The countdown to Christmas has started, and Huntingdonshire District Council would like to encourage you all to keep the party going by remembering to recycle over the festive period. We are recycling more at home than ever before, which is great, and we don’t want it to be forgotten about during the festivities.

Christmas means more waste to dispose of (well… not just that!)

Christmas is a time for entertaining, which means we all have more waste to dispose of. In Huntingdonshire, we are fortunate to be able to recycle a wide range of materials within the blue bins or clear sacks, which helps us all to recycle more this Christmas. Remember to recycle all of your Christmas cards, wrapping paper (paper type only), sweet tins, and the plastic packaging from your gifts within your recycling bin. Don’t forget that all food waste, including your turkey carcass, vegetable peelings and any leftovers can be placed in your garden waste bin for composting.

Update    

Chapel End – the new footway has been installed and the Parish Council are working with the County Council to try and improve the drainage issues along this stretch of road.   

Trees – Network Power are carrying out work within the village to remove branches that are obstructing their wires

Jubilee WoodA woodside arbour has been jointly funded by the Parish Council and Great Gidding Charity to celebrate the 10th anniversary of the planting of the wood.

Recreation Ground – The plaque to commemorate the Fields in Trust Queen Elizabeth II Field status has been received and arrangements to site it are being made. The Parish Council have applied to the HDC Community Chest Fund for a grant to improve the play equipment.

Recycling – the clothing bank situated in the Village Hall car park has produced £119.85 in recycling credits for the Parish – this has been set aside for a suitable project within the village.   Thank you to everyone who uses this resource which has great benefits to all concerned.

Dog Fouling Legislation – The rules are important to you if you own a dog or you are concerned about dog fouling in public places. A public place means land to which the public has access within built up areas which includes roads with a speed limit of 40pmh or less – footpaths, open  spaces, parks, school playing fields, cemeteries etc.

Rights of Way – If parishioners wish to report a problem on a path, then please call the Contact Centre on 0345 045 5212 or use the website issue report system at www.cambridgeshire.gov.uk/transport/roads/reportingafault.htm.   Using this system records the issue directly on to their database and allows officers to concentrate on resolving issues

82.13 County Cllr Bywater introduced himself and spoke about the street light replacement scheme and encouraged everyone to report potholes to the County Council either via the website or telephone. District Cllr Tysoe spoke about the need to promote and use ‘One Leisure’ in Sawtry and about the Broadband roll out programme which has yet to be announced.

Funding request for event during Gala week – a request had been received from Julie Trolove for help with funding for an event planned for Wednesday 10th July, during the Gidding’s Gala Week.   The event will be open to all residents of the Giddings and to school children.  It will be a games event at the village hall with a bouncy castle (£95) additional Insurance cover (£50) and soft drinks and snacks.   The Parish Council agreed to fund the event up to £150 subject to receipt of invoices for payment or reimbursement.

64.13 Dog fouling has been reported on the Recreation Ground – The management committee have replaced the no dog signs at both entrances.

65.13 Chapel End – the new footway had been completed and the highways department had visited the site with a view to improving the drainage higher up the road.   It was agreed to ask the Post Office van to park outside the Recreation Ground to help alleviate parking issues and to stop verge overrun.

Village Hall & Recreation Ground – Litter appeared to be a problem at the Recreation Ground and the clerk to check if the District Council are emptying the bins

Julie Byard gave a comprehensive report on the school which has seen an increase in numbers, some staff changes, the running of the Stay and Play on a Thursday morning, links in the village with art classes, village show and the eco club carrying out litter collection in the churchyard.

 

Rose Foster had attended the meeting to ask the Parish Council to encourage community involvement in the village – It was agreed to include an article in the next Clarion inviting volunteers to look out for ways to take part in helping keep

the village looking tidy, including the churchyard.

Minutes of a Meeting of the Parish Council held in the Village Hall, Great Gidding on Tuesday 19th February 2013 at 7.30pm.

