Cllr Maciag had attended a meeting with HuntsDC and other members of the Neighbourhood Plan group to discuss the draft policy. They were advised that some re-editing was required, particularly with regard to policies and planning matters. Once this has been completed, the Plan will be re-submitted to HuntsDC.
Also, monies left in the Neighbourhood Plan budget will have to be returned to the Department of Levelling Up after the end of the financial year on 30th March 2024, and then re-applied for in respect of the 2024-25 budget.
Clerk – PCSO Sergeant Martin has accepted the invitation to attend the Annual Parish Meeting.
Clerk has completed an online survey from CambsCC regarding the re-introduction by the Council to spray weeds with chemicals – the request was made to include our Parish in weed spraying schedules.
Clerk had forwarded to Councillors the recently received email about alternative plans for those who have not signed up to the Garden Waste Subscription Service. Larger villages will have a monthly collection, Great & Little Gidding fall into another category where they were offered up to 10 bins to be sited/emptied from Parish Council owned property. Lengthy discussion followed regarding locations and logistics. District Councillor Alban joined the meeting during this discussion, having been at the Folksworth & Washingley Parish Council meeting, where similar questions and observations were made. On the whole it was felt that the District Council was transferring many problems and issues regarding green waste disposal to Parish Councils and the Clerk was asked to compile an email of comments and observations and send to the District Council (cc to Cllr Alban).
District Cllr Alban reminded those present of the District Wide Parish Council meeting to be held on the evening of 20th March at Norman Cross Motel.
Cllr Hodson asked if anything further had been heard about HuntsDC Call for Sites report (Clerk had checked their website and there was no mention) – he will enquire about its progress.

61 Main Street – extension to form orangery.
As this was a resubmission of a lapsed permission, the Parish Council have no objections.
180.23 School playground – proposal from Milton Estates. Cllr Maciag had advised Milton Estates that the Parish Council would not be buying or leasing the School House from them. Milton Estates then asked if the Parish Council would continue with the project to convert the school playground to a MUGA – Councillors agreed that Cllr Maciag should advise Milton Estates that the Parish Council are still interested in this site.
181.23 Allotments – Cllr Hodson requests approval for installation of 8 x 6 shed, to replace an existing shed on his allotment – approved by Cllr Moody and seconded by Cllr Hargrave.
182.23 IT and online storage – Clerk has had issues with the laptop as storage capacity of 5MB was overfull and emails could no longer be sent or received. She has deleted lots of non-essential documents and emails, stored documents on memory sticks and this has alleviated the problem for the very short term, and was grateful for advice from a resident. Part of the problem is due to the expiry of the Microsoft package. Discussion followed about payment for the Microsoft package, now only available online via payment by debit/credit card, which the Parish Council does not have.
Clerk was asked to enquire how other Parish Clerks overcome this.
Clerk was recommended to purchase an external hard drive to increase storage capacity.
183.23 Highways, Byways and Footpaths
Hemington Lodge Road – Temporary Traffic Road Closure mid-April for repairs. Clerk had been contacted by Clearchannel and directed them to CambsCC Highways Dept to answer their specific enquiries.
Chapel End – Temporary Prohibition of through traffic between 12th and 18th March – this was thought to be another water leak issue between the Mill and Gains Lane, but details are not known
184.23 Recreation Ground – application to HuntsDC for bio-diversity grant was unsuccessful. Councillors agreed not to reapply.
185.23 Village Maintenance
Benches in Main Street – one quote has been provided, Cllr Hodson felt this was too high, various suggestions made about how to get this work done and this will be added to the April meeting agenda.
Cllr Moody requested Clerk to enquire of Highways Dept if 2 x 3 seater benches can be sited on the area of grass opposite the shop (intersection on the Luddington Road/Winwick Road).

