ANEAROBIC DIGESTER LUDDINGTON

Having already written to North Northamptonshire Council with my concerns about the main application, I have now written similarly to Cambridgeshire County Council about the highways application they are considering, which relates to Hemington Lodge Road. I have also written in support of the submission made by Great & Little Gidding Parish Council, who have set out some detailed objections.

LOCAL GOVERNMENT RE-ORGANISATION – HUNTINGDONSHIRE TO GO IT ALONE?

Finally, after weeks of considering proposals which I have little or no enthusiam for, I am pleased to report that Huntingdonshire District Council are considering a proposal (known as Option E) which would see the council become a unitary authority in its own right and take on additional responsibilities such as highways, which are currently undertaken by the County Council.

I want to look at the details of this but instinctively, I welcome the possibility of our area not being in a council which is dominated by either Peterborough or Cambridge.

CIVIL PARKING ENFORCEMENT – VILLAGES COUNT TOO!

Updates I have received from Huntingdonshire District Council are that the response from residents to the enforcement of yellow lines, where it has already happened, has been positive.  

Whilst I certainly welcome this, Marge Beuttell and I, as well as other councillors representing rural communities are concerned that our areas are yet to benefit.  We have already raised our concerns with officers and in council meetings and will continue to do so.  Huntingdonshire villages count too!

PARKING SCAM ALERT

The District Council has received reports that some residents are being sent text messages claiming they have received a parking Penalty Charge Notice (PCN) from “a local council.”  Please be aware that Huntingdonshire District Council will never contact anyone via text regarding PCNs.

The council believes these messages to be part of a nationwide scam and recommends that anyone receiving such a text, does not click on any links or provide any personal information and deletes it immediately.

I am writing this the day after Cambridgeshire County Council’s Children & Young People Committee voted to publish a statutory notice formally proposing the closure of Great Gidding School, on 31st August.

Although this isn’t a District Council  decision, my fellow ward councillor, Marge Beuttell and I were consulted about the closure and both of us attended the meeting held in the school a few weeks ago. 

As Great Gidding is in the south of the Stilton, Folksworth & Washingley ward, where I am the first point of contact, I also attended the Parish Council meeting in the village hall and along with County Councillors Ian Gardener and Simon Bywater and 3 local residents, I spoke at yesterday’s meeting – all us urging the committee to keep the school open.

It was interesting and reassuring that all 6 of us expressed some of the same concerns.  Whilst our primary focus was the effect the closure of the school would have on the children who attend it, their families and the staff, we highlighted that there were implications for the village as a whole.

Sadly, the committee voted by 10 to 5 to move towards closure but they will have been left in no doubt as to the strength of local opinion.

In terms of District Council matters, at a Full Council meeting in February, there was a majority vote in favour of the budget which raised council tax by 3.1%.  There was near uninamous support for the council’s climate change strategy, which I spoke and voted in favour of.

One area of future concern, which was raised in the local press before the meeting, is a proposal for an separate charge (on top of council tax) for emptying the green garden waste bins.  I will wait to see the details in ther proposal but instinctively this seems like a retrograde step.

By the time Gidding News is published, I hope the snow and slush we are experiencing in early March will be just a memory and we will be looking forward to a warmer, sunnier Easter.

PLANNING – LOCAL

Ironically enough for a councillor who isn’t a member of the District Council’s Development Management Committee, I continue to spend a significant amount of time dealing with planning issues; to one degree or another, over the last year I have been involved with planning related issues in Great Gidding as other villages in the Stilton, Folksworth & Washingley ward.

PLANNING – NOT QUITE SO LOCAL

I am concerned about the proposals for a distribution park on a green field site to the north west of Junction 17 of the A1M (on the opposite side of the A605 to the Extra Services) not least because this would be outside of the local plan.  

As the site is in the northern part of our district council ward, my fellow ward councillor, Marge Beuttell, is taking the lead for the two of us on this matter; at the time of writing, a planning application hasn’t been published but Marge and I have already been contacted by a number of local residents.  

FLY TIPPING

There seems to have been another spike in Fly Tipping recently and I am grateful to the prompt actions of the Huntingdonshire District Council Enforcement team, who work to identify those responsible and the Operations team, who clear away what has been tipped.  Reports of tipping and littering can be made via www.huntingdonshire.gov.uk I use the What3Words app to help identify the location, which I find especially useful in representing a rural ward, which one of the largest in the district.

