IG will find out a timeframe for this work to be carried out.

School site – Councillor Gardener has reminded the Chair of the Children and Young People Committee, Briony Goodliff, of the Parish Council’s interest in retaining the site as a community facility.

Call for sites – these were available to read via the HuntsDC website, including those proposed for Great Gidding.  The Planning Department are reviewing the submissions now.  There will be a 10 week consultation period, possibly Spring 2024, in respect of those sites that meet the required planning guidelines and the Parish Council will be a consultee.

Suggestions were made to consider this site for having the school house listed/graded, and to register this as an Asset of Community Value

            Clerk reminded Councillors of the invitation to the Church Service in celebration of the School – Clerk and Cllr Moody will attend.          

            The TING roadshow bus had visited the Village Hall on 2nd June – 1 resident from Winwick came to take a look.  Leaflets are available from the Parish Office.

            Cllr Hodson had received a resident’s complaint regarding several bonfires being lit by the tenant at the stables at the back of Fox & Hounds PH – resident will be advised to refer this to Milton Estates who is the landlord.

            Cllr Hodson asked if the Clerk has heard anything further regarding 65 Main Street – she will follow up with the Enforcement Officer.

Speed awareness sign –  Paul Hargrave has found that the speed awareness unit is incompatible with Apple operating platform, further investigation required.

Cllr Maciag advised that there has been no further news on the funding in respect of the Neighbourhood Plan project (see payments listed below).  Response to the surveys has been very good. Reports are being compiled and, it is anticipated, that a public meeting will be held to share the outcomes, possibly in September.

Huntingdonshire District Council Local Plan Call for Sites – there are 3 x Great Gidding submissions from Milton Estates – field adjacent to the Village Hall, area of land between semi detached cottages and 50 Main Street, and a large site spanning Chapel End to Back Lane.  There was discussion regarding the school site, as it is understood that CambsCC have submitted an application for this site, but this application does not show up on the Hunts DC public website, so possibly is closed to public view.  It was agreed that this Parish Council wishes County Councillor Gardener, on his return from holiday, to follow this up and raise a concern regarding any proposal for this site, as in discussions with CambsCC about the school future, this Parish Council had been assured that they would be kept informed of any considerations for the site.

ALSO the Clerk had attended the online meeting with Hunts DC regarding the Local Plan 2036 and passed on the request for the Parish Council to submit comments on “issues of interest to your parish” .  The Clerk asked Parish Councillors to look at the website and advise her of any submissions by 1st July (the deadline is 5th July)

which took place on Tuesday 16th May 2023 in Great Gidding Village Hall, immediately after the Annual Parish Meeting and prior to the Parish Council meeting

  1. Paul Hodson was elected as Parish Council Chairman – Proposed by Councillor Bolton and seconded by Councillor Hargrave

  3. Acceptance of Office forms were completed by Councillors Hodson and Maciag.  Declarations of Disclosable Pecuniary Interests forms will be emailed to Councillors for completion and return at the June Meeting.

            Clerk – precept payment has been received.

            65 Main Street – a report had been registered with Huntingdonshire District Council’s Conservation Department regarding the concerns about the size of window and the potential damage to the wall.  An Enforcement Officer has spoken with the builder and steps will be taken to alter the window size and measures taken to protect the wall.  LP, member of the public, reminded that the hedge is still to be replanted too.  Clerk will ask for an update from the Enforcement Officer and re-iterate the concerns regarding this development.

025.23 To receive reports from Councillors and Clerk:

            District Councillor Alban advised that meetings would be taking place in respect of the Huntingdonshire District Council Local Plan to 2036.  Clerk had shared the meeting details with Parish Councillors.  PH, member of the public and representing the Neighbourhood Plan group enquired if he could attend as it appeared these meetings were solely for Councillors – Clerk will make enquiries.

            The Newlands Development at Junction 17 of the A1M has been withdrawn but is likely to be re- presented at some stage.

            There is a possibility of a separate charge for the green waste bin (in the region of £50), the District Council hopes this will encourage residents to waste less or compost more – reservations were expressed.

            Alternative Land Management information has been shared by the District Council both to Parish Councils, and to residents via social media.

            The next Joint Parish Council meeting (date to be determined) – it is hoped to have a representative from the Police in attendance.

            District Councillor Alban left the meeting to attend other Parish Council meetings.

            Clerk – a request has been received from an allotment holder to plant wild flowers on her allotment – Cllr Hodson suggested that she be asked to plant in the boundary of the orchard, rather than the allotment

Cllr Maciag, as architect for the project, explained the changes that had been made mainly in respect of the extension to the existing buildings.  He confirmed that hedgerow and tree planting is part of the proposed application.

