Public and press participation session with respect to items on the agenda
Mr Cliff Richmond addressed the Council reporting that the Speed Watch equipment is shared with four other villages and it was difficult to find volunteers to participate on the one week when the equipment becomes available to them. He advised that a leaflet drop had taken place requesting volunteers come forward. Councillor Giddens reported that unfortunately no new volunteers were recruited at the coffee morning event.

He reported that speed had reduced by 50% with an average captured at 35-40mph

Councillor Hayden stated that having our own equipment and being independent would be ideal as the statistics show this works. Council were concerned at the implications of any owned equipment breaking down as currently this isn’t an issue. Any equipment acquired would need to be included on the asset register and insured.

Mr Richmond agreed to provide Council with the statistics and co-ordinates from all of the sessions undertaken for discussion at the July meeting; he stated the equipment was just not available enough to undertake more sessions. It was possible that the Police could withdraw their equipment at any time.

Councillor Hodson stated that we needed to raise awareness and to fund raise where possible. It was suggested that the four other participating villages should get together to fund raise.

Councillor Hayden extended his appreciation to all of the volunteers.

To confirm and accept minutes of meetings held on 10th May 2016
To take the minutes of the Annual Meeting and the Full Council meeting as read and approve them as a true and accurate record. Proposed by Cllr Hayden and seconded by Cllr Richmond. The minutes were then duly signed by the Chairman.

Matters arising from minutes
It was noted that Sawtry PC pay a fee to HDC for litter picking to be undertaken in their village.

Communication from Councillors
Cllr Tuplin reported that Devolution was still a big topic of discussion at HDC with a new document arriving on 17th June with a decision required by 1st July. It indicates an additional inner layer of Government with an elected Mayor involving a great deal of money. If agreed the election for a Mayor would take place in May 2017.

Cllr Bywater reported that CCC would again be discussing Devolution and whether or not to accept the proposals. The main issue is the introduction of the new role of Mayor and what funding would be made available, it is all very complex.

Cllrs Bywater and Tuplin left the meeting at this juncture (8:02pm)

Cllr Giddens reported at the May meeting that the gated byways at Bullock Road and Gypsy Lane were still locked. This had been due to the wet conditions, however they are now open.

Councillor Giddens also reported that the ‘welcome leaflet’ had been delivered to the new residents in Chapel End.

Councillor Richmond reported that she had made contact with the School Headmistress and lines of communication were open and working.

Council considered the planning application for a single storey extension. No objection.

Electoral Review of Cambridgeshire
Council noted the new draft recommendations from the Local Government Boundary Commission for England and had no comment to make. The Clerk to advise the Boundary Commission accordingly.

To consider traffic calming measures
The Clerk reported that she had obtained information and prices on ’30 mph’ stickers for wheelie bins as an aid to reduce speed in villages. It was thought that Speed Watch is the only enforceable deterrent.
Councillor Hayden stated that roundabouts would slow the traffic but these would be extremely costly to introduce. It was agreed that the PC should seek to get the 30 mph signage moved as the parishes of Glatton and Holme had managed to make these changes.

It was agreed that this matter should be discussed further at the July meeting when Councillor James would be present.

Councillor Giddens reported that the British Horse Society had agreed to hold an event which would be open to motorists, walkers, cyclists and the horse fraternity to raise awareness of safer riding on the highway and gain a better understanding of road craft following a near miss. It was agreed that the event would be useful and will be held on Saturday 10th September at 3:00pm, a question and answer session will be included at the event. Councillor Giddens offered to produce a poster to advertise the event. It was noted that British Horse Society publications would be available on the day.

Dog fouling issues
Councillor Jarvis stated that although dog fouling was not a big problem it was still an issue as some owners were not taking responsibility and removing their dog’s waste from public areas. It was agreed that Councillor Jarvis should present a proposal of action at the July meeting.

Review of the Clarion
Councillor Jarvis requested clarification on the current arrangements for the production of the Clarion. It was noted that historically it had been produced quarterly but that content material was a problem. It was agreed that the next edition should be arranged for August/September and it would include: British Horse Society event, Dog fouling issues, Allotments and Speed Watch/traffic calming. Prior to distribution all Councillors will be required to proof read the article and inform the Clerk of any incorrect content.

Grass cutting update
The Clerk reported that CGM had not explained why the first cut of the season had been inadequate. It was noted that the 3 year agreement with CGM was ending in December. It was agreed that the agreement would be reviewed in September and a tender process set-up.

Network Rail public consultation on the proposed closure of up to 33 level crossings across Cambridgeshire.

All payments were unanimously approved and all associated documentation was initialled by two signatories.

Council unanimously agreed that the statement should be signed. The Chairman and the Clerk duly signed the statement.

Council reviewed the 2015/16 year-end accounts and unanimously agreed that they should be signed by the Chairman and the Clerk accordingly.

