Held on Tuesday 18th November at the Village Hall, Great Gidding

PRESENT: Cllrs Maciag, Bolton, Hodson, Downer, Nankivell, Hargrave and the Clerk

0080.25 Cllr Maciag welcomed those present to the meeting

0081.25 Apologies and reasons for absence :

              County Councillor Gardener – at another meeting

                 District Councillor Alban – will join after attending another meeting (was unable to join)

0085.25 To receive reports from County and District Councillors, Parish Councillors and the      Clerk.

Cllr Downer – advised that the Clerk had failed to upload the Agenda and Minutes to the village website in accordance with CAPALC recommendation to publish minutes within 14 days of a meeting and agendas 7 days prior to a meeting  – Clerk acknowledged her failure.

              Cllr Hargrave – the recent village quiz night was attended by 71, with a waiting list.  The event made a profit for the Village Hall funds.  Cllrs thanked the Village Hall committee.

              Articles for the village newsletter should be submitted by 27th November.

0086.25 FINANCIAL MATTERS:

  • Clerk’s working hours for October, a total of 41 hours, were approved
  • Review of finance and budget to date, with a view to setting 2026/27 precept.  Cllr Hodson explained the precept (£11,837 for 2025/26) and recommended an increase to cover revisions to the website, purchase of a laptop, National Insurance contributions and other costs that are likely to rise, at least, in line with inflation.  After some discussion the sum of £12,500 was agreed – proposed by Cllrs Bolton and Maciag
  • VAT refund, to end of October, will be calculated and applied for.

0087.25  PLANNING applications and  matters:

              a) we are not aware of the date for planning meeting at which the Hemington Lodge Road application will be discussed.  Note of thanks to Parish Council from resident, also more on website.

              b) Great Gidding School site – Cllr Maciag advised that Milton Estates had requested CambsCC remove the buildings from their property – CambsCC have demolished parts of the buildings that were encroaching on Milton Estates land, but not removed the whole structures or the resulting debris from the demolition.  A letter will be sent to CambsCC, with copies to County Councillor, local MP and Conservation Officer requesting removal of the debris.

              c) Local Plan Engagement sessions (nearest is Sawtry on 3 December) – see posters on noticeboard.  Cllr Maciag attended the recent District Parish Council meeting with Clara Kerr, Head of Planning, in attendance. Throughout Cambs, 360 sites have been designated.  There is an ongoing call for additional sites.  33000 homes are required in the County in the next 25 years.

              d) Laurel Farm – crown reduction of ash tree (Parish Council not asked for a response).

***        Cllr Downer requested an update on the Baptist Chapel – Clerk confirmed no further correspondence, no planning application submitted.  Cllr Hodson requested a further letter be sent to the Conservation and Environment Officer regarding removal of the wall and gateway.

0088.25 Local Government Reorganisation – Hunts DC require response to their proposal to become a unitary authority, they are meeting Wednesday 19th November to decide, deadline Friday 21st November.  All information from Hunts DC had been distributed to Cllrs prior to the meeting – it had been hoped that Cllr Alban would attend the meeting to address any questions.

0089.25 Information Technology – at their Councillor training session, Cllrs Downer and Nankivell were encouraged to sign up this Council for a gov.uk website, with dedicated secure email addresses.  Cllr Bolton will research the options. Clerk will apply for competitive quotes for set-up, hosting and maintaining the site. 

   Cllr Nankivell also recommended an upgrade of the laptop to accommodate Windows 11.  Cllr Bolton will research options.

   Cllr Bolton recommended an external hard drive be used for future back ups.

0090.25 Village Maintenance – 

  1. Recreation Field – Cllr Nankivell confirmed that the softball team did not need the whole of the space, therefore Cllr Hodson suggested that the lower one-third of the Field is no longer cut, leaving grass to grow, and cut when essential.

Cllr Hargrave reminded that options for a car parking area inside the gate were to be explored.  Research regarding the area/requirements/costs will be carried out and reported at the December meeting.

Clerk advised that there had been 2 separate enquiries about use of the field for football.

  • Anglian Water pumping station on Winwick Road – there had been recent activity with tankers constantly visiting the site (there was an incident last year when sewage leached onto the Recreation Field).  Correspondence with Anglian Water assures no current problems with this site.

