Minutes of the meeting held on Tuesday 17th January in Great Gidding Village Hall

PRESENT: Cllrs Hodson, D’Altilia, Maciag,Hargrave, Moody, County Councillor Gardener and the Clerk.  Joined by 6 members of the public at the start of the meeting

The start of the meeting was delayed as members of the public were in attendance who anticipated that there would be an agenda item to discuss the recent notification from the Education Department of Cambridgeshire regarding the future of Gidding School.  It was confirmed that discussion of the school was not on the agenda for this meeting, but it was intended to include this on the agenda for the meeting to be held on Tuesday 21st February.  This caused consternation amongst the public, but it was explained that County Councillor Gardener had been present at the Cambridgeshire County Council Children & Young People (CYP) meeting which had taken place this afternoon (17th January 2023) and was intending to report on the content of this meeting to Parish Councillors therefore, at that moment in time, the information had not been shared.  Members of the public requested that the Parish Council hold a meeting to discuss the future of the school, and the impact on the village should it close.

Assurances were given that this would be considered and members of the public left the meeting.

176.22 To receive reports from Councillors and Clerk:

            Councillor Gardener had attended the meeting of the Children and Young People’s committee of Cambridgeshire County Council this afternoon.  Item 4 on the agenda for that meeting was a proposal to enter consultation on the possible closure of Gidding School.  The Chair of that meeting declared that the outcome was not predetermined and this was the first stage of the consultation process.  Having taken legal advice, the County Council consultation period will commence on Monday 23rd January and close at midnight on Tuesday 21st February.  Education Department representatives are willing to attend a prior Parish Council meeting to enable members of the community to ask questions.

Cllr Gardener answered many questions from Councillors.  Cllr Maciag proposed an Extraordinary General Meeting and the date of Thursday 9th February was agreed (Education Department have agreed they will attend).

Education Department will also arrange meetings with staff members, governors and hold individual parent meetings to discuss options. 

Cllr Gardener confirmed that the Diocese was represented at the meeting held today.

Cllr Gardener advised that a critical question put to the CYP committee today was to ask if the closure could be delayed until the new school at Sawtry is open.

A meeting will be held by representatives of the Education Department at the School on Tuesday 31st January, start time of 7PM, everyone is invited to attend.

Cllr Gardener advised that this is one of several stages in the procedure to close a school and any outcomes from the consultation will have to be presented and approved by the Department of Education.

Cllr Gardener also advised that the District Council are meeting this week to consider re-writing the Local Plan, which could have an impact on small villages – families – children, no further details are known at this time.

Cllr Gardener will send through his notes on other County Council matters and had to leave to attend another Parish Council meeting.

181.22 Neighbourhood Plan update – Minutes of the meeting held on 3 January 2023 were shared

            Cllr Maciag proposed Great Gidding joining with the parishes of Hamerton and Steeple Gidding and Winwick – it will be known as the GWH Neighbourhood Plan – this was agreed by all Parish Councillors

            Cllr Macaig shared the budget that had been drawn up for the Neighbourhood Plan, there were suggestions for revising some of the figures.

183.22 Communications with Parishioners

Spring 2023 Gidding News – Clerk had drawn up a draft and shared prior to the meeting, there are some further additions to be made, including a request for people to join a Coronation events meeting, advising that a sum of money is available, ALSO mention of the school meetings. 

“What goes on in Great & Little Gidding parish” – Clerk and Cllr D’Altillia had met prior to the meeting to consider this information sheet for residents, drawing up a list of contents, for distribution to every household in the Parish. 

Clerk had the idea to distribute this as a “souvenir” of the King’s Coronation.

Clerk had obtained an “outline” estimate from Inkwell printers, which based on the outline given, indicated the price would be less than £1 per household.

Cllr D’Altillia proposed that this project be commenced and funded by the Parish Council, this was seconded by Cllr Hargrave.

Cllr D’Altillia and Clerk will commence information gathering and compilation and bring back to a future meeting.