School playground area/School House – Mark Freer at CambsCC is overseeing this site and was asked for an update on the timeframe and process – his response is awaited.
b)Community Asset meeting – held on 6th February, all sites within the Parish were considered and discussed.
c)Anaerobic Digester – nothing further heard on 9/2/2024. There is currently a new building appearing at Rectory Farm, a “hotel” or accommodation block for seasonal workers – North Northants Highways raised concerns prior to planning approval, considerable traffic being generated along Hemington Lodge Road, rather than Gypsy Lane (as outlined in the application) – Application Number: NE/23/01036/PDU.
Clerk will enquire, via HuntsDC, if we can apply for CIL in respect of this development.

168.23 Village Maintenance
Benches – refurbishment/repaint or install replacement(s) – clerk will seek quotes for refurbishment to enable comparison of prices with replacement benches. Councillor Moody enquired about the grass area opposite the shop (WInwick Road/Luddington Road) and whether a bench might be sited there in the future – this is County Council owned land, this area is included in their grass cutting programme, although they are only obliged to cut once a year, therefore the Parish Council include this area in their grass cutting contract to keep the area looking tidy.
Volunteer for emptying of dog waste bin (Chapel End) has changed – supplies purchased (see payments above). Clerk has emailed thanks to those involved.
Litter Pick and tidy up tasks around the Parish – due to the very wet ground conditions, and grass already growing well, this will not take place.
(There is a day of clearing and tidying planned for Saturday 24th February in Jubilee Wood starting at 9.30AM – also cancelled due to wet ground conditions).

Cllr Moody had read through the accompanying documents for the recent CambsCC Budget meeting (Clerk and Councillors had not been available to attend the online meeting). Her summary was that there were many budget cuts to be made, but nothing that would greatly impact on our residents.
Clerk had corresponded with the developer of the Gains Lane property regarding items left on the roadside – he advised the landscaping of the property is to be completed when better weather arrives, and the former property owner has an outstanding matter to complete.
Gidding News had been distributed at the end of December – so far there have been no responses to questions/requests made.

Cllr Hodson advised that, after updating the cash flow forecast, the budget figures were all adequate but, due to the various additional issues that had arisen during 2023, the wages budget would be exceeded.
It was agreed that a further £50 should be added to the Website budget to cover any future storage/amendment requirements.

School playground area/School House – the registration of the area as an Asset of Community Value was unsuccessful. Contact is now John MacMillan of the Property Team at CambsCC (Jonathan Lewis to leave the employ of the County Council in the near future).
An additional meeting of the Trustees of the Village Hall & Recreation Ground will be held in February, to consider all community assets and the way forward.

a) Clerk has obtained a quote for an additional speed camera, to be sited on the second post opposite Manor Site Farm – Cllr Moody proposed the purchase of another unit, seconded by Cllr Hargrave.
Further road safety measures were discussed for presentation as a future bid for LHI funding.
b) Ian Gardener/Tim Alban/Highways Department – correspondence regarding Milking Slade and Bullock Road potholes – Highways Department had visited and will take action. District Cllr Alban has also reported the damaged name plate on the sign for Hemington Lodge Road – Clerk had measured the sign and this will be replaced by CambsCC contractor.

County Councillor Gardener sent the following regarding County Council issues:
The Mayor is consulting on his proposed bus improvements, please go on the Combined Authority website and give your views. One proposal is to make the Ting service a more rural service, rather than it providing a service for residents within St Neots, who already have a bus service. Thus freeing up the service for rural residents.
The proposed closure of Kimbolton Fire Station will be discussed at tomorrow’s Fire authority meeting before consultation begins.