Poetry Evening at Ferrar House

The November meeting will be on Wednesday 14th November at 7.30pm at Ferrar House. The speaker will be our chairman Paul Burgess, who will look at the life and poetry of Charles Hamilton Sorley, a poet of the First World War who, Paul says, is not much known, but Robert Graves named him as one of the three best, alongside Wilfred Owen and Isaac Rosenberg.

We are pleased to announce that the Seventh Annual T S Eliot Festival at Little Gidding will take place on Saturday 7 July and Sunday 8 July 2012.

The Festival is a major literary celebration of the life and work of Nobel Prize winning writer Thomas Stearns Eliot (1888-1965). We are delighted to welcome again this year visitors from the T S Eliot International Summer School.

Tickets for the weekend are £50 (early-bird price £45 before 8 June 2012), including Saturday afternoon tea and supper and Sunday lunch and tea. Tickets are also available for Saturday and Sunday separately at £25 each day.

Great & Little Gidding Parish Council Clarion – Autumn 2011

We welcome Michael Trolove as a Parish Councillor and record our thanks to Rose Foster for all her hard work and enthusiasm during her time on the Council.

Gidding receive SILVER AWARD from Anglia in Bloom. Extract from judges report on areas of achievement – School garden inc Jackie Duck memorial garden, Jubilee Wood, renovation of ponds, spring planting, village sign planting, village seats and participation of parishioners . A big thank you to ALL the people who helped make the village look great for this day and throughout the year and a special mention to Paul Hodson for producing the portfolio which has to be submitted prior to judging, Rachel Giddens for getting the project off the ground and Robin and Gill Hayden for hosting the judges on the day.

Water has been connected to the allotments, funded by the Great Gidding Charity. There is one allotment vacant from the 10 new ones provided this spring Plots are £15 per year and subject to a tenancy agreement. A new pond has been excavated in the Jubilee Wood and it is hoped to have it established for the Diamond Jubilee.

The Recreation Ground has been entered in the Fields for the Future – Queen Elizabeth II Challenge.

Following the work to dredge the pond and remove the willows a viewing platform has been erected with a path leading from the entrance. The Wildlife Trust who has been extensively involved in this project has produced a report on some of the ponds in the village. The report includes a circular walk incorporating footpaths the churchyard and wood. The Lottery funding will also provide website set-up and an interpretation board.

The County Council have reinstated the white lines either side of the road leaving the village towards Glatton. The school bus bay is to be increased to allow easier and safer access and to stop further damage to the pavement.

Following the successful community event held to celebrate the 2011 Royal Wedding, the Parish Council will consider supporting a community event to celebrate the 2012 Diamond Jubilee – anyone interested in doing so is advised to approach the council before November to allow allocation of funds to be considered.

Affordable Rural Housing Survey – is being organised by ACRE (Action with Communities in Rural England) distributed to all houses within the parish and the results will be published in the next Clarion

The annual accounts for 2010/11 were completed, adopted and audit closed

CONGRATULATIONS to Great Gidding for winning the FitVille event run by One Leisure. This was won by those who attended the mobile unit parked at the Fox & Hounds Public House on 23rd June. As a result a cheque for £200 has been presented to the village towards a community project – details on ideas to make the best use of this money will be in the next Clarion

The Parish Council meet on the 3rd Tuesday of the month in the Village Hall at 7.30pm – members of the public are very welcome to attend but if you would like to speak on a particular subject, please let us know prior to the meeting.

Great & Little Gidding Parish Council Clarion – Summer 2011

Water has been connected to the allotments, which was funded by the Great Gidding Charity. Ten more allotments for parishioners have been provided of which 9 are already in use. If you would like your name added to the waiting list please contact the Parish Council Office. Plots are £15 per year and subject to a tenancy agreement.

A viewing platform has been installed at the pond in Main Street and a pathway. The Wildlife Trust has produced a first draft of their report on some of the ponds in the village. The report will include a circular walk incorporating footpaths the churchyard and wood. Interpretation boards are the next step in this project.

The glass recycling bins have been removed from the pub car park as glass is now taken with the regular kerbside collections.

The County Council has agreed to increase the parking space allocated for the bus outside the school in Main Street (B660) surface dressed. This will allow the bus easier and safer access to the parking bay and prevent further damage to the pavement.

Anglia in Bloom – judging for this competition took place on Friday 15th July and the two judges toured the village visiting – the School, Churchyard, Recreation Field, Chapel End Pond Allotments, Jubilee Wood and the Pond in Main Street. They were very impressed with the cleanliness and community involvement that was evident both on the day and in the portfolio (available to see on the website).  Lots of people were involved in this project and throughout the year from weeding, sweeping, planting, litter picking etc. and it is greatly appreciated.   A special thank you to Paul Hodson for putting the portfolio together, Rachel Giddens for all her work behind the scenes (as well as sweeping the pavements), Rose Foster for her boundless enthusiasm and Robin and Gill Hayden for their hospitality.    Results will be known on 13th September and we will keep you posted.

Rachel Giddens and Michael Trolove have been co-opted on to the council.    This followed the resignation of Julie Byard and Rose Foster who both contributed greatly to the work of the Council