PRESENT: Cllrs Hodson, D’Altilia, Hargrave, Moodya and the Clerk.  Joined by 3 members of the public – 1 for 160.22 and general enquiry, 2 for 164.22

153.22 Public & Press participation session with respect to items on the Agenda:

            TM was in attendance to discuss concerns about the parking along Main Street, particularly around the School, and the speed of traffic along the same stretch of road.  Cllr Hodson advised that parking by school parents/staff/visitors had been a problem for decades and it was difficult to see how this could be resolved or improved as the availability of parking at the Village Hall was not utilised fully and the recent installation of the MVAS sign to monitor traffic in this area was ongoing.  Cllr Moody requested the Clerk to enquire of Highways Department what measures could be taken to improve this area of Main Street.

            JD and MK, representing the PCC, joined at the request of Cllr Hargrave to discuss the Coronation of King Charles and ways in which the village could mark the event and celebrate together.  A list of suggestions had been shared prior to the meeting.  It was agreed that it was not necessary to close the road as there were other areas in the Parish where events could be held.  The Church particularly would be involved and local businesses would be invited to join/support too.  Residents will be informed and asked to help out, and a meeting will be held in January to put together a plan.    

154.22 To confirm and accept minutes of the meeting held on 15th November 2022.  Clerk had missed the recording of the decisions regarding Planning Applications – this has been amended and therefore Cllr Bolton recommended acceptance, seconded by Cllr Hargrave.

Cllr Hargrave commented on the Gains Lane property that has remained empty for over a year – Clerk will write to Chorus Homes and request that they take steps to resolve this matter.

            *** Cllr Hodson advised that fund raising may be required to top up the account.

  • Clerk’s working hours for November – total of 34 – approved
  • The increase in the Clerk’s hourly rate by £1.00, backdated to 1st April 2022, was proposed by Cllr Hodson and seconded by Cllr Bolton.
  • It has been confirmed that PKF Littlejohn remain as the external auditors and, providing we stay within the £25,000 income/expenditure band, there will no fees applicable for the audit.
  • CIL tax return had been completed and returned, and will appear on the Huntingdonshire District Council website.

158.22 Planning Applications and Planning matters –

            a)Further correspondence re. Telecommunications mast and base station in Thurning/Luddington/Hemington Parish has been received and shared prior to the meeting – an objection had been raised and an alternative site suggested.

            b) Proposal: Single storey rear extension, demolition of existing conservatory and external works to property frontage.

Reference: 22/02176/HHFUL – deadline 19th December, advised our response will be available on or before 23rd December

            An email had been received  from neighbour regarding this and other matters.

            OBJECTION as the visibility splay onto B660/Main Street will be further obstructed by the proposed wall and fence, at a point where there is a bend in the road, creating an unsafe exit from the Village Hall car park.  This will also be the comment from the Village Hall Trustees who, as a neighbouring property, were consulted on this application.

159.22 Training opportunities for Councillors and Clerk – none at present.

160.22 LHI bid for 2023/2024 – DEADLINE for bids 6th JANUARY – bids to exclude 20MPH zones/limits (which had been proposed for Little Gidding)

a)Little Gidding junction – to improve safety and signage (see County Councillor Gardener’s email clarifying stages for application).  Further clarification is required regarding the road between Great and Steeple Gidding and speed limits approaching the Little Gidding junction but, when the 20MPH scheme is open for applications, this may be applied for in respect of the lane down to the houses/Church at Little Gidding.

b)Main Street – double yellow lines down one side between various points  – Cllr Hargrave had measured the width of Main Street from the T junction with Mill Road, to the crossroads with Chapel End/Luddington Road (see attached map) – there was a narrowing from Church Farm/Village Hall to the bank up to the Church – after much discussion it was decided that an LHI bid would not be submitted for this project, but to await the response from Highways Department to see what measures  were recommended (see 153.22 above).

