Public and press participation session with respect to items on the agenda
Mr Cliff Richmond addressed the Council reporting that the Speed Watch equipment is shared with four other villages and it was difficult to find volunteers to participate on the one week when the equipment becomes available to them. He advised that a leaflet drop had taken place requesting volunteers come forward. Councillor Giddens reported that unfortunately no new volunteers were recruited at the coffee morning event.

He reported that speed had reduced by 50% with an average captured at 35-40mph

Councillor Hayden stated that having our own equipment and being independent would be ideal as the statistics show this works. Council were concerned at the implications of any owned equipment breaking down as currently this isn’t an issue. Any equipment acquired would need to be included on the asset register and insured.

Mr Richmond agreed to provide Council with the statistics and co-ordinates from all of the sessions undertaken for discussion at the July meeting; he stated the equipment was just not available enough to undertake more sessions. It was possible that the Police could withdraw their equipment at any time.

Councillor Hodson stated that we needed to raise awareness and to fund raise where possible. It was suggested that the four other participating villages should get together to fund raise.

Councillor Hayden extended his appreciation to all of the volunteers.

To confirm and accept minutes of meetings held on 10th May 2016
To take the minutes of the Annual Meeting and the Full Council meeting as read and approve them as a true and accurate record. Proposed by Cllr Hayden and seconded by Cllr Richmond. The minutes were then duly signed by the Chairman.

Matters arising from minutes
It was noted that Sawtry PC pay a fee to HDC for litter picking to be undertaken in their village.

Communication from Councillors
Cllr Tuplin reported that Devolution was still a big topic of discussion at HDC with a new document arriving on 17th June with a decision required by 1st July. It indicates an additional inner layer of Government with an elected Mayor involving a great deal of money. If agreed the election for a Mayor would take place in May 2017.

Cllr Bywater reported that CCC would again be discussing Devolution and whether or not to accept the proposals. The main issue is the introduction of the new role of Mayor and what funding would be made available, it is all very complex.

Cllrs Bywater and Tuplin left the meeting at this juncture (8:02pm)

Cllr Giddens reported at the May meeting that the gated byways at Bullock Road and Gypsy Lane were still locked. This had been due to the wet conditions, however they are now open.

Councillor Giddens also reported that the ‘welcome leaflet’ had been delivered to the new residents in Chapel End.

Councillor Richmond reported that she had made contact with the School Headmistress and lines of communication were open and working.

Council considered the planning application for a single storey extension. No objection.

Electoral Review of Cambridgeshire
Council noted the new draft recommendations from the Local Government Boundary Commission for England and had no comment to make. The Clerk to advise the Boundary Commission accordingly.

To consider traffic calming measures
The Clerk reported that she had obtained information and prices on ’30 mph’ stickers for wheelie bins as an aid to reduce speed in villages. It was thought that Speed Watch is the only enforceable deterrent.
Councillor Hayden stated that roundabouts would slow the traffic but these would be extremely costly to introduce. It was agreed that the PC should seek to get the 30 mph signage moved as the parishes of Glatton and Holme had managed to make these changes.

It was agreed that this matter should be discussed further at the July meeting when Councillor James would be present.

Councillor Giddens reported that the British Horse Society had agreed to hold an event which would be open to motorists, walkers, cyclists and the horse fraternity to raise awareness of safer riding on the highway and gain a better understanding of road craft following a near miss. It was agreed that the event would be useful and will be held on Saturday 10th September at 3:00pm, a question and answer session will be included at the event. Councillor Giddens offered to produce a poster to advertise the event. It was noted that British Horse Society publications would be available on the day.

Dog fouling issues
Councillor Jarvis stated that although dog fouling was not a big problem it was still an issue as some owners were not taking responsibility and removing their dog’s waste from public areas. It was agreed that Councillor Jarvis should present a proposal of action at the July meeting.

Review of the Clarion
Councillor Jarvis requested clarification on the current arrangements for the production of the Clarion. It was noted that historically it had been produced quarterly but that content material was a problem. It was agreed that the next edition should be arranged for August/September and it would include: British Horse Society event, Dog fouling issues, Allotments and Speed Watch/traffic calming. Prior to distribution all Councillors will be required to proof read the article and inform the Clerk of any incorrect content.