Conversion of farm outbuildings to form two residential dwellings, demolition of cattle shed and erection of one residential dwelling and erection of double garage to serve No.41 Main Street – Comments by 1st December 2023 – further emails sent with No Objections on provision that no significant changes to exterior appearance or access onto Main Street. There has been no further correspondence from Hunts DC and, when Clerk checked the Planning website, this application was approved on 15th December.
School playground area –Clerk has registered an Asset of Community Value on 6th October (8 weeks before decision received) – they enquired about buildings on part of site, later about access to the site. Clerk has emailed a request for an update (response arrived on 20/12/23, the application was unsuccessful).
School House and site – discussion of collaboration with Milton Estates and future uses for the site. This agenda item has been deferred until February when, it is hoped, that all Councillors will be available to consider potential options will be discussed and considered – Cllr Maciag and Clerk will compile preparatory documents. 121.23 Reports from Councillors and Clerk:
County Cllr Gardener had offered to liaise with Cambs County Council and North Northants Council in respect of the proposed Anaerobic Digester Unit. His contact at CambsCC had advised they were only the consultee in respect of the proposed pipelines between unit and main gas pipeline that falls with Cambridgeshire (not the whole proposed area). Various departments of CambsCC have submitted responses, but Highways Department have still to respond (these responses do not raise objections). Hemington Luddington and Thurning (HLT) parish council had broadly supported the application but had suggested that improvements were required to Hemington Lodge Road. There was discussion about the transport issues associated with the proposal, Cllr Maciag highlighted that CambsCC would foot the bill for ensuing highways problems.
Clerk suggested a 20MPH limit for Hemington Lodge Road – Cllr Gardener will discuss with Highways Department to see what measures could be introduced.
Clerk will send a copy of our Parish Council response to North Northants Councillor Shacklock and ask for his support, and will continue to liaise with HLT Clerk.
Cambs Fire and Rescue are redistributing their stations, which includes Kimbolton, and may replace with a “roaming” fire engine (12 minutes is the recommended response time).
Karen Southwell is the new Highways Officer. She will meet with Cllr Gardener every 6 weeks.
Dan Wicks is the Public Rights of Way officer.
The weeds policy is to be reviewed.
Street lighting is to be replaced in coming years with low carbon LED lighting.
LHI bids should be submitted by 5PM on Friday 12th January. Clerk will check if the bid for a 20MPH limit for Little Gidding should be resubmitted or will be considered again (and await advice regarding Hemington Lodge Road).
The County Council’s portion of the Council Tax is likely to be increased.

2023/24 Pay agreement has been approved by NALC, SLCC and ALCC – 3.88% increase, backdated to 1st April 2023.
PRS/PPL licence – Clerk has submitted queries about how to calculate the income but without response. Through 2022/23 there were just 4 events where music may have been played, therefore the minimum payment of £64.50 will be paid – this was agreed by Councillors.

Councillors advised it was not apparent what the amendments were in the recent application. Clerk will consult with HuntsDC
School playground area –Clerk submitted form and map to register site as an Asset of Community Value on 6th October (8 weeks before decision received) – they enquired about buildings on part of site and response is awaited.
School House and site – discussion of collaboration with Milton Estates and future uses for the site. This will be discussed at the December meeting.
Anaerobic Digester – Councillor Gardener’s email and offer to liaise with Hunts DC and North Northants Council – See 121.23 above.
Gigaclear – request for meeting to discuss internet, suggest works to start during 2024 (Clerk has emailed surrounding parishes enquiring if they are involved). Clerk will invite the representatives to attend the December meeting, together with representatives from Winwick and Old Weston.
Clerk attended online session (30th October) by Development Management Team – and found it useful. There will be further sessions in the future. Parish Council can contact the North Huntingdonshire team leader, Amanda McSherry (covers the Giddings, Winwick and Hamerton) for advice on any planning matters. There is a statutory requirement for householder and minor applications to be determined in 8 weeks, of which the Parish Council are given 21 days to consider – we can ask for additional time, suggest conditions, share local knowledge ie. traffic conditions, preferably stating approval or refusal. Consider what is important to the Parish, the Neighbourhood Plan (they take the wording literally, so care should be taken) and then the Local Plan.
Neighbourhood Plan – feedback from recent open sessions at Great Gidding and Winwick were mixed. Hamerton takes place this coming Saturday.

Precept request received from Huntingdonshire District Council – Clerk has updated the Budget spreadsheet for year to 1st October 2023, to enable discussion of the Precept and shared prior to the meeting.
Proposal – to increase the Parish Precept for Great & Little Gidding by 5% for 2024-2025. This will result in a rise in the precept from £11052 to £11605.