 

Present:   Cllrs Alexander (Chairman), Hodson, Howden, Trolove, Giddens, James and clerk

19.13 Apologies for absence were received from Cllr Hayden, District Cllrs Tuplin and Tysoe

20.13 Minutes of 15th January 2013 were agreed and signed

21.13 Matters arising (information only)

22.13 Members declaration of interest for agenda items – none

 

23.13 Grass cutting contract for Recreation Ground and Village Green – quote received from existing contractor CGM and previous contractor Bradgate gave a verbal indication that they could not match this.   CGM had proved to be a reliable contractor in 2012 at a very competitive rate and it was agreed to accept the CGM quote of £58.28 + VAT for the Recreation Ground and £16.94 + VAT for the Village Green.   The specification had not changed with 12 cuts per year.

 

24.13 Cambridgeshire Future Transport is looking at ways to work with local communities to provide future bus services.   Lydia James agreed to be the Parish Council representative at a briefing session (date to be announced).   A note would also be put in the clarion asking for those who use the bus to contact the Parish Council so that they can be represented.

 

25.13 Clarion – March 2013 draft issue – it was agreed to publish this and ask Molly Garner to deliver – £10 payment agreed

 

26.13 Village maintenance – Cllrs were invited to check the village for any maintenance that may be required and this will be an agenda item in April

 

27.13 Jubilee Wood – donation to Great Gidding Charity of £200 from S137 for contribution towards a Woodside Arbour to commemorate 10 years since planting.   This payment was agreed and clerk to transfer money from PC account directly to Charity account

28.13 Jointly Funded Minor Highway Improvements scheme 2012/13 for Chapel End – correspondence.   The PC had been copied in to an email from one resident to CCC who has objected to the proposed new footway in Chapel End.   The decision as to whether this work goes ahead will be made by the portfolio holder on 7th March.   Michael Trolove had taken photographs following the recent heavy rain and had identified a problem with a drain in Chapel End.   Photographs and report will be sent to CCC for attention.

 

29.13 Provision of Grit Bin – Chapel End.   It was agreed not to provide a bin as the PC have adopted a no grit policy.

 

30.13 Rural broadband – County Council awarded BT contract to roll out better broadband.   It was agreed to contact Annette Thorpe from BT who had attended a meeting in the village hall to ask for any further information available

 

31.13 Representative reports

Rights of Way – the CCC had provided replacement signs for all those that had gone missing

Tree warden & Jubilee wood –50 trees under the District Council scheme had been planted within the village.

Highways & Police – clerk had reported blocked drain in Main Street and missing County sign on the Luddington Road

Finance & Charities – Council Tax- Precept 2013/14 – Parish Council to receive precept as requested £10,835

Village Hall & Recreation Ground.   The smoke detectors in the hall were being replaced and doors for the office, small meeting room and side room are to be replaced.    It was agreed to visit the Recreation Ground to agree the siting of the QEII commemoration plaque

Allotments – nothing to report

Community Liaison – Cllr Giddens is helping at the school on a voluntary basis.

35.13 Date of Annual Parish Meeting 19th March at 7pm prior to PC meeting and PCSO will be in attendance.   Notice of this meeting will be in the Clarion and a poster will be placed on the noticeboards.

. Email re Grazing Land – it was noted that a parishioner had expressed interest in any grazing land that may become available in the village – to be kept on file

 

. Parish Paths and Future Partnerships meeting 7th March – nobody able to attend

 

. Anglia in Bloom 2013 – it was agreed not to pursue this competition this year

 

. Register of Members’ Interest – publication on website, it was noted that these are now on the HDC website

 

. Huntingdonshire Matters invite to ‘From Ideas to Actions’ event 28th Feb – nobody able to attend

Minutes of a Meeting of the Parish Council held in the Village Hall, Great Gidding on Tuesday 15th January 2013 at 7.30pm.