028.23 20MPH scheme for Little Gidding – Cllr Bolton had submitted the application on behalf of the Parish Council, further information from CambsCC is awaited.      

029.23 Great Gidding CofE (VC) Controlled School

Formal closure procedure ended 25th April 2023, when a CambsCC meeting was held and the decision taken to close the school by a vote of 9 to 6.  Clerk has requested a formal statement or letter from CambsCC.

            Cllr Moody advised that we should continue to stress to the County Council that the Parish Council wishes to be involved in the future of the school site.  Cllr Hodson advised that, in addition to retention of the playground as a village asset, the school (brick) building has potential as a community facility too, and interest in this building has been verbally advised to Milton Estates, via their Agent.

030.23 GWH Neighbourhood Plan update –

                        Questionnaires have been distributed to households and businesses in the 5 villages in late April.  Responses are being received by the Neighbourhood Plan group, submitted both online and paper copies.

            Grant application for funding of the project – awaited.

            First draft of the report to be compiled.

LOCAL AUTHORITY ACCOUNTS: A SUMMARY OF YOUR RIGHTS

Please note that this summary applies to all relevant smaller authorities, including local councils, internal drainage boards and ‘other’ smaller authorities.

The basic position

The Local Audit and Accountability Act 2014 (the Act) governs the work of auditors appointed to smaller authorities. This summary explains the provisions contained in Sections 26 and 27 of the Act. The Act and the Accounts and Audit Regulations 2015 also cover the duties, responsibilities and rights of smaller authorities, other organisations and the public concerning the accounts being audited.

As a local elector, or an interested person, you have certain legal rights in respect of the accounting records of smaller authorities. As an interested person you can inspect accounting records and related documents. If you are a local government elector for the area to which the accounts relate you can also ask questions about the accounts and object to them. You do not have to pay directly for exercising your rights. However, any resulting costs incurred by the smaller authority form part of its running costs. Therefore, indirectly, local residents pay for the cost of you exercising your rights through their council tax.

The right to inspect the accounting records

Any interested person can inspect the accounting records, which includes but is not limited to local electors. You can inspect the accounting records for the financial year to which the audit relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records. You can copy all, or part, of these records or documents. Your inspection must be about the accounts, or relate to an item in the accounts. You cannot, for example, inspect or copy documents unrelated to the accounts, or that include personal information (Section 26 (6) – (10) of the Act explains what is meant by personal information). You cannot inspect information which is protected by commercial confidentiality. This is information which would prejudice commercial confidentiality if it was released to the public and there is not, set against this, a very strong reason in the public interest why it should nevertheless be disclosed.

When smaller authorities have finished preparing accounts for the financial year and approved them, they must publish them (including on a website). There must be a 30 working day period, called the ‘period for the exercise of public rights’, during which you can exercise your statutory right to inspect the accounting records. Smaller authorities must tell the public, including advertising this on their website, that the accounting records and related documents are available to inspect. By arrangement you will then have 30 working days to inspect and make copies of the accounting records. You may have to pay a copying charge. The 30 working day period must include a common period of inspection during which all smaller authorities’ accounting records are available to inspect. This will be 3-14 July 2023 for 2022/23 accounts. The advertisement must set out the dates of the period for the exercise of public rights, how you can communicate to the smaller authority that you wish to inspect the accounting records and related documents, the name and address of the auditor, and the relevant legislation that governs the inspection of accounts and objections.

The right to ask the auditor questions about the accounting records

You should first ask your smaller authority about the accounting records, since they hold all the details. If you are a local elector, your right to ask questions of the external auditor is enshrined in law. However, while the auditor will answer your questions where possible, they are not always obliged to do so. For example, the question might be better answered by another organisation, require investigation beyond the auditor’s remit, or involve disproportionate cost (which is borne by the local taxpayer). Give your smaller authority the opportunity first to explain anything in the accounting records that you are unsure about. If you are not satisfied with their explanation, you can question the external auditor about the accounting records.

The law limits the time available for you formally to ask questions. This must be done in the period for the exercise of public rights, so let the external auditor know your concern as soon as possible. The advertisement or notice that tells you the accounting records are available to inspect will also give the period for the exercise of public rights during which you may ask the auditor questions, which here means formally asking questions under the Act. You can ask someone to represent you when asking the external auditor questions.