PLANNING applications and other planning matters:
Hemington/Luddington/THurning Parish Clerk emailed this Parish Clerk (15/9/2023) to advise of a Waste and Mineral Application, through North Northamptonshire Council, in respect of an anaerobic digester to be sited at Rectory Farm, on the junction of Gypsy Lane and Hemington Lodge Road, using the B660 as its vehicular access. We were invited to join them in considering this application, to make a joint or individual response to the application, and to use Gidding Village Hall for a Public Meeting. This meeting was “advertised” to Lutton Parish Council, Glatton Parish Council, Winwick Parish Meeting, all District Councillors and County Councillors involved in this area, Highways Department of Cambridgeshire County Council and Planning Department (DMAdmin) of Huntingdonshire District Council.
Clerk has requested a paper copy of the application and accompanying documents from the applicant/consultants – this will be made available for public viewing at the Village Hall on 21st,28th October, 4th November.
Cllr Maciag gave a resume of his notes from the public meeting.
Cllr Hargrave doubted the green credentials of the project and cited planning condition LP10 – detrimental to rural aspect
Members of the public were greatly concerned about transport related matters and the impact on local roads.
Comments and observations on this application will be compiled and sent to North Northants Council.
Enforcement/Conservation Officer response received re. 65 Main Street – further correspondence sent regarding the stone wall – still outstanding
School – School photos, taken 1/9/2023, are on a USB stick, can be borrowed
Councillor Maciag and Mr Ian Nott, representing Milton Estates, met with Mark Freer of Cambridgeshire County Council – they viewed the site, photographs but not measurements were taken. Cllr Maciag felt that there were possibilities for using the School House as a community building but a considerable amount of work would be required. Portacabins are to be removed from the site. There was discussion around essential work, what could be achieved, would this encourage community use and activities – parishioners would have to show their support. Further consideration will be given over the coming months.
Clerk submitted form and map to register site as an Asset of Community Value on 6th October (8 weeks before decision received) – response received from Environmental Health Dept of HuntsDC advising that a decision would be made in the next couple of weeks

There are concerns about the Huntingdonshire District Council (HuntsDC) Call for Sites exercise, particularly the submission regarding 110 houses for Chapel End/Back Lane. 8 residents of Chapel End had prepared a statement, which was read out at the meeting (copy attached). The Chairman advised that, as indicated by responses to the Neighbourhood Plan, where all residents had been consulted, the majority have voted against large scale development. Should this site be presented to the Parish Council as a Planning Application in the future, the Neighbourhood Plan outcomes will be taken into account and, therefore, an objection to any large scale development will be made.
Councillor Maciag informed that the draft of the Neighbourhood Plan is being compiled now, with a view to holding a public event in the next couple of months. The Neighbourhood Plan will then be forwarded to Hunts DC and, after due process, should be finalised in Spring 2024. This Plan will inform the District Council Planning Department when considering future planning applications.
Councillor Maciag also advised that a large scale development, such as that submitted to the Call for Sites, is contrary to Hunts DC planning criteria for Small Settlements (Great Gidding is categorised as a Small Settlement).
Councillor Hodson advised the Chapel End residents that they may wish to form their own group to address this potential application, but assured that their concerns had been heard and noted by the Parish Council.

Seats on Main Street – resident has requested refurbishment. There are a number of “odd Jobs” that require attention around the Parish. Councillors were requested to submit jobs to the Clerk, a list will be compiled and then an individual/company sought to carry out the works.
Building materials on road verge – Chapel End/Gains Lane – resident’s concern. The building work is ongoing and this area will be monitored.
Clerk sent message to Milton Estates requesting footpath be cleared of vegetation around the School/Church path this will be done in the near future.
Junction of Main Street and Hemington Lodge Road was highlighted as a traffic hazard for vehicles pulling out – Clerk instructed a contractor to cut back as far as possible, Clerk has cut back trees around Townsend Pond to raise the canopy. Further strimming is required to enable access to the Newt Trail platform (add to “Odd Job” list)