***      Cllr Downer requested an update regarding Footpath No 6 – Clerk confirmed there had been no response to a recent request for an update.  Cllr Downer asked that County Cllr Gardener, when he next attends a meeting, be asked to intervene.

PRESENT: Cllrs Maciag, Hargrave, Hodson, Bolton, Downer, Nankivell, County Cllr Gardener and District Councillor Alban, the Clerk and 21 members of the public

0067.25 Cllr Maciag, as Chairperson, welcomed those present to the meeting

0070.25 No members of the Press were present.  Members of the Public were in attendance in respect of item 0074.25b Highways application in respect of Hemington Lodge Road and its junction with B660 – CambsCC application no CCC/25/107/FUL – there followed considerable comment and discussion regarding all aspects of this application, particular concerns were raised regarding the increased heavy goods vehicle and agricultural vehicle traffic that will impact on travel through the village and on the local road network.  Cllr Gardener read out additional notes provided by Planning Dept of CambsCC (these were added to the village website on 22/10/2025) and encouraged both Parish Councillors and concerned residents to attend the planning committee session at which this application will be discussed (Date and details to follow when known).  Parish Councillors will write a response to the application, setting out their objections and highlighting the concerns of parishioners.

              Cllr Alban reported:

  He has sent an objection to the planning application regarding the re-aligned access to     Hemington Lodge Road.

Local Government reorganisation – Option E, a standalone Huntingdonshire authority is still an option to be considered.

Civil Parking enforcement is being carried out in towns but has not yet spread out across the whole district.

Clara Kerr, head of Planning Department, will attend a District Wide Parish Council meeting to discuss the next stage of the Local Plan procedure.

Cllr Alban left to attend another Parish Council meeting.

Cllr Gardener reported:

Cambs CC have chosen Option A (Peterborough, Huntingdonshire and Fenland) as the preferred option for the Local Government reorganisation – Cllr Gardener will vote for Option E (Huntingdonshire as a standalone authority).

The revised Highways reporting system is up and running, we should check that all reports have been transferred, are relevant and update them to reflect the current state of any highways issues – anyone can report an issue, it will be assessed/triaged and auctioned accordingly.  Cllr Gardener will hold regular meetings with the Highways Maintenance Manager.

The next round of the LHI scheme is open between 10th November and 16th January for bids to be submitted. 20MPH scheme bids are open between 26th January and 26th March (Little Gidding scheme remains “on the list”).

Cambridgeshire County Council funds Healthy You, a service that provides free NHS Health Checks for adults aged 40-74 to screen for conditions like heart disease, type 2 diabetes, and dementia. See https://healthyyou.org.uk/ to book an appointment

              a) 25/01714/HHFUL  Two storey and single storey rear extensions 6 Winwick Road Great Gidding Huntingdon PE28 5PB

              DECISION – a retrospective application as this was built some time ago, in the Conservation Area, but does not impact on visual street scene.

              b) Highways application in respect of Hemington Lodge Road and its junction with B660 – CambsCC application no CCC/25/107/FUL

              DECISION –  objection due to increased traffic through village and on local, unsuitable road network, and resulting safety issues

              Copy of residents correspondence (x4) to CambsCC regarding this application was shared with Councillors prior to the meeting

              c) Baptist Chapel – information sent to Tim Alban from the Conservation Officer

              d) School site – Cambs CC (Mark Freer) advised that demolition and dismantling work starts on Monday 20th October (already started on Thursday 16th October)

              e) District Councillor Alban has arranged a District wide Parish Council meeting to take place on Wednesday 5th November, with Clara Kerr Head of Planning in attendance and particularly to discuss the next stage of the Local Plan – Cllr Maciag will attend.