THE ENVIRONMENT

Huntingdonshire is one of the largest districts in the country and the district council has a longstanding commitment to tackle environmental challenges.

The Local Plan sets out green infrastructure priorities and key policies which better shape our future environment for the benefit of nature and the reduction of carbon emissions. 

The environment is one of my key areas of interest and I look forward to continuing to try and reduce my own carbon footprint as well as working with the council for the benefit of the community as a whole.

COVID-19 AND RECOVERY

A WIDER PERSPECTIVE

The last 18 months have been some of the busiest in my time as a District Councillor; I am approached about a wide variety of issues, not all of which are the direct responsibility of the District Council.  Sometimes I am able to help directly and other times my role is to point people towards other councillors, councils or organisations but I will always try and help.

I am fortunate to have a good working relationship with my fellow ward District Councillor Marge Beuttell, County Councillor Ian Gardener and the Councillors and Clerk at the Giddings Parish Council and enjoy working with them for the benefit of the community.

Floods 

Although not primarily a District Council matter, I have again worked played my part in trying to tackle the immediate and medium term issues which were experienced in the ward – especially around Christmas.  

I am grateful for the feedback I received which I used as part of my report to the District Council’s Flooding Task & Finish Group. Whilst the Giddings might not have been hit as badly as the towns and villages in Huntingdonshire, especially those adjacent to the River Ouse, I am determined to let the council know that the north of the distict also has flooding issues which continue to need attention.

Potholes  

Again not a District Council issue but one I am contacted about and one where I do lobby the County Council.  Please report these via the County Council website.

Parking 

I am a member of the Panel which scrutinised the District Council’s proposed application to take over some elements of parking enforcement in Huntingdonshire.  Along with all the other councillors on the panel I voted in favour of this measure which, if approved will allow the District Council to issue Civil Enforcement Notices to drivers who park their vehicles on double yellow lines. 

Council Tax 

This year, although the overall Council Tax we pay will go up, following a cross party (and nearly unanimous) vote for a 0% increase, the amount levied by the District Council won’t.

And finally…  

Spring is my favourite time of year, with the lighter and warmer days (well sometimes) and the hope of the brighter times to come.  This year, with the impressive vacination programme, the road map to the end of lock down and the continued contribution made by local support groups, local councils, as well as individual residents, those hoped for brighter times seem that much closer.

Key points for the 2018/19 Council Year from Tim Alban, District Councillor for Stilton, Folksworth & Washingley Ward

New Council Year – New Council Ward
In May 2018 I was elected as one of two District Councillors to represent the new Stilton, Folksworth & Washingley ward and I have been busier during the past twelve months than at any time in the preceding 3 years. The ward is about 11 miles from Wansford in the north to Little Gidding in the south and even with my fellow ward councillor, Marge Beuttell and I splitting the ward in half, I am still the first point of contact for residents in 6 villages and 3 hamlets.

Getting to all the Parish Councils continues to be a challenge, especially as a number of them meet on the same evening but I have visited them all and enjoy working with the various Parish Councillors and Parish Clerks.

Marge and I also work well with our County Councillor Simon Bywater, especially when our areas of responsibility overlap.

I am fortunate to be the Chairman of the Council’s Customers & Partnerships – Overview & Scrutiny Panel, which covers some of the areas I am most interested in such as leisure and the environment.

Planning
The most time-consuming issue this year has been planning – something I had very little to do with in my first 3 years as a District Councillor. Although there hasn’t been much for me to be involved with in the Giddings with regards to planning, applications in Stilton and Holme have involved significant amount of work.

Other Issues
Over the last year I’ve worked to tackle fly-posting, dog fouling, dangerous and illegal parking, faulty and damaged signs, fly-tipping, pot holes, litter as well as issues for individual residents. Sometimes I’ve worked on my own, other times I have worked with Marge, Simon and some of our excellent Parish Councillors.  The most unusual issue I have dealt with this year (if not ever) was the wayward portaloo and damaged signs at the junction of Milking Slade and Chapel end.

District Wide
This year the District Council part of the Council Tax went up by 2.66%, a new parking regime has been introduced so that charges better reflect the time used and changes were made to way the Council handles enquiries from residents who prefer to access more information online.