e) School – Clerk gained access at invitation of Jonathan Lewis (CambsCC Education Dept) on 1st September and took many photographs or play area and school house interior. Jonathan Lewis requested confirmation of what playground “features” we wish to keep – Councillors would like to retain all but the tractor tyre planter. Councillors are still keen to gain access to view the site.
Mr Nott, Land Agent for Milton Estates, had emailed offering a collaboration in respect of the School/Playground/Village Hall potential. This was acceptable to all Councillors, with Councillor Maciag to act as contact with Milton Estates.
f) Anaerobic Digester Plant – Hemington Lodge Road, using B660 as the access route. This is a Waste and Mineral Planning Application made to North Northamptonshire Council
*Clerk received information late on 15/9/23 via Hemington/Luddington/Thurning (HLT) Clerk and, after a telephone conversation with him, had gained further detail. *Lutton have also been consulted, Clerk advised that Glatton and Winwick should be included as they will be affected by B660 traffic increase.

Statement for Great Gidding Parish Council meeting 19 September, 2023
Subject: Possible Building Development on land adjoining Chapel End, Great Gidding.
This statement has been prepared on behalf of residents of Chapel End, Great Gidding (both those who are currently aware of the possible development and those who will, if necessary, be made aware of it subsequent to the PC meeting.)
We are aware that other sites within the village have been identified and are of concern but, for the purposes of this document, we refer only to Chapel End.
Our concern is the HDC ‘call for sites’, referred to in the minutes of the June, ’23 Parish Council Meeting, specifically the outline proposal for 110 dwellings adjacent to Chapel End.
While we recognize that, at the time of writing, no substantial further information is available, we feel the need to gain as much knowledge and detail as possible, in order that we have a coherent and well-informed case, in the event that the matter proceeds further.
For us to present such a case, it is important that we have the support of the Parish Council.
We therefore request that the Parish Council make clear its position with regard to the site identified on Chapel End. That is, to confirm whether the PC is minded to support or to oppose such a development, should HDC submit a formal proposal in respect of this land.
Although the following is by no means exhaustive, we believe there is a strong case to be made against any development of a 110-dwelling estate on the site identified. These are the concerns we have, so far, identified:
Infrastructure:
– inadequate – and already frequently failing – water supply
– no gas to village
– almost non-existent public transport
– no school
– absence of medical facilities – Wellside Surgery is already overstretched by Sawtry’s own massive building programme.
– road system inadequate for the proposed site
Environment:
– Deleterious effect on the character of this ‘small settlement’ caused by an almost doubling of the current number of homes.
– Complete change in village’s character as result of such a large development
– Loss of habitat for rare species
– Possible compromise of site of archaeological interest (the S2.2 1641 map refers)
– Likely loss of Back Lane as quiet rural byway
– Fundamental change to Chapel End roadway
– Disruption to daily life arising from a large building programme over a lengthy period.
– Noise pollution generated by
o a) prolonged building programme as above;
o b) ongoing presence of large number of dwellings
o c) increased traffic
– Air pollution occasioned by increase in traffic. Assuming one car per household, minimum, this represents a huge percentage increase on current traffic
Financial:
From professional advice taken in the past week, we understand the presence of such a large development will almost certainly, in the short and medium-term, impact the value of existing housing stock on Chapel End, to the tune of a reduction of between 15% and 20% on their current value.
Correspondence with the Parish Clerk appears to indicate that this matter is not seen by the Parish Council as urgent and that interested parties will be made aware of any consultation period as and when necessary. While we fervently hope that no such consultation will prove necessary and that the
development will not go forward, we think it unwise to fail to prepare a case against it given our lack of confidence in the ‘consultation’ process following the loss of the Village Post Office and Primary School.
While we are only too aware that our views are likely to be seen as NIMBYism, we make no apology for this. We would add that a 110-dwelling development would affect not only residents of Chapel End but also encompass the entire village (and beyond) in the extent of its impact; hence this statement and our request that the Parish Council advise us as to their likely stance should this proposal go further.
We also request, where future such matters are concerned, that interested parties, (those most likely to be affected by possible development) are advised directly at an early date, rather than our learning – only by chance – which sites have been identified. We believe that, in this case particularly, ‘interested parties’ includes everyone in Great Gidding who should, therefore, have been the recipients of a prompt communication by the Parish Council.
Thank you for the opportunity to present this statement and associated questions. We ask that your views/answers be shared directly with the named parties below as well as included in the Minutes of the meeting.