0076.25 Village Maintenance – 

  1. The newt trail (Cllr Downer to report) – he advised that the gate has not been replaced and requested an update from the Footpath Officer – Clerk to send email
  2.  Rec ground maintenance – ongoing grass cutting contract.  Contractors had miscounted and carried out 2 extra cuts and requested payment – Cllrs reluctantly agreed.  Bradgate had also suggested that cutting should continue to end of October – over the next few months Cllrs will consider how to manage grass cutting, revise the areas to be cut and frequency of cuts, taking into account users of the Rec Field, and the Winwick Road properties.
  3. Noticeboard installed – Clerk has added Hunts DC logo, acknowledged the grant given and will send a photograph as requested by the terms of the grant.  Refund of unspent monies will follow.  (Smartwater on this item)

0077.25 Allotments – Renewal letters were sent out – all paid, except for Plot No 10 which became vacant and has been offered to the first name on the waiting list.  Clerk requested clarification of terms of tenancy, this will be revised and tenant will be advised.

Conservation Area and Listed Building consent are required – nothing showing on Hunts DC website as at 12/9/2025  – email sent to Conservation Officer on 5/8/2025, no response yet.              Resident has sent a selection of photographs of the wall to show works carried out.              District Cllr Alban advised …. Response from Senior Planning Officer (see email 27/8).              Further groundworks have been carried out recently – Clerk requested that she be informed to enable further correspondence with Conservation Officer/Planning Dept.              d) Resident shared her correspondence with HuntsDC regarding excessive number of disabled parking bays on Main Street0063.25 Village Maintenance –  A)     The Jitty – Milton Estates have been asked to cut back vegetation (later in the year), also to change the gate latch at Mill Road entrance to Footpath 6, and to cut down and cut back vegetation along Main Street.  Also to cut back vegetation on both approaches to Little Gidding to allow clear view at the junction.B)     Rec Field – it was agreed that a contractor should be asked to cut back the perimeter hedge.C)     Grass cutting of the Rec Field – Bradgate had been seen cutting the area on the day of the meeting and will be reminded that the contract is for 12 cuts per year.Cllr Hodson suggested that at least 1/3 of the Rec Field should only be cut once a year as it is not in use and could save on costs.  Area to be defined before the grass cutting contract is renewed.D)     Junction of Hemington Lodge Road and Main Street – vegetation removed and sight line improved but village name sign with gate structure is part of the hazard.E)      Clerk resubmitted Highways report regarding missing “Little Gidding” sign.  0064.25 Allotments – Gidding Charity Trustees advise that rent will increase to £500 mainly because there has been a significant rise in water rates.  After much discussion it was agreed to increase the annual rent to allotment holders by £5 to £30, and a review of the rent paid to the Charity in 2026 . a) There are no new applications, only a Biodiversity statement in respect of 41 Main Street (area planted is at Whitehall Farm, Steeple Gidding)

b) Neighbourhood Plan – update and public consultation.  Paul Hargrave of the Neighbourhood Plan Group advised that the next stage of the project had been completed, the document had been sent out to 17 organisations as recommended by HuntsDC, and a further 62 copies has been sent out by email.  Details had been shared on the village Facebook and WhatsApp sites, feedback can be made via the village website and there is a hard copy available in Winwick, Hamerton and Great Gidding (to view the Great Gidding copy please contact the Parish Clerk and it will be made available).  An event will be held in the Village Hall on Saturday 20th September  at 10.30am, when questions can be asked about the document.

Paul Hargrave left the meeting after giving his update.

c) The Baptist Chapel – wall removed …. Conservation Area and Listed Building consent are required – nothing showing on Hunts DC website as at 15/8/2025  – email sent to Conservation Officer on 5/8/2025, no response yet.  A number of residents have also corresponded with Planning Dept of Hunts DC regarding this site.  Clerk has advised District Cllr Alban of concerns regarding the development.   Clerk has a potential pecuniary interest in respect of the developer and advised she should be excluded from correspondence regarding this site.

0051.25 Village Maintenance – 

a) The Jitty – Milton Estates have been asked to cut back vegetation (later in the year), also to change the gate latch at Mill Road entrance to Footpath 6, and to cut down and cut back vegetation along Main Street.

b) Footpath No 6 – the landowner of the gate on Chapel End entrance and other gates and access has been asked to carry out works.  Footpath Officer at CambsCC has been updated.  The landowner has started to cut back vegetation.  The gate onto Chapel End remains unchanged.

c) Footbridge over Alconbury Brook, Right of Way – email sent to Footpath Officer, with email from British Horse Society, online CambsCC report completed, several residents have telephoned/reported/emailed – work on bridge completed and email of thanks sent to the Footpath Officer and his team for bringing this to a speedy and satisfactory conclusion.         

d) Noticeboard – quotes for both metal and wooden from 2 tradesmen were shared prior to the meeting.  Proposed by Cllr Maciag and seconded by Cllr Hargrave

In response to the resident’s question regarding footpaths (at the Annual Parish Meeting), he will liaise with the Clerk and the Footpath Officer (Dan Wiggs) and Highways Officer (Sarah Budd) to assess these matters.