161.22 Neighbourhood Plan update – Minutes of the meeting held on 23 November had been shared prior to the meeting, together with Minutes from Hamerton and Steeple Gidding’s Parish Meeting and Winwick Parish Meeting.

            Proposal to join with Winwick and Hamerton/Steeple Gidding to produce a joint Neighbourhood Plan – Cllr Hodson proposed and this was seconded by Cllr D’Altilia

Sawtry Neighbourhood Plan – pre-consultation document and open days on 10 December and 20 January

Clerk had made enquiries regarding GDPR requirements and insurance for this project and established that this will be under the Parish Council cover.  She recommended that a dedicated email be set up for use by the group.  She has requested sight of the budget for the project, as any payments will require approval through the Parish Council meetings.

The next meeting of the Neighbourhood Plan Group, made up of residents of Great, Little Gidding, Hamerton and Winwick, will take place on 3 January 2023.

            Coat of Arms “vote” – Of the votes received, 47% chose option E.  Parishioners will be notified on the next issue of Gidding News.

166.22 Review of noticeboards in the parish – Cllr D’Altilia had received parishioner comments regarding information sharing of Parish events.  The Parish Council now only use the noticeboard at the Village Hall, the board at the Rec Field is for information associated with that site.  Ownership of the board near the school is not clear, the board is open to the elements and unsuitable for notices.  Clerk and Cllr D’Altilia will meet to explore what other means of communication with residents can be implemented.

b) Neighbourhood Alert/ECops etc –  email dated 21/11, 22/11,22/11 stolen jewellery, 24/11 Christmas shopping fraud, 28/11+5/12 from the Courts, 6/12 fraud alert, 6/12 Christmas warning, 8/12 999 calls, 12/12 jailed in Cambridgeshire, – also weapons seized. c) Resident’s verbal report to Clerk regarding increase in dog mess, both on footpath and elsewhere in the village.  There has been an increase in dog ownership during and since COVID lockdowns and Councillors were aware in the increasing problem throughout the village.  The following comment from Huntingdonshire District Council’s website will be included on the next issue of the Gidding News, together with the link to the reporting page (https://forms.huntingdonshire.gov.uk/DOGFOUL/launch)  “ Offenders may be issued with a fixed penalty notice of £100 or a fine of up to £1,000 if prosecuted under the Anti-Social Behaviour, Crime and Policing Act 2014.”   Also a request for volunteers to empty dog waste bins, as the Parish Council has unused bins in storage due to lack of volunteers to empty them (health and safety briefing will be given).

Minutes of the meeting held at Great Gidding Village Hall on Tuesday 15th November 2022

Present:  Cllrs Hodson, Bolton, Hargrave, Moody, and Maciag, County Councillor Gardener and the Clerk. 2 members of the public present – SB for 146.22 and RP for 142.22 (a and b)

134.22 Cllr Hodson, as Chairman, welcomed those present to the meeting.

136.22 Cllr Maciag declared an interest in item 142.22 (c) on the Agenda

137.22 Public & Press participation session with respect to items on the Agenda:

            RP regarding planning applications, enquired about the Parish Council role as a consultee and how the Neighbourhood Plan would affect this.  Cllr Hodson advised that the Parish Council have an additional set of criteria to consider when responding to an application and that the Neighbourhood Plan was in very early stages and, as yet, would have no effect or bearing on these applications.  RP and family live in the neighbouring property and have submitted comments to Hunts DC Planning Department regarding 142.22 (a and b).

            SB presented details of the CambsCC pilot scheme for community heating (around 80 houses at Swaffham Prior).  County Councillor Gardener advised that Grafham, Perry and Great Staughton had also enquired about this scheme but, on investigation, it was found not to be viable.  Cllr Gardener will obtain and forward further details on required criteria for the scheme, and can arrange for Cheryl French, Cambs CC lead on this project, to attend a future meeting.  It was agreed that questions regarding forms of heating should be included on the Neighbourhood Plan.