072.23 PLANNING applications and other planning matters:
There are no new planning applications as at 9th August 2023
Enforcement/Conservation Officer has responded re. 65 Main Street – Councillors Moody and Hodson advised that the Officer had focused on the position of the gate and it was the lack of re-instatement of the wall in accordance with the Planning Permission that was the concern, given that this property lies within the Conservation Area of the village – Clerk will contact the Officer.
Registering properties in the Parish for Listing or as Assets of Community Value (and areas of land for this latter option) – details had been shared prior to the meeting and, after discussion, the Clerk will complete an application for an Asset of Community Value in respect of the school playground, this will be shared with Councillors prior to the next meeting.
School – assessment of site for future community use, CambsCC advise site is not currently available to view/assess. Councillor Moody felt the response inferred that the site would be completely cleared, including play equipment, and this was not the preferred action for the Parish Council as the hope was to retain the play equipment, and the playground surface for community use. Clerk will contact CambsCC for clarification and to make them aware of this proposal. Cllr Maciag asked that a request again be made to view the site as, it is not understood why it was safe for children and staff to access the site, but not for Parish Councillors. A request will also be made to access the school house to assess if that has value as a community building (the building is owned by Milton Estates Peterborough and leased to CambsCC until May 2024). Councillor Sanders pointed out that, if they intend to erect further “safety” fencing, as the site is in the village Conservation Area, this will require planning approval.

Freedom of Information Policy – the template from Information Commissioners Office had been shared prior to the meeting, partially completed by the Clerk. Councillor Hodson requested that a minimum charge of £5.00 be applied to this document, also that the preferred method of payment should be made by BACS as there are no Petty Cash arrangements in place, and this was agreed by all Councillors.
Risk Management Policy – the Clerk had compiled and shared a suggested layout and wording prior to the meeting, this included the Village Hall and Recreation Field. Councillor Moody suggested that Village Hall and Recreation Ground should be included in the title to reflect this. Some additions are required, such as limits of indemnity, parish trees, dates when policy documents are reviewed. Clerk will make the revisions and submit to the September meeting for final approval.
074.23 Recreation Field – Clerk met with Bradgate representative – removal of wooden play equipment will take place in the autumn.
075.23 Allotment renewal notices – Councillor Hodson declared an interest – Clerk advised there is now a waiting list of 3 residents. Various options were discussed regarding changes to the allotments themselves and/or the terms of the tenancy agreement (copy of the tenancy agreement had been sent to Councillors prior to the meeting). Clerk suggested that a covering letter should be sent with the invoices for the annual rent, advising of the waiting list and asking if tenants wish to share their plot or may be considering relinquishing their plot in the next 12 months – this was agreed