Councillor Gardener left to attend another meeting.

County Councillor Gardener advised that the Combined Cambridgeshire and Peterborough Mayor will take on extra responsibilities, possibly from March 2026.

County Council voted for an 11% increase in Councillor allowances at a recent meeting.

Cllr Downer thanked County Cllr Gardener and his colleague Dan Wiggs for attending and advising on footpath issues in the Parish.

County Cllr Gardener left the meeting at 20.09 and will next attend in October.

Clerk read out District Councillor Alban’s report re Anaerobic Digester planning application, Hunts DC parking enforcement, Local Government re-organisation, proposed date of 10th September for Districtwide Parish Council meeting with a Highways Officer in attendance.

Cllr Nankivell had reported (via telephone) damage to Black Bridge leading to the Gallops – it has not been repaired yet.  Clerk advised that the reporting page on the CambsCC website has recently been completely changed – she intends to check that all outstanding issues are still recorded correctly and will add a report for the bridge if this is not listed.

Cllr Bolton asked if an Adobe Acrobat subscription could be purchased as agenda and documents are not appearing in the correct order, when sent on by the Clerk – Clerk will try and find another means of sending the agenda and documents prior to a meeting.

Cllr Hargrave gave a report of recent Village Hall Committee events and actions –

a recent pop-up café was very successful. 

The front door of the Village Hall was difficult to close in very hot weather – will be checked out. 

25 people have booked for the upcoming Games Night. 

Investigating a hearing loop or similar system, and the working of the PA system

Cllr Hodson thanked the Village Hall committee for their activities.

Cllr Hodson  declared an interest as an allotment holder  – he advised that Gidding Charity, as owner of the allotment site, had been in dispute with Anglian Water/WAVE regarding invoices for water usage.  A formal complaint has been raised, but the outcome is awaited.  If it is proved that the invoices are correct due to a considerable increase in water use, it may be that rental fee of the allotments to the Parish Council will increase. 

Cllr Maciag – Neighbourhood Plan interim report was ready to share with residents, prior to its next submission to the District Council, and it was agreed that this should be shared via the village website and 3 copies printed.  A printed copy will be available to view in Great Gidding, Winwick and Hamerton and arrangements made to view it.

Member of the public confirmed that insurance was in place for the group, a            constitution was being devised and a bank account applied for. 25 regular attendees, most of those from the village.

   Cllr Hodson requested the constitution include a clause to state that all equipment and assets will be transferred to the Village Hall should the venture discontinue.  Also some of the items listed in the budget are day to day expenses and will not be included as part of the Section 137 grant. 

              Cllr Hargrave proposed that the group be supported in principle and seconded Cllr Hodson’s proposal to donate £800 to enable the group to set up.

   DECISION to grant £800 to softball team – proposed by Cllr Hodson and seconded by Cllr Hargrave

0038.25 Village Maintenance –  Clerk and Councillor Downer met with Dan Wiggs, Footpath Officer for CambsCC and Cllr Ian Gardener – discussion of Footpath No 6 (Mill Road to Chapel End) and The Jitty.  The surface of the Jitty has since been swept since that meeting.  Mr Weekes is to supply a definitive border of what is Highways responsibility and neighbouring landowner responsibility in respect of the Jitty.  Clerk will write to landowners regarding specific issues and copy in Mr Weekes and Cllr Gardener.

              Cllr Downer submitted the following amendment to this agenda item, to be approved at the meeting held on 19th August 2025:

            I believe that in respect of minute 0038.25 the following should be recorded:

  • The CCC Fotpath Oficer has undertaken to contact the Landowner regarding the fallen tree blocking the pedestrian gate on Footpath 6.
  • The CC Footpath Officer has undertaken to contact the Landowner regarding replacing the gate, at the Chapel End of Footpath 6,  with a more accessible one.
  • Councilor Gardener has recommended that GGPC write to the Landowner of the small gate, at the Mill Road End of Footpath 6, and ask the they replace the rope used to secure the gate with a removable chain.
  • Councilor Gardener has recommended that GGPC write to the Landowners of land on Footpath 6 seeking their permission for the overgrown vegetation impeding access, to be cut back.