Before you ask the external auditor any questions, inspect the accounting records fully, so you know what they contain. Please remember that you cannot formally ask questions, under the Act, after the end of the period for the exercise of public rights. You may ask your smaller authority other questions about their accounts for any year, at any time. But these are not questions under the Act.

You can ask the external auditor questions about an item in the accounting records for the financial year being audited. However, your right to ask the external auditor questions is limited. The external auditor can only answer ‘what’ questions, not ‘why’ questions. The external auditor cannot answer questions about policies, finances, procedures or anything else unless it is directly relevant to an item in the accounting records. Remember that your questions must always be about facts, not opinions. To avoid misunderstanding, we recommend that you always put your questions in writing.

The right to make objections at audit

You have inspected the accounting records and asked your questions of the smaller authority. Now you may wish to object to the accounts on the basis that an item in them is in your view unlawful or there are matters of wider concern arising from the smaller authority’s finances. A local government elector can ask the external auditor to apply to the High Court for a declaration that an item of account is unlawful, or to issue a report on matters which are in the public interest. You must tell the external auditor which specific item in the accounts you object to and why you think the item is unlawful, or why you think that a public interest report should be made about it. You must provide the external auditor with the evidence you have to support your objection. Disagreeing with income or spending does not make it unlawful. To object to theaccounts you must write to the external auditor stating you want to make an objection, including the information and evidence below and you must send a copy to the smaller authority. The notice must include:

  • confirmation that you are an elector in the smaller authority’s area;
  • why you are objecting to the accounts and the facts on which you rely;
  • details of any item in the accounts that you think is unlawful; and
  • details of any matter about whichyou think the external auditor should make a public interest report.

Other than it must be in writing, there is no set format for objecting. You can only ask the external auditor to act within the powers available under the Local Audit and Accountability Act 2014.

A final word

You may not use this ‘right to object’ to make a personal complaint or claim against your smaller authority.  You should take such complaints to your local Citizens’ Advice Bureau, local Law Centre or to your solicitor. Smaller authorities, and so local taxpayers, meet the costs of dealing with questions and objections.  In deciding whether to take your objection forward, one of a series of factors the auditor must take into account is the cost that will be involved, they will only continue with the objection if it is in the public interest to do so. They may also decide not to consider an objection if they think that it is frivolous or vexatious, or if it repeats an objection already considered. If you appeal to the courts against an auditor’s decision not to apply to the courts for a declaration that an item of account is unlawful, you will have to pay for the action yourself.

007.23 To receive reports from Councillors and Clerk:

County Councillor Gardener advised that the next meeting of Children and Young People’s committee would take place on Tuesday 25th April.  At that meeting there will be a recommendation for Great Gidding school to close at the end of the academic year.  He will attend the meeting and express dismay at the closure.  Parents of children living in the school catchment area will be offered support for home to school transport (this may be bus/taxi or financial), and there is a grant (amount dependent on chosen school) towards the cost of school uniform.  He will report back immediately after the CYP meeting.

Cllr Moody asks that he reinforce the need for support, as described above, for parents.

Cllr Gardener advised that the TING bus has a new operator and will visit Great Gidding on Friday 2nd June as part of a roadshow, to promote the service.

He reminded us that the 20MPH Scheme applications should be submitted by 30th April.

Cambs County Council are suggesting an extension to the guided busway around Madingley, also the referendum, for introduction of a congestion charge to enter Cambridge, was turned down.

Cllr Hargrave enquired about a HuntsDC directive on dogs on leads – Clerk will research.

Clerk asked Councillors who would maintain and download statistics from the speed awareness sign, this information would be of use to the Neighbourhood Plan Group – Cllrs D’Altilia and Maciag will take a look at this.

Councillors had studied the revised plans and wish to submit a refusal.  Clerk was asked to resubmit the original refusal, pointing out that the proposed property driveway is still too close to No 45, also exit from the property will be too steep at a point on Main Street where it would be dangerous, with insufficient sight lines to pull out onto the road, exacerbated by the curve in the road combined with vehicles having to cross the public footpath. Also, should the property be built as proposed, it would leave Church Farm house with very little surrounding garden which would be detrimental to this property.  RECOMMEND REFUSAL

  • 65 Main Street – email from resident (dated 11/4) regarding size of window and damage to wall contrary to Planning permission – the resident has written to HuntsDC Planning Department and the Clerk was requested to do the same – the window is much larger than given permission for, and the wall has been cut and is compromised by the building extension.

d)    Sawtry Neighbourhood Plan (email 12/4) – the document had been shared with Councillors prior to the meeting, they do not wish to submit a response.      