138.22 Minutes of the meeting held on 18th October 2022  were confirmed as a correct record by Cllr Bolton and seconded by Cllr Maciag – the Clerk will change the comment on 122.22 regarding the Parish Precept that it may “possibly increase in 2024/25”.

140.22 Reports from Councillors and Clerk:

            Clerk – Gidding News Autumn 2022 had been distributed around the Parish.  The coat of arms “vote had attracted 29 votes, this will be added to the December agenda, as will an update on the messaging service, which is now up and running.

Also Luddington/Thurning/Hemington had responded to the proposed application for a communications base station and mast in their parish and had forwarded a copy of their response together with details of an alternative site.

Cllr Gardener – Great Gidding was in a 3km protection zone for Avian Flu as of Monday 14th November – Clerk had shared this information on the village website, via the text messaging service and via a WhatsApp group on Monday.  Details can be found on the DEFRA website and Huntingdonshire District Council – avian flu webpage.

Congestion charge meetings were to be held in St Neots and Huntingdon – dates and venues to follow, there was to be a “dispensation scheme” for visitors to Addenbrookes.

Greater Cambridgeshire partnership had a survey regarding bus services, Cllr Gardener was advising on bus services in West Hunts.

CambsCC future spend consultation was on line.

Great & Little Gidding will remain in North West Cambs following the Parliamentary constituency boundary changes.

Government had made additional funding available for free school meals and activities over the Christmas/New Year holidays

Cllr Gardener will forward his notes for additional details on the above topics.

He left the meeting to attend another.

Cllr Hargrave had attended a Councillor training workshop and found it extremely useful

142.22 Planning Applications and Planning matters –

            Councillors and Clerk had visited the sites on Saturday 12th November, with the permission of Milton Estates.  Comments and observations had been compiled as a response to each of the applications and will be forwarded to the Planning Department of Hunts DC.

Comments have been forwarded to Huntingdonshire District Council, with an Approval to the proposed development.

144.22 LHI bid for 2023/2024 – applications invited from 31st October 2022 – bids to exclude 20MPH zones/limits (which had been proposed for Little Gidding)

            Cllr Hodson advised of the proposed scheme for Little Gidding junction.  It was also suggested that double yellow lines on one side of Main Street would alleviate some of the traffic problems.  Clerk will forward copies of previous LHI bids to Councillors so they have insight on what is involved and how to present the bid.

SEE item (p) of correspondence re. Milking Slade Lane – it was felt that no further signage should be added at present and this may be the subject of a future LHI bid.

            MUGA – Cllrs Moody and Hargrave’s report on funding options had highlighted a set of questions regarding evidence/support/impact etc – Clerk will assist them.

            County Councillor Gardener:

  • He had met with the Highways Officer, Sharon Middleton, and surveyed footpaths in the Parish.  It was felt that the footpath coming up the hill on Main Street required repair, white lining renewed on Main Street also at the Little Gidding junction – these works are likely to take place in 2023/24.  Residents in Milking Slade Lane had concerns about signage that had recently been installed as part of the Local Highways Improvement bid, particularly the large 60MPH signs – Cllr Gardener will request these signs be removed.
  • (Clerk asked for an update on Footpath No 6 – this had not been part of the walk round with the Highways Officer – Cllr Gardener asked that an email be sent to Highways Department).

County Council matters that he advised us of:

  • Local Highways Improvement bids can be made for the next round of assessment and funding, currently this should not include any 20MPH limits or zones as that will be a separate application later in the year.
  • Changes to bus services were under consideration, Cllr Gardener has requested that buses travel further to the west of the county, also proposed that TING buses to be increased.
  • A congestion charge was proposed for Cambridge (including Addenbrookes), to be in force between 7AM and 7PM – £5 per day.  Cllr Moody commented that, since the A14 improvements, access to the St Ives Park and Ride/guided bus facility was more difficult from our locality, therefore residents from our part of the county are less likely to use this facility, but travel by car to Cambridge.
  • There is potentially another Park and Ride to be sited near the M11/A10 junction.
  • Cllr Gardener left the meeting at 19.48

                        Cllr Hodson – School governors and clerk to the governors have resigned, followed by the resignation of the head.  Another part time head has been appointed.  Cllr Hodson has offered to become a governor, Cllr Moody has been asked to become an interim governor.