Noticeboard – quotes are being sought for the board + installation.  Hunts DC have paid       the grant monies and have supplied a logo for inclusion on the board.

0039.25 A recent email from CAPALC outlined the requirement for changes to Parish Council IT provision – dedicated email addresses (.gov.uk) for Clerk, councillors, use of gov.uk website etc.  The email had been shared with Councillors prior to the meeting and, it was agreed that, until more is known about the reorganisation of Councils, it would be preferable to wait to see what requirements came from that exercise that may impact on parish councils, their IT requirements and not to incur additional expense etc.

  • The Internal Auditor’s report and recommendations had been received.  There was an error on the AGAR paperwork due to oversight on a spreadsheet formula, this has been corrected and a revised Form 2 (page 3 of 6) had been completed and authorised at the meeting.  Other changes to procedure were recommended and will be implemented.

              Purpose built agricultural building installed at Gidding Grove Farm – Planning Dept have not consulted for comment.

CIL funding – Huntingdonshire District Council are inviting applications for funding.       Clerk has requested advice from “Implementation Team” at Hunts DC regarding CIL funds that might be due to our Parish in respect of recent developments.  The response from Hunts DC was shared at the meeting and at present there is no CIL due to the Parish.

              Currently information is shared by the Parish Council via the noticeboard at the Village Hall, thegiddings.org website and occasional newsletters (also available via website and noticeboard and on request from the Parish Office).  There are independently organised WhatsApp and Facebook platforms for the village.  The administrator of the WhatsApp page will be asked to post events and notices for the Parish Council and Village Hall and/or to direct people to the website and noticeboard.  Facebook will not be used.

Cllr Hargrave – the recent event in the Village Hall resulted in a £154.00 donation.

Cllr Hargrave enquired about co-option of Parish Councillors.  She will approach one resident and another will be contacted to invite them to apply.

  • Clerk’s working hours for March, a total of 27, were approved.  Clerk had queried her tax code with Payroll Services and that conversation highlighted an error, her hourly rate had not increased since April 2021, therefore back pay was due – Clerk waived the interim amount, but the hourly rate will be increased from April 2025 and backdated payment made for those months.
  • PKF Littlejohn are the appointed external auditors for this year’s audit.  The Clerk will commence the annual AGAR process and reports.

  • There were no planning applications as at 11th April
    • School site – Parish Council’s response to the Secretary of state regarding the proposed Section 77 change.  Cllr Maciag shared his notes, these will be typed up, shared with Councillors for amendment and submitted by the deadline of 18th April.
    • District Councillor Alban forwarded an update on the Anaerobic Digester application, via Councillor Shacklock (North Northants) and this appears on the village website – an extension of time has been granted to the applicants.   

0200.24  Recreation Field – Sawtry Colts representative had enquired about regular use for training sessions and weekend matches as Greenfields at Sawtry is fully occupied.  After much discussion all agreed that, due to parking issues on and around the field, this would not be approved.

a)  Noticeboard – another location was identified and it was agreed to replace the board outside the former school.  Clerk will complete a Huntingdonshire Futures grant in respect of this noticeboard.

                District Councillor Alban:

              He advised that an extraordinary meeting is to be held to discuss re-organisation of Councils.  No decisions have yet been made, lots of ideas are being discussed.  This will not affect the County Council elections in May.

              He has spoken to Councillor Shacklock of North Northants Council and no decision has been made regarding the A D unit application.

              The Saturday freighter service for green waste is not viable and, as the take up by householders of the paid collection has been much higher than anticipated, another option is being considered.

              Parking on double yellow lines will become a civil parking enforcement at the beginning of April.

              He encouraged us to watch/attend the Town and Council Forum events to keep updated of current activities and discussions.

              The District wide Parish Council meeting will take place after election date.