Grass cutting update
The Clerk reported that CGM had not explained why the first cut of the season had been inadequate. It was noted that the 3 year agreement with CGM was ending in December. It was agreed that the agreement would be reviewed in September and a tender process set-up.

Network Rail public consultation on the proposed closure of up to 33 level crossings across Cambridgeshire.

Council unanimously agreed that the statement should be signed. The Chairman and the Clerk duly signed the statement.

Council reviewed the 2015/16 year-end accounts and unanimously agreed that they should be signed by the Chairman and the Clerk accordingly.

30mph stickers for the Villages

30mph stickers for the Villages

In an attempt to help slow traffic down in and around the villages, the Parish Council has purchased a supply of self adhesive wheelie bin stickers.

We are asking if you would be so kind as to place them on the side of your grey household waste bin which is then placed on the kerbside every fortnight. Rest assured that we are looking at further traffic calming measures for the villages, this is just a very cheap and simple idea to help spread the message. We have chosen the grey bin to get the greatest impact when the bins are out as not everyone uses the others.

The sticker should land through your letter box over the next few days, once every household has been given one there may be some spares if people would like to purchase them for a small donation to the village hall fund.

85.15 Matters arising from minutes
48 Main Street – Cllr Alexander had spoken to a legal adviser who advised that for between £200 and £500 a licence could be obtained that would permit variance of the access. This is a nontransferable licence.
Also agreement in principle has been given to tradesmen using the car park and the owner of 48 Main Street had offered to make a payment for this permission.
Member of the public asked about the future of the Village Hall. The Clarion will convey the information to the villagers that the Trustees have agreed to support and fund the Village Hall for at least 12 months. There will be no increase to the Parish Precept.

Salt box on Chapel End – a member of the public queried the siting of the salt box near Chapel End Pond, as it had been intended to site this on the grass triangle on the bend in Chapel End. It was confirmed that this was in the wrong spot and the member of public offered to relocate it.

Eastern Tree Services had requested payment of their invoice, Cllr Alexander has reminded them that payment will be made once written confirmation has been received that all trees have been checked.
Cllr Giddens enquired if the trees surrounding the Playing Field had been checked and Cllr Alexander advised that all trees on the boundary had been visually inspected.
287.15 Communication from the Parish Cllrs
Cllr Giddens reported there had been damage to the bridleways caused by horses. Also that her contact at Cambridgeshire County Council is no longer available.
Cllr Hodson has checked the accounts.
Cllr Alexander advised that the Clarion is ready to be delivered.
Cllr James will deliver the Clarion in the near future – a member of public offered to assist with Chapel End deliveries.

The closing date for applications is 17 December 2015, there has been 1 applicant.

Cambridgeshire Police are currently seeking to recruit an enthusiastic, self-motivated individual to help manage the Police messaging system, E-cops. Your main duties would be to support the Police Watch Schemes Coordinator (PWSC) with the management and administration of this system. You will be required to liaise with Police staff, NHW (Neighbourhood Watch) and its members which will require occasional attendance at promotional events. As part of your role you will also assist and support the PWSC with the training delivery of E-cops.

The suitable candidate will have the following key skills:

· A good understanding of IT including social media.
· Excellent communication skills both written and verbal.
· You will be a professional team player with the ability to work on your own initiative.
· Excellent eye for detail.
· A car owner, which would be desirable.

343.14 Apologies for absence were received from Cllr Howden. These were accepted.

344.14 Chair 2014/15 signed Declaration of Acceptance of Office, as per item, 326.14.

345.14 Cllrs provided with Declaration of Pecuniary Interests forms, as per item, 351.14. To be returned to Clerk.

347.14 Matters arising (information only) – Cllr Hodson requested his name be struck from item 326.14, because he was not in attendance at the meeting.

348.14 Introduction of new Clerk.

349.14 Annual update from the Police and Community Support Officer (PCSO). Approximately 30 members of the public attended. Aaron Murphy (PCSO – Cambridgeshire) and Paul Richardson (PCSO – Northamptonshire) addressed the public. Two useful addresses were provided, as below.

ctu@northamptonshire.gov.uk (Countrywide Traveller Unit to report crime and nuisance) – leaflets in Parish Council offices (village hall).

Public were reminded to also call 101 if non-emergency and 999 if emergency. PCSO advice was to report all crime, no matter how minor, as it is numbers that make the difference.