            Cllr D’Altilia – the text messaging service is now available for use (an article on the Autumn issue of Gidding News gives details of this service and how to sign up).

After discussing and setting the budget for 2023/24, it was evident that there would be a need to use Parish Council reserves in the next financial year.  A future issue of Gidding News will inform Parishioners that the Parish Precept has not increased this year, but it is likely (at the meeting held on 15th November 2022, it was agreed that this should be altered to “possible that we will have to increase …”) that we will have to increase it next year 2024/25.

123.22 Neighbourhood Plan – Cllr Macaig and PAH (member of the public) advised that the meeting held on 11th October was attended by 2 representatives from Winwick (Parish Meeting) and 1 from Hamerton (Parish Meeting).  An outline of the potential and requirements were presented on slides, discussion followed, and the representatives will go back to their respective parishes and discuss and consult with their parishioners.  The next meeting will be held on 23rd November when Winwick and/or Hamerton will advise if they will join this Parish, thereafter a revised application will be made to Huntingdon District Council.

124.22 Planning Applications and Planning matters –

            a) telecommunications mast and base station – Brights Lodge, Luddington ITB. All correspondence had been forwarded to Parish and District Councillors on 7th October, only 14 days consultation period was permitted.  A copy of the letter sent by the Parish of Hemington, Luddington and Thurning had been shared with Councillors.  After discussion, it was felt that the proposed site was too far out of this Parish, also in the next County, and therefore a letter indicating that we have no observations either for approval or objections would be sent to the “developer”.

127.22  SS and MR attended the meeting as representatives of St Michael’s Parochial Church Council.  They advised of the Deanery Development Plan which tasked them with identifying the future of the Church, both as a building and a village “organisation”.  Currently the weekly congregation is 3 or 4, more for special services, and supported by a team of volunteers.  They requested to have questions included in the Neighbourhood Plan to assist them with forecasting the ideas and expectations of residents, and Councillors agreed this would be a welcome addition to the Plan.  PAH, representing the Neighbourhood Plan group, asked that they submit questions via the Clerk.

            Cllr Hodson requested they submit written ideas and options for the Church, for example if it becomes a redundant building.  Clerk was requested to make enquiries about who is responsible for the graveyard and its upkeep were the building to become redundant.

107.22  Parochial Church Council members to discuss Church matters (their attendance has been postponed to the October meeting).  Cllr Bolton asked for this matter to be considered and there followed a long discussion regarding Church support, financialand otherwise.
 

108.22 Recreation Ground:

            MUGA – Cllrs Moody and Hargrave have identified a couple of possible funding options and will make further enquiries.  Cllr Moody suggested that the next issue of the Gidding News should advise that resident’s engagement and opinions will be required to take this forward, and that the facility will be for all ages and abilities

109.22 Cllr D’Altilia’s research on a messaging service between Parish Council and residents.  He produced a comparison spreadsheet of companies, costs and facilities and the decision by Councillors was use the Firetext messaging service.  Cllr D’Altilia will set this up and parishioners will be invited to join the service via the next Gidding News, followed up by a leaflet to each household.

084.22 Neighbourhood Plan – The Clerk had shared a draft email to be sent to neighbouring parishes, inviting them to join the process – some additions and amendments were suggested.  Clerk will send a revised email to Councillors.  Dependent on responses from other parishes, interested residents would meet up to discuss the potential collaborative project.