              Cllr Hargrave:

              The jitty between Main Street and Gaines Lane has become overgrown, lots of debris, fallen branches – Clerk will report this on the Highways reporting webpage.

              Deadline for the village newsletter is 26th March – Clerk asked to add that there are still Parish Councillor vacancies.

              Village Hall – the Net Zero Villages grant was not successful, other grant opportunities will be followed up as and when available.

              The small hall will be decorated over Easter weekend.

              Pickleball sessions will start in the next couple of months.

              A new charging policy takes effect from 1st April 2025.

              Cllr Moody:

              Requested that purchase of a noticeboard be added to the next agenda.

  • Microsoft will no longer support Windows 10 after October 2025.  Cllr Bolton advised that it would still be possible to use Windows 10 after this date and there is unlikely to be any issues with laptop or using the Microsoft package. The current annual Microsoft package will automatically renew on 15th April via Clerk’s personal Paypal account.
  • The Defibrillator has been repaired as, due to a lack of power to the unit, it required repair and replacement parts.  The coordinator  is aware that funds will need to be raised to pay for future repairs/supplies.

0184.24  PLANNING applications and  matters:

              There were no planning applications as at 14th March

              School site – a notice has appeared on the school fence.  In effect the County Council are advising a change of use, to enable the site be sold as a residential development site as there is no known use for educational purposes.  Cllr Maciag suggested a response is written to the Secretary of State for Education asking that an access strip be retained to allow vehicular access to the former school house – at present there is no such access and, if this building cannot be sold/used as a dwelling, there is a danger that it will become derelict and we wish to preserve this visible heritage asset in the centre of the village conservation area. 

              An item will be included in the village newsletter to encourage those who were concerned about the school closure, and the site, to write a response.

              A copy of the notice will be forwarded to Milton Estates (Peterborough) and, once our response has been written, that too will be sent to Milton Estates.

0185.24  Recreation Ground –  grass cutting contract for 2025

Bradgate have provided a quote for the 2025/26 contract. At the last meeting I was given discretion of a 12% addition on top of last year’s price of £90 per cut, but the increase is 17.14% at £105.43.

Clerk advised that Bradgate had cut the grass today (18th March 2025), although no contract has been agreed.  She will advise Bradgate that they have the contract for this year.

0167.24 One member of the public was present (CB) to enquire about an update on the broadband provision for the village, which he presented to the January meeting. Cllr Moody had carried out very comprehensive research and presented copies of her findings to those present and explained the content.  It was confirmed that we have superfast broadband in the village, if the “service” is to be improved, the following options will be followed:

              a) Parish Council to contact Gigaclear for an up to date position regarding supply to our village, and clarify if any surrounding villages are being considered, and request a statement for our village newsletter.  Also to write to the head of Connecting Cambridgeshire, also requesting a statement for the newsletter.

              b) via the village newsletter, provide contact details and request villagers to register with Project Gigabit/Gigaclear/City Fibre (all have an involvement with this project), to show there is a need.

              c) Parish Council and villagers to write to Sam Carling, MP for our area, asking for support with this request.

              Parishioner thanked the Parish Council and left the meeting.

Vibrant Communities grant of £772.60 has been received, this in respect of recent coffee mornings and photographic competition and forthcoming wine tasting event.

Net Zero Villages grant has been applied for and are now obtaining quotes for insulation of the roof etc (deadline 28th February).

Future events are Wine Tasting (Village Hall committee to organise) and Treasures in the Attic and Open Studios (organised by others).

Cllr Maciag advised that he is working on maps to accompany the Neighbourhood Plan and it is hoped that this can be resubmitted to HuntsDC at the end of March.

  • Clerk attended the online Hunts DC meeting regarding changes to planning policy.  A link to the meeting and slides has been sent to Parish Councillors.

d) 3 quotes for tree work at Pound, Recreation Field and Village Pond shared with Parish Councillors prior to meeting.  After discussion, it was agreed that the 3 dead elms should be removed from the Pound, together with any branches that are encroaching on overhead cables (but not those originating from surrounding land) but, if the use of traffic lights was still required, then contractor must confirm price.  All other proposed works will be postponed.

DECISION – to appoint ……………… as contractor for this project. NO DECISION as work required revised and requires further discussion with contractors.