350.14 District and County Councillors updated the Parish Council and public.

351.14 The Parish Council adopted the amended Code of Conduct.

352.14 Anglian Water discussion regarding water pressure issues. Parish Council requested that Clerk investigate how data for leaks is recorded and report back. Parish Council raised concern for the future of the village given plans for increase in population.

353.14 Planning – none. Parish Council requested Clerk to investigate if Gains Lane will be resurfaced once works are complete. Clerk to report back.

354.14 Internal Audit to be circulated to all Cllrs, to be discussed at the next meet. Parish Council agreed to pay Internal Auditor, £184.50, as per invoice.

355.14 Reconciliation of Accounts and payment of cheques were agreed and signed by two Cllrs. One Cllr raised that there may be a discrepancy with the Recreation Ground fund. Clerk to investigate and report back.

359.14 Members of the public were asked to leave and staffing of the new Clerk was discussed. A contract between the Parish Council and the Clerk was signed and it was agreed that the Clerk will draft a letter of confirmation to include the start date of 9th June 2014, to be signed by the Chair at the next meet. It was agreed that the Clerk should investigate pension scheme options and report back. The Parish Council also agreed for the Clerk to enrol on the ILCA training course at a cost of £99.00 plus VAT. Clerk to investigate a bursary option and report back.

326.14 Election of Chairman 2014/15 It was proposed by Cllr Hodson and seconded by Cllr Hayden that Cllr Alexander be re-elected – all agreed

327.14 Election of Vice Chairman 2014/15 It was proposed by cllr Trolove and seconded by cllr Giddens that Cllr James be re-elected – all agreed

328.14 Member’s declaration of Disclosable Pecuniary Interests – notice had been received from the District Council of an amendment to the Code of Conduct and updated Register of Members’ Interest forms. These will be brought to the next meeting.

331.14 Review of Standing Orders – it was agreed to ask the new clerk to review these as it would be a good way to see how the council works.

332.14 Review of Financial Regulations – it was agreed to ask Cllr Hodson if there were any changes to be recommended

333.14 Audit Commission Annual return to complete Section 2 – Chairman and Clerk to sign section 1 and 2. Cllr James read out the annual governance statement, completed the form. Cllr James and clerk signed section 1 and 2.

334.14 It was agreed to continue to pay the councils Direct Debit Payments to BT and Anglian Water

335.14 Review Risk Management – this had been reviewed in October 2013

336.14 Procedure for handling £1,000 grant from Milton Estates on behalf of History Society. Notification had been received that the History Society are opening a bank account. It was therefore agreed that the grant given by The Earl Fitzwilliam Charitable Trust could be accepted and transferred to the History Society to administer for recording the history of Great Gidding

337.14 Village Hall and Recreation Ground AGM 12thMay 2014 – With a new management committee elected it was agreed that Parish Councillors would take it in turns to attend meetings. Once dates of meetings are known, parish councillors can then indicate which meetings they can attend – making sure that PC is always represented.

338.14 Neighbourhood Watch street signs – request for funding at £12 each. It was agreed to fund the purchase of 6 signs to be placed at the entrances to the village. Clerk to contact Kim Wells, Neighbourhood Watch to organise.

339.14 Reconciliation of accounts and payment of cheques were agreed with the addition of the annual rental of the room in the village hall for the Parish Council office of £550

340.14 Planning –
It was noted that HDC had written to the Fox and Hounds with reference to the yellow sign that had been attached to the gable end of the building.
The vegetation at 48 Main Street had been cleared from the front of the property and a large tree taken down. Access to the property would need to be monitored as this is on the boundary of the village hall land.

341.14 Correspondence received – notification of Bromswold Bike Fest 14th June

342.14 Staffing matters – the applicant who had been offered and accepted the post has since declined. The position has been advertised again on the noticeboards for 2 weeks – closing date 22nd May with interview 29th or 30th May.

NB. Agenda item 326.14. Cllr Hodson was not in attendance at the meeting. This should read Cllr Howden.

Annual General Meeting

Annual General Meeting

The present committee will not be seeking re election. Therefore a new management  committee must be found or the Village Hall may have to close until a way forward is found.

The Village Hall has been thoroughly modernised internally and is a very useful meeting space or event function location.

The Recreation Field is a valued asset and has just been awarded Fields In Trust status.

If you would like to help then please attend the next committee meeting or the May 12th AGM.