Decision required by  10th August 2022 – extension requested, no response from HDC

Messrs Rory and Matt Halligan, owners of the site, were present at the meeting to answer any questions from Councillors.  They advised that Adshell/Clear Channel, manufacturer and supplier of street furniture, have been their tenants since 2001 and they are now supporting the company remaining on site by enabling the provision of a warehouse for additional secure storage, under cover, which will also act as a showroom for prospective buyers.  They hope to have the facility completed before this winter.

Questions were raised by Councillors about future development at the site (none required at present), the height of the proposed building (lower than the existing building on site with a shallow pitch roof), drainage (feature pond would also act as drainage facility), use of container units (the proposed warehouse would replace these and they will be removed, the site to be tidied up overall), increase in traffic both during construction and when operational (during construction excavators would remain on site as they are utilising what materials/soil they have rather than bringing in more, the building materials would be brought in and construction takes place on site, there would be no additional vehicle movements once the building is complete), landscaping/planting (as this is to be the “showroom”, there will be extensive planting around the new building).

Cllrs had no further questions and felt that they could support the application as it provides rural employment and adds to the local economy (see planning reasons)

087.22 Cllr D’Altilia’s attended the Councillor training session via ZOOM – he commented were that he felt a “workbook”, setting out terms and processes would be a useful addition to support the information given during the training.  Clerk will obtain updated copies of the Good Councillor Guide from NALC, and send a link to the NALC website where it can be read online.

088.22 Recreation Ground:

            MUGA – the next step is to research ways of funding the project, either through grants, donations, fund raising or a combination.  Also contact School to ask for their support.  Clerk will support Cllrs Hargrave and Moody to compile information.

It may be necessary to set up a separate bank account, under the Parish Council umbrella, to accommodate the finances for this project.  Residents will be updated on progress of the project via the next issue of Gidding News. 

089.22 Cllr D’Altilia had researched the potential for a bulk short messaging service (SMS) for Parish Council to use to inform residents of urgent/important/necessary notifications.  It was felt by Cllrs that this would reach more residents than social media platforms or website.  Using this system, a message would be sent via phone by the Clerk or a Councillor, responses from recipients would not be possible/available.  Parishioners would opt into the system by providing their mobile number only, names would not be shown, and the system would be fully GDPR compliant.  The cost would be approx. 3p per message (one charge for one message to all participating residents) and invoiced monthly.

            It was felt by Councillors that there should be a “sender” name attached to each message, ie Great & Little Gidding Parish Council, so that recipients could identify genuine messages.

Clerk enquired whether Vodaphone provide such a service, to link to our existing telephone and internet supply.

  • Budget review – Cllr Hodson explained the current Budget and the various headings used and reasons behind the various budgets.   He answered various questions from Councillors regarding the Budget .  Cllr Moody suggested that a budget may need to be created for the Neighbourhood Plan in the future.

062.22 Neighbourhood Plan – Cllr Maciag had attended a meeting organised by Grafham Parish Council, with others from the Parish, and others from local Parish Councils.  He outlines the stages that a Neighbourhood Plan must go through, in consultation with Huntingdonshire District Council at various stages and, above all, including and involving the community in the process.  Grafham had combined with Ellington to complete their plan and suggested that this Parish Council could combine with a neighbouring Parish.  A team of up to 10 (dependent on being 1 or more Parishes) would be required to devise the Plan with regular meetings, taking minutes and evidencing work carried out.  The Clerk was asked to contact Hunts DC to enquire if they would support the joining with another Parish, before an approach was made to neighbouring parishes.

068.22 Cllr Maciag’s feed back on his training session – the trainer advised that a Councillor should not be a volunteer, discussion followed with no absolute conclusion other than, if acting as a volunteer, there must be insurance in place to cover such activities.
 

069.22 Recreation Ground:

              MUGA – Cllr Maciag had obtained quotes for provision of the MUGA, both in the region of £60,000 +VAT – this could be either asphalt or Astro surface.

              The next step is to consider how to fund this project, possibility of a Public Works Loan Board grant, fund raising and grants through other organisations will be investigated.  Cllr Hargrave offered to assist with admin and applications.   