010.23  20MPH scheme for Little Gidding – Cllr Bolton’s had advised prior to the meeting that he was in the process of compiling the paperwork.  Cllr Gardener has confirmed his support of the proposed scheme.

011.23 Great Gidding CofE (VC) Controlled School – once the decision is known, should it be for closure of the school, the Parish Council will request a visit to the school to view the premises.

            Cllr Hodson made the following addition to the Minutes:

            We agreed that we would look to get support from our County and District councillors and our MP to lobby for the playground to become a village amenity. We then agreed that as a separate matter (which is really a VH committee decision) is that we would ask to visit the school building at some point, but being mindful of the teachers personal situations, that this could be delayed for a while.

012.23 GWH Neighbourhood Plan update – initial consultation period ended 21st March 2023

            Minutes from the meeting held on 22nd March  were shared prior to the meeting.  There is a delay in the release of funding being allocated by the Government’s Levelling Up Department, via HuntsDC, and Cllr Maciag requested that the Parish Council fund the printing of documents so that the project could continue without delay  – this will be an item for decision on the May agenda.

013.23 Annual Parish Meeting, starting at 7PM on 16th May

The notice has been displayed on the noticeboard and will be added to the website.

014.23 Preparation for the Coronation of King Charles III

 Clerk advised that there is slow progress on residents signing up for events, but there is progress.  Councilors made offers of assistance for the weekend.

Cllr D’Altilia’s draft of the information booklet had been shared prior to the meeting, it is hoped that this will be printed and distributed prior to the Coronation weekend.

015.23 Recreation Ground – damage to wooden play equipment had been reported by a resident.  Cllr Hodson had made safe the item of equipment and recommends that, as items are deteriorating, quotes are sought for removal.  In addition the slide steps require some work, seek quotes for replacement of these.

  • Clerk’s working hours for December, a total of 40, were approved by Councillors Hargrave and Bolton
  • Additional storage was required for the website at a cost of £40.00 +VAT per year.  A few questions arose which the Clerk will raise with Catalyst Design but it was agreed to purchase.
  • Toilet hire for the Coronation weekend – the LHL quote was considered to be the best option

216.22  No planning applications or other planning matters to discuss.

217.22 Mr Nott, agent for Milton Estates (Peterborough) gave an outline of the Estate involvement in the village – there are currently 3 sites being considered for development.  The Estate are willing to discuss the aspirations of the village, also be willing to discuss options for the future of the school site and its environs, should the consultation outcome advise that the school is to close.  It was felt that the Neighbourhood Plan will be an indication of what parishioners want in terms of change

218.22 The formal consultation document notification in respect of the future of Great Gidding School has been displayed on the Village Hall noticeboard since Tuesday 14th March.  A note to the online link will be included in the next Gidding News.  It has been indicated that the decision will be taken and made known on 28th April.

            Should the decision be taken to close the school, a request for Parish Councillors to visit the school will be made to the governors.

            Councillor Hodson advised that a number of children moved to other local schools at half term, others will be moving at Easter.  

219.22 Neighbourhood Plan group will meet on 22nd March.  3 x residential questionnaires have been compiled, one for each parish, together with a questionnaire for businesses.  Printing will take place in April.  Online completion will be available too.

An application will be made to Locality (a central Government department) for funding.  Clerk has advised that, to comply with this Parish Council’s financial regulations, where any element of cost is over £500, 3 comparative quotes should be obtained.      

220.22 Communication with Parishioners:

            Spring 2023 Gidding News – a draft was shared at the meeting and, after the suggested changes, this will be sent to printers next week.

221.22 A spreadsheet of the events and activities was shared at the meeting with details of Coronation Weekend.  Cllr Hargrave added more information – she and the Clerk will liaise with Pub and Church regarding activities and advertise/promote events.

Cllr Bolton agreed to liaise with the company who quoted for hire of equipment to enable the viewing of the Coronation Concert on Sunday evening, and to check insurance of such equipment.

Parish Council will fund the following:

  • Hire of television, sound system and other equipment for the Concert (+insurance?)
  • Giant games for Jubilee Wood event, and stored at the village hall for future use.
  • Proscecco and fizzy soft drink for the toast to King Charles.
  • Food for the Concert evening.
  • Toilet hire for the Jubilee Wood event, + insurance for the weekend.
  • Cleaning materials for the “Help Out” session on Monday, plus tea/coffee etc
  • Contribution towards flowers for the Church display

The total cost is estimated at £1500 and would be funded from Section 137 – this was approved by all present.

Events are open to all parishioners, and their visiting guests. Details of the activities will be included on the Gidding News and village website.