 

Present Cllrs Alexander (Chairman), Hayden (Vice Chairman), Hodson Howden, Trolove, Giddens, James, District Cllr Tysoe and Clerk

 

1.13 Apologies for absence – none

2.13 Minutes of 18th December 2012 with amendment were approved and signed

3.13 Matters arising (information only)

4.13 Members declaration of interest for agenda items Cllr James 18.13

5.13 Dispensation Procedure for Councillors to set budget and annual precept.   It was agreed to review this following further information obtained by the clerk attending an SLCC meeting on 22nd February

6.13 Ash dieback FERA Inspection report had not yet been received

7.13 Common Sense Risk Management of Trees – Cllr Trolove, Tree Warden had read the document and it was agreed that he would continue to carry out an informal inspection of trees on Parish Land – arable field and grazing land.   The VH & RG committee had added the trees on the Recreation Ground to their monthly inspection.

8.13 BT account – the annual line rental had been paid and direct debit would now be a monthly payment plan.

9.13 Jubilee Wood – 10 year commemoration of planting 2013.   Clerk to confirm costing for the Woodside Arbour and fixing posts and bring to the February meeting for approval

10.13 Jointly Funded Minor Highway Improvements scheme 2012/13 for Chapel End.   A letter from one resident had been received objecting to the proposed scheme.   This was discussed and consideration given to the concerns expressed in the letter.   The proposed scheme was however agreed to be an improvement on existing conditions.  A copy of the letter of objection to be sent to the County Council who make final decision to go ahead.

11.13 Fields in Trust –Cllr Alexander and Cllr Hayden signed the Deed of Dedication for QEII status, witnessed by Cllr James.   The Land Registry had amended paperwork for correspondence to be c/o clerk, Great & Little Gidding Parish Council.   Once the paperwork has been signed by Fields in Trust a plaque will be forwarded for installation at the Recreation Ground to commemorate obtaining the status

12.13 Clerks training –for information the clerk will be attending a Society of Local Council Clerks meeting on 22nd February when a member of HMRC will talk on Real Time PAYE and further information on dispensations will be given

13.13 Representative reports

Rights of Way – Cllr Giddens is working with the County Council to replace missing ROW signs

Tree warden & Jubilee wood  – see 6/7/9.13 above

Highways – an email had been received from a resident in Chapel End asking for this road to be included in the County Council gritting route.   Email to be forwarded to the CC and clerk to send details of 2012-13 gritting route criteria to resident for information.  Chapel End road had received some patch repairs.

Police – Several Cllrs reported recent disturbances in the village and it was agreed that the clerk should write to the Housing Association to keep them informed

Finance & Charities -Cllr Hodson reported that we continue to work within budget

Village Hall & Recreation Ground –The Pavilion had been broken into twice and it was agreed that this should be reported to the police by the VH & RG committee.   The Pavilion is in poor condition and a decision will have to be made shortly as to its removal and whether to consider a replacement.   The monthly inspection of play equipment had brought to light a rotten post on the plank bridge – the post had been removed for safety.   It was discussed whether to repair or replace this equipment and it was agreed to remove and not replace.

Allotments- Several sheds had been broken into and owners have reported this to the police.

Community Liaison – no reports had been received from community groups

. Heavy Commercial Vehicle Strategy (HCV) webpage – Cllrs invited to look at this online with a view to completing the survey

. Grazing Land – a letter had been received from a resident asking that if any grazing land should come up for rent if they could be considered as a tenant – clerk to hold on file.

‘An Evening in the Garden’ (in support of Emily Read’s expedition to the Arctic) took place at Crown Cottage, Great Gidding on Saturday 22nd June and featured the Peter Shepherd Jazz Trio and King’s School Swing Band.

A note from Emily:

Thank you hugely to everybody who supported the summer garden party on the 22nd of June in aid of my BES trip to the arctic this summer, sitting in the blustery wind, listening to the Peter Sheppard Jazz Trio and King’s School Swing Band. Thanks also the Bill the horse and his assistants behind the bar, everybody who helped massively behind the scenes with marquee assemble/dissemble team, all involved in the provision of food, decoration and generally keeping the night running! I will think of you all warmly as I’m trekking across a glacier.