              The Parish Council is registered for VAT and could claim back this amount.

073.22 Seats in Main Street – a resident had observed that the seats opposite the Village Hall and village shop are looking shabby. A volunteer repainted the woodwork of the Village Hall seat last year but this had not weathered well.  No observations were made regarding this matter.

050.22 Recreation Ground:

            a) Wicksteed inspection made on 9th June – report shared with Councillors at the meeting, the report will be forwarded with these Minutes.

            b) MUGA planning approval received – Cllr Macaig will seek quotes to establish a budget for this project and it will then be discussed how funding should be obtained.

051.22 Section 137:

            A parishioner has proposed the revival of the pre-COVID midweek coffee mornings, to be based in the Village Hall (rather than in individual’s homes).  Funding was requested to support this activity, potentially to cover the cost of hire of the Village Hall.  As Councillors are also Trustees of the Village Hall, it was proposed by Cllr Hodson that Village Hall hire fees would be waived for the first six months of coffee mornings, this was unanimously agreed by those present.

            Events had been held over the Jubilee weekend.  A donation of £17.00 has been paid to the Gidding Charity from the Petanque and Picnic event – the Parish Council had allocated £300 to this event, £144.00 = the total costs, with donations requested towards food and drink, there was an excess of donations over costs, hence £17.00.  In addition, the Parish Council will transfer £127.00 to the Gidding Charity.  Also, donations for refreshments at the Jubilee Display in the Village Hall raised £14.10 for Gidding Charity.

                In response to the Planning Application for a MUGA, Tim Alban has advised :

I have just received the following from the Senior Planning Officer covering the north of the district, which looks like good news.

“I’ve liaised with Debra on this. The application is on target be issued by 27th May and can confirm that it will not have to go to DMC for determination.”

Cllr Maciag advised that (as an architect) he has several planning applications that are outstanding for long periods of time with the District Council.

028.22 Huntingdonshire District Council’s revised Code of Conduct – this had been shared prior to the meeting and was unanimously approved by Parish Councillors.      

029.22 Asset Register – this had been shared prior to the meeting and was agreed as a correct record by Parish Councillors.

030.22 to discuss whether the Parish Council should engage with social media and, if so, with which providers, and types of information that could and would be shared:

            Cllr Hodson explained that the village website was available to other organisations and individuals to post items, including businesses and local activities – the hosting fee is paid by the Parish Council.  The “village” Facebook page was set up and by a resident, as is the WhatsApp group.  Gidding News is published and circulated to all residents 3 or 4 times each year.

            Cllr Pudney has offered to post Parish Council/items affecting residents that are deemed urgent or needing to be shared (ie road closure).

            Cllr D’Altilia proposed a text message system, sent out to those that sign up to the service, that contains information only – he will research further and establish GDPR requirements.

Minutes of the meeting held at Great Gidding Village Hall on Tuesday 19th April 2022

Present:  Cllrs Hodson, Pudney and Maciag, County Councillor Gardener, and the Clerk.

2 members of the public were present   

001.22 Cllr Hodson, as Chairman, welcomed those present to the meeting

002.22 Apologies for absence were received:

            Cllr Bolton – holiday

            District Councillor Alban –  ill health

003.22 There were no Member’s declarations of Disclosable Interests.

004.22 No members of the Press were present.  Members of the Public were in attendance to observe the meeting.

005.22 Minutes of the meeting held on 15th March 2022 were confirmed as a true and correct record by Councillors Pudney and Maciag                       

005.22 There were no matters arising from those Minutes. 

006.22 To receive reports from Councillors and Clerk:

            County Councillor Gardener

The County Council are considering implementing 20MPH zones throughout the county – details regarding funding and how to apply are not yet available. 

A reduced £1 rate has been introduced for under 19s using the TING bus. 