District Councillor Alban had sent a report via email, which the Clerk read – regarding the lengthy debate of the proposed introduction of a charge for emptying of green waste bins. The District Council Cabinet will make a decision this evening (18th July). He
Clerk and Paul Hargrave had accessed the data on the speed awareness sign, approx 18 months worth of information. Paul Hargrave had since carried out analysis of the data, a summary of which will be shared with Parish Councillors. On the whole, in the vicinity of the speed camera, motorists were travelling within the speed limit, although it was shown that they travelled slightly faster going uphill (towards the back of the sign, which still records in this direction) – huge spikes of through traffic were recorded on cycle race days and these have been removed as they skew the figures.
There were no further reports from Parish Councillors.
County Councillor Gardener arrived later in the meeting and gave his report:
There is a Fire & Rescue related risks survey for completion online – Parish Council’s are encouraged to complete and a link will be sent to the Clerk.
Proposed congestion charge for Cambridge – 58% of Councillors were against the proposal, particularly as it included the various hospital sites in the charging zone, and there will be a review in October.
The next round of Highways Improvement bids can be submitted between 27th October and 12th January – non-complex (under £10,000) and complex (costing between £10,000 and £25,000) categories. Existing submissions of 20MPH zones will be reconsidered in this process, also buffer zones around existing speed restricted areas were proving to be successful and would be given greater consideration.
Cambridgeshire Priorities Capital Fund – deadline for applications is 24 September 2023, Clerk has forwarded details to Parish Councillors.
Following changes made by the Boundary Commission, Great & Little Gidding will remain in North West Hunts division.
Huntingdonshire District Council’s proposal to implement a £57.50 charge for emptying of green waste bins had been debated at a Council meeting for over 3 hours, there being many reasons why this would be unpopular/unworkable, a decision will be made this evening (18th July). If this proposal is approved, with effect from 1 April 2024, all food waste will have to be put into the grey bin, and go to landfill. (Currently, the District Council is unable to charge for emptying blue or grey bins).
In response to Councillor Gardener’s report:
Councillor Bolton asked when the outcome of 20MPH LHI submissions will be known – IG will find out.
Clerk asked for an update on when work to the footpaths would be carried out, as has been proposed by Sharon Middleton (Highways Officer) when she visited the village last year – IG will find out a timeframe for this work to be carried out.
School site – Councillor Gardener has reminded the Chair of the Children and Young People Committee, Briony Goodliff, of the Parish Council’s interest in retaining the site as a community facility.
Call for sites – these were available to read via the HuntsDC website, including those proposed for Great Gidding. The Planning Department are reviewing the submissions now. There will be a 10 week consultation period, possibly Spring 2024, in respect of those sites that meet the required planning guidelines and the Parish Council will be a consultee.
Suggestions were made to consider this site for having the school house listed/graded, and to register this as an Asset of Community Value

042.23 Matters arising from those Minutes that will not be discussed as an agenda item:
Clerk had emailed (on 14 June) the organisers of Tour of Cambridgeshire and requested they arrange collection of the traffic cones.
Clerk will resend the Hunts DC Members Interest Form A to Councillors for completion.
Clerk updated Councillors on the proposals for changes to the parking spaces on Main Street.
Clerk reminded Councillors of the invitation to the Church Service in celebration of the School – Clerk and Cllr Moody will attend.
The TING roadshow bus had visited the Village Hall on 2nd June – 1 resident from Winwick came to take a look. Leaflets are available from the Parish Office.
Cllr Hodson had received a resident’s complaint regarding several bonfires being lit by the tenant at the stables at the back of Fox & Hounds PH – resident will be advised to refer this to Milton Estates who is the landlord.
Cllr Hodson asked if the Clerk has heard anything further regarding 65 Main Street – she will follow up with the Enforcement Officer.
043.23 To receive reports from Councillors and Clerk:
Speed awareness sign – Paul Hargrave has found that the speed awareness unit is incompatible with Apple operating platform, further investigation required.
Cllr Maciag advised that there has been no further news on the funding in respect of the Neighbourhood Plan project (see payments listed below). Response to the surveys has been very good. Reports are being compiled and, it is anticipated, that a public meeting will be held to share the outcomes, possibly in September.

045.23 PLANNING applications and other planning matters:
There are no new planning applications as at 13 June 2023
Huntingdonshire District Council Local Plan Call for Sites – there are 3 x Great Gidding submissions from Milton Estates – field adjacent to the Village Hall, area of land between semi detached cottages and 50 Main Street, and a large site spanning Chapel End to Back Lane. There was discussion regarding the school site, as it is understood that CambsCC have submitted an application for this site, but this application does not show up on the Hunts DC public website, so possibly is closed to public view. It was agreed that this Parish Council wishes County Councillor Gardener, on his return from holiday, to follow this up and raise a concern regarding any proposal for this site, as in discussions with CambsCC about the school future, this Parish Council had been assured that they would be kept informed of any considerations for the site.
ALSO the Clerk had attended the online meeting with Hunts DC regarding the Local Plan 2036 and passed on the request for the Parish Council to submit comments on “issues of interest to your parish” . The Clerk asked Parish Councillors to look at the website and advise her of any submissions by 1st July (the deadline is 5th July)