A Ukraine Response Group has been formed by the County Council, which includes welcome, welfare and education support for refugees.  25 households in the Hunts DC area have offered accommodation to refugees.

Cllr Gardener left this meeting to attend another.

Clerk – update on plans for Jubilee Weekend events in the Parish, which will include a boules tournament with “bring along” picnic in the Community Orchard, in addition there will be a display in the Village Hall of events/groups/clubs over the last 70 years – details will be distributed during May to parishioners.

Clerk – update on Milking Slade Lane, LHI signage etc.  Highways Dept have responded to residents concerns and will take action to alleviate the issues.

Cllr Pudney – asked if the Parish Council had been made aware of the intended closure of Main Street by Anglian Water, as this had caused concerns on local social media.  Clerk advised that the Parish Council have not received correspondence from any organisation regarding road closure in the Parish but, several weeks ago, she had reported the sinking of the road surface between Church Farm and the Village Hall to CambsCC Highways Dept and Anglian Water, and assumes this closure was to enable this to be repaired. 

Cllr Pudney requested that use of social media be added to the agenda of the next meeting.

Cllr Pudney advised that a 40MPH sign has been damaged along Winwick Road, Clerk has already reported this (and the sign indicating a right turn into Hemington Lodge Road) to CambsCC Highways Department who, in turn, have responded that this will be addressed within the next 12 weeks.

007.22 An Application  has been received from Fabio D’Altilia to join as a Parish Councillor

Cllr Hodson proposed acceptance of the application and seconded by Cllrs Pudney and Maciag

d) Clerk’s hours worked between 1st and 31st  March (29 hours) – approved by Cllr Pudney

e)  Proposal to purchase an additional solar unit for the second MVAS post was made by Cllr Hodson, a price of £469.12 was quoted by ELAN City quote, this was seconded by Cllr Pudney

f) Proposal to accept pay increase for Clerk’s hours in line with NALC guidelines (an increase of 21p per hour) was made by Cllr Hodson and seconded by Cllr Pudney.

009.22 Planning Applications and Planning matters:

A) Great Gidding C of E School – retention of existing canopy and covered play area until 31 August 2027 (Ref: CCC/22/024/VCR3)

b) Great Gidding C of E School – retention of the 1 x 8 bay and 1 x 2 bay mobile classrooms until 31 August 2027  (Ref: CCC/22/026/VCR3)

No observations, either for or against, were made on both applications.

010.22 Huntingdonshire District Council’s revised Code of Conduct

            Proposal to adopt this Code of Conduct – Clerk will send out the Huntingdonshire District Council Code and the Parish Council’s current Code of Conduct to enable a decision to be made at the next meeting.

            Completion of revised Disclosable Pecuniary Interests form by Parish Councillors – these will be brought back at the next meeting.

011.22 Asset Register – to view the current register – this matter held over until the May meeting.

012.22 Request (verbal) from St Michaels Parochial Church Council to support them with funding works to trees within then Churchyard.  Discussion followed and the request to fund works to trees within the Churchyard was declined.  Clerk will advise the PCC.

013.22 Training opportunities for Councillors and Clerk:

            Saturday 21st May – 9.00 to 15.30 – Councillor Training (online via ZOOM)

014.22 Recreation Ground:

            a) Trespass by motorbike users –  a parishioner had reported that small motorbikes had been seen on the Recreation Ground, on one occasion resulting in a family leaving the area.  PH suggested a kissing gate at the Winwick Road entrance but this would also make it difficult to gain access with a pram/pushchair/bike etc., ground barriers would also cause access issues.  It was felt that signs would not be effective. Advice will be sought from the Police.

            b) Cllr Hodson proposed that Wicksteed Leisure be instructed to carry out annual inspection of play equipment – Cllr Pudney seconded.

c) Planning application for MUGA – it has been indicated by Hunts DC planning Department that this will be discussed at their May meeting.

d)  Cllr Maciag has the oak for renovation of the bench, a working party to be organised in the near future.
